Y.D.C. RESTRUCTURE

 

On June 14, 2006, the Scarborough Local, the Regional Office and the National Office of the Union met with the employer to discuss the YDC MSC tours. This was the result of receiving a ten day notice for the start of a restructure on June 9, 2006 and some ongoing problems to be resolved.

There will be a major restructure of the YDC MSC operation, and at the same time a WPDH restructure in the west. The Union would prefer that a complete restructure be done encompassing new time studies, Loop Design, re-sequencing the loops and all other issues.

Unfortunately the employer claims they do not have sufficient resources to fix all the problems, but the restructure will cover approximately 90% of the issues. We were successful in getting the employer to use real parcel volumes from the last 12 months as opposed to the structured / estimated volumes from the original Parcel Model Project restructure in the fall of 2004.

The employer will be moving all the “Flex Part-Time to the end of the Loops. Also being addressed are RPO times, non Loop areas (late RSMC product), the numbering sequence of the tours in each Loop, and off load times. This will affect all the delivery duties on the routes in the Loops, which will also result in the movement and change to the fixed duties at the end of the shift in all the tours.

This will result in a complete bid of all MSC assignments at the Y.D.C. The employer hopes to implement in August 2006. Only time will tell if this agenda is achievable.

In the 2004 and 2005 restructure, operations did not provide an observer for the restructuring process which was a problem in the local’s opinion. The employer has tasked “Monty” with the job for the 2006 restructure. On Monday June 19 the employer will also start “drive alongs” on problem tours. In addition to Brother Burke and Thomas, another resource will be added to the Local team on the project, Brother Glen Fillier. Brother Fillier recently completed the national training on the MSC version of IRMA, and has been a Parcel Support Clerk and Letter Carrier and has been involved in Letter Carrier Restructure for a number of years.
