Prior to commencing the consultation involving the restructure of Don Mills the union identified concerns involving allegations of inaccuracies/irregularities involving the 120 POC reports for Rich Hill. The union identified several concerns and provided some documents for review. Management stated that they would review and respond recognizing the urgency involved with a count to begin September 18, 2006.

Discussion also occurred with respect to RLC in postal unit O and Don Mills, specifically assertions by RLC that although reflected in postal unit O, they had never bid from Don Mills to these assignments. After discussion an agreement was reached whereby all RLC would select a relief assignment either in postal unit O or Don Mills on September 7, 2006, 10 assignments reflected in O, 20 in Don Mills.

This consultation meeting was arranged to discuss the scheduled implementation of the restructure for postal unit Don Mills on September 18, 2006. The process began October 10, 2005, the volume count conducted March 20 to 31, 2006 inclusive. The CMVI is reflected as 99.9%. POC increased by 221. Various other statistical information was provided and highlighted in a handout provided the union.

Five window vans are being removed, four step vans to be added.

Presently there are no PV routes, in structure 28 identified, proposed 1.

There is one meal on route, 4 MM meal in station.

There were 17 objections identified by the union, which the parties began to discuss. This discussion then addressed the party’s intent to resolve issues that would allow the restructure to be implemented as scheduled and issues addressed between the parties, providing a dispute resolution process should this be necessary. Therefore, a Memorandum Of Agreement was reached which is appended to these minutes.

DEPARTURE TIMES

Scheduled departure time will be 0900 hours. Route 66 reflected as a 0730 hours start is corrected to be a 0830 start.

REHAB GRID

There are five (5) recognized rehab rtes in postal unit. There are six (6) employees requiring accommodation. It was agreed that routes reflected below would be utilized to accommodate the individual needs of these employees, names not included in the minutes. Routes identified are 28, 54, 41, 57, 63, and 53. It was reiterated that if any of the recognized rehab routes become vacant they are not included in the monthly posting but are offered to employees within the unit temporarily until a need arises.

RTE HOLDERS/BIDDING EXERCISE

It was agreed that where an employee’s position number identified them as working on March 20, 2006 is where their first round bidding opportunity will arise. This includes LCAs and RLC’s. This will include any part time employee, now full time, in the unit as of March 20, 2006. There will be three (3) full time employees displaced to vacant assignments within the post office. The Corporation will attempt to contact any TSOS employees.
