Departure/Load Study - Don Mills/O/R - 07-2011CUPW: Have not had any recent updates. Departure & Load studies are different because of use of RMO. Load study should have been completed within 8-12 weeks. CPC: Schedule has been set for various stations. We are trying to do as they are implemented. We want to capture the most efficient process. Will speak to operations and engage the engineering dept. There is no specific date for Don Mills yet. CUPW: We would like to meet in January and consult on these. Register Mail in Sequence Mail 04-2012CUPW: It is still being spread throughout the mail. We have asked since April about this. The LC's are seeing it as they are delivering at point of delivery. Are you going to discipline people for it. Is the mail being double counted. CPC: It is supposed to be placed on top of the tray and culled out from the plant. There may be an occasional one that is missed. There is a process that the LC can still scan it at the point of delivery. We are not going to discipline if it's not someone's fault that a scan is missed but any such occasion will be looked at on a case by case basis. Sandra will check to see if the mail is being double counted; update November 20/12...Sandra... The mail is counted for the MVI. MVI volumes are only captured once the mail has been sorted for the last time on the machineS. Dyment

CMB Scanning values 04-2012CUPW: All routes are getting CMB scanning, will there be new time values for it, and will it be paid retroactively?  
 CPC: The update is done before it goes in. We don't have the 075 to show the difference between the two. All walks that have CMB's are given the values now. It's a scan value. It is being done for all the PT restructures. We have gone back and done all the stations. Not all are done yet but it is being completed. Sandra will provide the value.S. Dyment

Building RoutesCUPW: When building new routes, they are sometimes allowing for U-turns, etc when it is efficient to do so. CPC: They are instructed to build the routes using best practices which may involve u-turns. The clock is turned on or off accordingly. Domenic will distribute from manual. The issue is in front of an arbitrator now.

There may have been a calculation of error percentage in there. There is no value if process is followed. CUPW You can't be blaming the process on the workers.

Employees unable to report to Gateway laid offCUPW: Employees with restrictions who are home and applying for Unemployment or Sunlife are being called back to work a day here and there. This is interfering with benefits. Need an agreement on how to proceed. CPC: CPC's position is that we will attempt to accommodate when we have the work available iwthin their restrictions. The employee will report their time worked to Service Canada so it can be adjusted accordingly. We will not be recalling those on the LTD list.M. Deabreau

Art. 54 positions DON MILLSCUPW: Don Mills/R/O in a unique position as there are not enough people for designated rehab walks. Can we redistribute? CPC: Decided that positions would be bid on and people told they could be bumped but not to where. Mike says they were told they would become relief. Are they regular relief or attrition relief? If walk used permanently what happens to the ee that is being removed from the route? Permanently? Temporarily? Why are you treating Don Mills differently then other stations in the local? Will they be on the next bids? Discussions are taking place with CUPW as to what will happen with the Corporation's designated rehab walks and the employees currently encumbent in those positions. - CPC: We will be having further discussions on the bid once we iron out the details. DRS at WBCCUPW: Richmond Hill and Thornhill are deleting to make 1 DRS position to serve both stations. However there are 2 people doing it. CPC: Jim checked and only one person doing position. 1 doing DRS in day and 1 on RTS at nights

PT and prolonged work daysCUPW: With the prolonged work days, YDC drivers who had to transfer to LC positions are suffering. Supervisors are not empathetic (Willowdale 2). CPC: CUPW to provide specifics. Two names provided. Some people working over 40 hours a week on a regular basis. One ee received 22 trays of nonsequenced trays. Time needed for collating flyers. People having to eat on their runs and having to break their route to bring mail back for 6 p.m. Seems like the OT will never go away. CPC: Working on reducing nonsequenced mail. Seeking employee feedback to fix issues. CUPW will inform their membership that they do not have to work more than 48 hours a week.

Sequencing not being corrected 10-2012CUPW: RMO saying supv not doing corrections. Non sequenced to go to MSD case and then manual sort but going back to  
 the plant. Also, issue with building mail not being deselected. Someone is needed to correct it. CPC: We realize there is a higher focus needed. We are working on it  
Proposal to change LCA hoursAjax - 1 FT position 4-12, 1 position 10-6 2 pt 5-8 proposal move one full time to 7-3 1 part time position to 3-6 and one 5-8.  
 With change of hours positions do not go up for bids. They cannot bump. Can canvass two part timers. Can put into

Householders being put out the same day in Ajax 10-2012"CUPW: It has been brought to Dawn's attention but date not being changed. Flyers are continually being put out after noon. CPC: With the PT model things have to change and our past practice may not be possible. We try to put up by noon but sometimes it is not possible to do so. We can put out the flyers anytime the day before and have argued this before. We can discuss separately what would be an acceptable time. The managers can put together a proposal of what would be an operationally feasible time.
