1)         The preliminary objection that this matter be placed in the formal arbitration process is dismissed.

2)         The issues flowing from the Memorandum of Settlement are consolidated with the Article 10.10 issue concerning the grievor and are to be placed before Arbitrator Teplitsky.  The parties both agree to proceed expeditiously before Arbitrator Teplitsky.
