Management stated that what we are discussing has been consulted and agreed upon at the national level. Following slide presentations were made:

- Prepare to start Data capture

- 120 POC Over view

- POC’S selection

- Bar coded PCI, Volume capture

U: how will the LVR’S be accounted for? Will they be excluded from MVI

M: will respond. All mail for the 120 POC will be manually counted.

U: 120 POC are not randomly selected

M: Process of random selection is automated. In order to ensure valid representation of both commercial and residential calls, a percentage of each is calculated for the office.

U: what about the unique POC, for example ‘seasonal’

M: will respond. 120-POC Mail Volume Index will be 52+ weeks preceding and including the week of the volume count excluding the 4-full weeks in December. The volume count will be reduced from 10-days to 5-days.

U: one week warm up period is not going to be enough

M: probably can be increased, will inform

U: will PSAC-members be used for counting the mail

M: we do not anticipate using PSAC

U: availability of the Article 54 employee(s) will not work out from one week to the next

M: Consistency & transparency of the count is important for both parties. It can have a negative/positive impact on the final assessment. Selection of the mail counters will be discussed with the union. 3-counters should be enough for the project.

U: number of counters may vary from site to site. Because of the vacation leave period, employees may not be available for training. How long is the training for?

M: may be one to two hours.

Discussion took place about when (a) POC is missed (b) POC becomes vacant. These will be discussed further. 120 POC Daily Count Chart was explained about the upper & lower control limits.

Operations will be responsible for the verification of the 120 POC with assistance from Route Measurement. Parties will discuss at the Station/Depot level and bring the proposed number & names of the mail counters to the next meeting.

Parties agreed to meet at 07:00 AM on Friday, August 12, 2005 at 280 Progress Avenue.
