Don Mills/Toronto 'O'/Toronto 'R' - 05-2010CPC: Counts for parcles were submitted on October 28, 2011. Dominic had some questions and is waiting for feedback from Raj Rahal - clarification for individual stops etc...CUPW: Not allowing people to tak out all of the parcels and people are getting 3-4 hours of parcesl.How are the left overs being moved. There are people being interviewed for not taking all of the parcels.Can't wim because the only have 1 hour of time values for parcels and volumes will double around Christmas time. CPC: Will have to put in extra routes and temps etc...Concerns around safety due to the volumes in that building. No room to break them down, parcels everywhere and can't go in and out to get the parcels. CUPW: No extra bodies put in to deal with the volumes, and using anyone you can find to sort the parcels - PO4s, LCAs and LC terms while waiting for assignments. Can't out in extra routes? A.  CUPW: PT positions - PT in Toronto - nothing to prevent PT DRS to be combines with  
 PT LCA - could create a FT 54 assignment in O - don't have a FT - originally  
 listed on O75s as a FT DRS - could place people on the 54 list to a FT assignment

Depot 11, Second Runs - 03-2011CPC: Followed-up yesterday, there will be potentially a change coming - agreement with current owner is not in good standing. Jan will escalate to the retail Director and have him involved, if we are scheduled to go in there we will be going in there. CUPW: Want to ensure that people are being paid for their time and values, if person is getting a second run then they should be compensated for it. If employee has to go to 2 subs then that should be structured into that walk. CPC: Our understanding is that LC is taking carded itmes to the RPO at the end of the shift. If coming back to the depot then should be paid for that. Our poistion is that we are not willing to structure in at this point, understanding is that early in the new year this will not be an issue. Depot 11 - Case Strips - 04-2011CUPW: Walk 2 still not done . CPC: Have been talking to Gail on a regular basis and need Route Measurement involved in this one. They are saying in cases where there is a CMB they do a range as opposed to a specific number. Will shrink the amount for that panel and open up more sort space. Gail is not in agreement with Route Measurement on this point and this is why there has been a delay. We need to get a final decision on what is agreed too, no sense doing it if it has to redone again. CUPW: This is a recipe for confusion, why not utilizing the 48 spots, nothing has happened since April. CPC: Send one of your people with Route Measurement and then this will get resolved.CUPW

Departure Study - Don Mills/O/R - 07-2011CPC: Said that they were looking to get feedback as to Glen's availability, originally agreed to September 25, 2011 but nobody showed. CUPW: Glen is out of the country ofr 2 weeks will schedule upon his return.CUPW

Changes to AjaxCUPW - There is consultation set for December 12th, 2011, need to know what is happening with Pickering.Glen Ramlochan
 CPC: Do not know at this point, need to speak with Postal Transformation to find out what can be shared - will know this by the 12th. CUPW: Is CPC addressing Letter carriers being given PDTs, some do not want to bring it home but want to return it to the depot, but are not scheduled they are portal to portal.CPC: Need to take this away as there will be a standard response, will update in the minutes what the National response is.  
C&D Unfinished Business  
4 Hour Health and Safety Module (DD) - 11-2010CPC: L. Budhoo to provide updated list to CUPW by next Friday. We have not scheduled any DD training year-to-date. M. Walwyn has attempted communication with the REO (Regional Education Officer for CUPW) and will be speaking with the individual CUPW Facilitators next week and setting up the schedule for training the remaining CUPW members. We will be doing a similar setup as we did last year - a 1 day session at three locations (1075 Queen, 280 Progress and WBC; and 4 hours of Appendix DD and 4 hours of Appendix HH). CUPW: This was supposed to be done within 3 years of the signing of the collective agreement. Ensure employees transferring in from outside delivery area also receive DD training. (Group 1 v. Group 2 training). The 8 hour training for H&S a 4 hour training from HR has been taken out of onboarding for new employees.LDI

Staffing, Insufficient Relief - 02-2010CPC: Recommendations have been sent up for approval on positions in Group 1. J. Dimeo to R&R. CUPW: If relief positions aren't staffed, we should be grieving this and bringing this back in front of an Arbitrator. Most of the vacancies from the 13.26 bid are relief which are not filled. If the positions are deleted, CUPW will be grieving this as we do not believe there is sufficient relief. The Toronto 'R' bid is ongoing and any problems with the relief for sick and other should be resolved. CPC: The temp lists are being staffed but there are many promotions right now and we are losing temps as fast as we are hiring new temps. CUPW: Hold over.J. Dimeo

Regional Safety Committee - 08-2010"CPC: Any items that are not closed locally up to the Director level will be going to a Regional Escalation Process for resolution by the RGM and Union participation within 90 days of the issue being raised. Training for New Hires - 01-2011CUPW: Who is training the new hires? We would like the LDI to provide a list of train the trainers to the stations. CPC: We are currently reviewing our list of peer trainers. We will have an updated list by August 15th, which M. Walwyn will share. We will be conducting refresher sessions for all peer trainers - especially with the Postal Transformation changes in mind. CUPW: We may be able to help you if you have insufficient trainers in a certain depot - Status QuoLDI
Annual Leave - 03-2011CUPW: The new annual leave schedule will be implemented soon. You will need to review the annual leave relief and will have to conduct bidding within the station of the relief to determine who will want to become an annual relief. If there are no volunteers, you would go to the junior relief. This will be dependent on your columns for annual leave. CPC: Training is required in many areas and we will be working on a lot of these issues in the near future. Stations are to be canvassed to see if relief has been adjusted up/down. CUPW: Training may be required for new relief coming into the stationP. Zimmerman

Safety Shoes - 03-2011CUPW: National CPC has agreed that any employees who work on or around ergo lifts or pallet jacks are to be provided with safety footwear. There is a National agreement on this. Ajax Handing out Mail - 03-2011CUPW: An issue arose at pre-arb (grievance #602-07-04046) regarding mail being handed out after hours. There is no afternoon Group 1 staff. This was being handed out by APOC and Group 2 when customers come after hours. We believe this is CUPW work and want this position staffed. There is also a grievance in the system that the PT LCA should be changed to FT. If this happened, we would not be opposed to having the LCA hand out the mail. CPC: Status QuoL. Aitchison
Ajax Health & Safety Issue - 03-2011CUPW: Need a punch code lock on back door. This door is continuously left open by the driver. Someone was in last week to deal with the flashing repairs. CPC: We will be going swipe card access at this facility, we have decided to not use a punch code lock. Glen will advise Mike on implementation date. Will address driver leaving door open.G.  CPC - Jim will have Glen address this issue, should only be a postal clerk in the building may need to look at the swipe card system.

Accident Investigations - 03-2011CUPW: Currently reviewing the past 6 months of IODs. A report will be sent in the next couple weeks reviewing the numbers. CPC is at a 65% failure rate. Will submit 200-300 grievances. CUPW received direction from HRSDC. CPC: It is important to CPC to follow all practices.Zone Managers
WSIB Form 6 - 03-2011CUPW: No employee is required to fill this out and hand it in as a form for claim for WSIB. CPC: Clarification has been provided by N. Sommers. Zone Manager's to re-communicate this.  
Extra Hours/Crossing Sections/Relief - 04-2011CUPW: When a relief crosses sections in the same installations, which overtime opportunities are they entitled to? The one where they have moved to for the assignment, or their substantive? What is the current practice? This is group 1 relief.L. Aitchison
Relay Bags, Polyflutes and New LFT - 04-2011CPC: There was a shortage of equipment, but there is still a requirement for relay bags. J. Mullet
Violence in the Workplace Investigations - 04-2011CUPW: Feb. 10, 2011 letter from CPC to CUPW re: VIWP (The letter was from National CUPW responding to section 120 of the labour code). CMS has been revised to include that CPC will share VIWP issues with LJOSH. CUPW wants a copy of the CMS. CPC: CPC to advise how this information is transferred to the LJOSH. Ensure letter is sent to all committees. Hold over to next UMM to ensure VIWP issues are communicated.Zone Managers

Ajax Site Plans - 04-2011CUPW: Site plans are being drawn up. Is a move taking place/when? LJOSH requires 24 hours notice for project notification consultations. This is pertaining to the site plans. CPC: Ajax will be expanded. Timelines are being reviewed. No plans are finalized. CUPW: Was advised construction is starting in September. CPC: Likely not until next summer.

New hires - 04-2011CUPW: New hires are not receiving DD and HH training.  
C&D New Business:  
Working in Lunch Rooms - 05-2011CUPW: There was an HRSDC directive that work should not be taking place in lunch rooms. This is happening at Willowdale stations and Don Mills. CPC: Zone Managers will ensure no work being performed in lunch rooms. This is still continuing.  
Priority Position Designation - 05-2011CUPW: The DRS does not have to be covered? (ee on a/l) It is not happeneing at 280 Progress. Employees have been bumped from other positions. This started on July 18, 2011.A. Chakaroun
 Markham not getting covered, RTS mail being sent to Depot 11 - AC to follow-up.  
Back Pay - 07-2011CUPW: Legislation is in place for the raise. When will back pay be received. LR
 To be going in on September 29th as per E-communication.  
Overtime Policy - 07-2011CUPW: Since we have been back to work, LCs have been instructed to bring back mail to the station. CPC: Mail is being delivered and 15.08 is being reviewed on a case by case basis. This is not a policy, it is our Corporate position.  
Sick Pay - 07-2011LR to R&R with Mike. (strike, lockout and now)  
Bar Charts - 07-2011CUPW: Received bar charts since RTW. Willowdale seemed to work a couple of days longer than the local (14th and 15th) and Agincourt didn't. There are anomolies in the bar charts. Days on lockout or strike were not staffed, but working days in the year were not adjusted to account for this. Will the working days in the year be adjusted for bar chart purposes? Bar charts in unionville haven't been done in several months. CPC: Has been discussed with Superintendent and will be corrected.LR to R&R
Monthly Bids - 07-2011LR to R&R with National 
IDC Testing with LJOSH - 07-2011CUPW: As per national notice, some stations in the local will receive IDC carts, as well as the YDC in November 2011. This must be brought on site and LJOSH will have to discuss. Employees will all have to be trained. CPC: The training is JIT training. CUPW: If pickering is receiving IDCs in November, then the docks won't be able to receive them. Have floor plans been redone for facilities to accept the IDCs. - Laura to follow-up.  
Maternity Leave Top Up - 07-2011CUPW: Will provide names and stations of those with top up removed - List has still not been provided.  
Scanning Errors - 07-2011CUPW: Advised there is zero tolerance on scanning errors. What does this mean? CPC: If there was a scanning exception an informal or formal discussion may take place to determine the root cause. After, any subsequent errors will be monitored for non-compliance. G. Volume CountCUPW: When is the volume count conducted at Ajax - we heard April 16, 2011  
H&S Mini-MeetingsCUPW: Want signature copies of mini-meetings for H&S mini-meetings. CPC: We will not be providing copies of the signed sheets.  
New Business(1) Management not showing up at WSIB meetings - 1 incident where an employee came all the way from Bowmanville.  
 This results in delays of up to months. 
 AC - Nicole Summers was not aware. 
 (2) Article 17 - problem with call-backs and splitsJ. Wineck
 Ken Davidson to write down the proper procedure and Jim Wineck will review.  
 (3) Annual Leave - requires a separate set of consultations to discuss AL which has been displaced by the workL. Aitchison
 disruption. Need to add additional columns for the displaced leave, the longer that this drags on the more columns which  
 will be required. MD - have to look at the variance - lowest AL at that time.  
 Laura to respond - PC&R should provide all of this. 
 (4) Redirects printed off of the machines are unreadable - what are the employees supposed to do?  
 Also getting redirect cards with no apartment numbers on them - there are problems with RPOs as well.  
 AC - Superintendents are to be notified and then SCLPP is to be notified - there should no "killing" it.  
 Problems with the RPOs are being addressed through the Retail channel.  
Roundtable(1) - Ken Davidson - No departure until 09:45 - should be priority mail - then holding drivers back.G. Ramlochan
 CPC - If waiting on letter mail they will be held back - this needs to be addressed through G. Ramlochan.  
 (2) Ajax - Letter Carriers and RSMCs going in before 05:00 - should be nobody going in that early with the exception  
 of postal clerks and LCAs. 
 (3) E. Duschene - need leg extensions for cases how long will this take - walk 40 Depot 11 - causing H&S issues.  
 AC - will follow-up. 
 (4) C. Beth - Issues around getting supplies for DRS/RTS in Ajax - site specific.G. Ramlochan

 (5) J. Hartanu - Supervisors are handing Form 6 out to employees (Ajax, Pickering, Unionville, Don Mills) - form 6 is  
 rebuttal to form 7 that is usually sent out through WSIB, not a requirement to start a claim  
 Require clarification from Nicole Summers to the Managers that this is not mandatory.  
 (B) 3 claims where HRSDC has requested from 7s from CPC and 3 times no response - not being to the employees  
 within the 72 hour requirement which delays the claims.IA log and form 7 generated together - HRSCD send the forms  
 to WSIB 
 New system goes directly to HRSDC on Monday. 
 YDC fire yesterday - no parcle delivery - nobody notified the - shredder was the source of the fire, building was evacuated  
 CUPW will escalate nationally. 
Retail(1) LJOSH Retail - Nobody in C&D provides the retail people with the safety minutes, they should be attached to the CC  
 list - Sue Ballantyne, Julie Parent and Peter Scott.  
 (2) Temps in retail - at consultation admitted that they owed 400+ hours.  
 (3) Long term absence Eva Moldanado, back-fill brought in temp for spousal relocation - as a result 2 PT PO4s in  
 Stouffville. 39.07 Stouffville.
