Purpose: To discuss West Beaver Creek, Group 1 Constituent Element Changes/ Rotation of Duties..

Union:

A package was presented outlining employee’s assignments and hours, also showing present and proposed state. Package to be reviewed and discussed. There are concerns around the hours available to sort between the hours of 6:00AM and 9:00AM.

Mgmt:

We want the mail to be ready when staff arrives and also to generate the turnaround mail earlier.

Union:

We want an equalization of the unscheduled days for each employee involved. We propose a weekly rotation.

Mgmt:

There may be concerns with SAP in regards to a weekly rotation and the changing schedule. We can agree to a change every month.

Union:

How about a rotation every four weeks

Mgmt:

Agreed

Union:

Are the differences in volume from Monday throughout the rest of the week such that that this change is required

Mgmt:

We are having trouble clearing our flats. We are trying to shift the hours to the front of the week, where we have heavier volumes. Usually by Thursday we only have advanced mail left.

Union:

Have the truck arrival times changed. We want to see when the mail arrives and compare it to your present rotation.

Mgmt:

There has been no change it the truck arrival times.

Union:

We did not receive any documentation to support the truck arrival times.

Mgmt:

The plants provides this info, they are presently aiming for 50% of the mail to arrive early in the shift 30% mid shift and 20% later in the shift. What we are proposing is a trial, if it does not work, hours can be altered

Union:

The 14:28 national report is misleading, your year-end total hours appear high. You are burning many hours above your compliment in the clerk function, but you have deleted positions.

Mgmt:

Some of those hours are due to continual extensions of hours at the top end of the week. By moving these hours were we usually extend, we can reduce the need for extending hours at the beginning of the shift on Mondays.

Union:

74 % of clerk hours expended are full time hours, want to see this percentage higher and the reduction in temp hours. Our goal is to have fewer part time hours and create more full time positions.

Mgmt:

We do not use many temps in the clerk function; if we have, they are most likely modified employees who we have accommodated previously.

Union:

The rotation of duties schedule you have provided, shows that they are some vacancies; this appears to be a mistake. You propose the use of 101 scheduled hours, you currently use 120 hours, there are 19 hours missing. You need to come up with a new rotation of duties schedule to show what people are doing day to day. We need to see the truck arrival times, to see if we can convert two part time positions into one full time position. We also want to see if any of these hours can be shifted. What would happen if a truck arrives late?

Mgmt:

Any abnormalities that occur during the shift will have to be dealt with as they arise.

Union:

Have you taken into consideration the new parcel deliver module. They are still working on network times. You need to keep these changes in mind, as the arrival times may change.

Mgmt:

The regional mail make up in the long term is to get mail to the stations earlier. We will provide you wish copies of update 111s. We have considered the impact of the parcel project.

Union:

Every assignment changed will go up for bid except for four unchanged assignments, but everyone gets the opportunity to bid in the section. Everyone should end up with a assignment at the end. Will the bidding process be done verbally or in writing.

Mgmt:

All bids will be posted and done in writing.

Union:

How will annual leave impact the bidding process? If you bid on the 10th of July and implement on the 12th, some people may find it difficult to make the change so quickly.

Mgmt:

We can delay if necessary, to help staff make the transition easier. If employees are away during the process, we can try to contact them.

Union:

July 12th is soon approaching, can this be implemented by then. Can you delay until July 19th?

Mgmt:

Agreed.

Union:

We have concerns of positions being deleted, and using modified group two employees to backfill those deleted hours.

Mgmt:

Those employees are only supposed to be temporarily modified and do not give 100% productivity. Presently workloads/absences are staffed in accordance with article 39.

Union:

Get back to us on a rotation of duties schedule.

Mgmt:

We will follow up.
