Somebody is in a lot of trouble in the internal CPC management structure. Their Christmas bonus may be impacted.

As we all know, the YDC Parcel Model implementation in the fall of 2004 was not the best. CPC then did another restructure in the spring of 2005, which did not fix the flaws. The Clerks have also been subjected to numerous bids for positions. The employer has been indicating for the last nine months that the 2006 restructure would fix the YDC tours and also at 1 Yonge and the West PDH.

The employer does not have the resources, skills or staff to fix the YDC and implement the Parcel Model in the other sites scheduled in 2006, including London, Kitchener and Windsor in the Ontario Region. Mind you, the employer does not have the resources, skills or staff to restructure all the Letter Carrier locations prior to March 2007, as per the 2003 Collective Agreement.

There will be no full blown restructure in 2006. CPC has indicated there will still be some restructuring at the YDC in 2006 affecting RPO times, off load times, CPU Times, Part Time PM Rovers, and the Flex Tours and their placement in a Loop. The employer has committed to fix the tours again; time will tell if they honour that commitment this time.

At this point in time, it is too early to tell what the impact will be on the tours, the MSC’s and Clerks. Further consultations are scheduled in May.
