PARCEL MODEL PROJECT

MSC’s RESTRUCTURE PROVIDED TO THE UNION

SCARBOROUGH DEPOT 4 BEING DE-MOTORIZED

The Local has received a Restructure Package from the RMO’s at YDC. Under the Collective agreement, the Union is entitled to review it for fifteen (15) working days. Upon completion of the review, consultations will take place. Consultations are scheduled for February 8, 2005. After consultations the implementation date and bidding process will be determined after CPC responses to the CUPW complaints.

The employer is proposing split shifts with unpaid lunch periods on some tours, some minor and some major. There are a number of problems still to be addressed.

At the same time, CPC has sent notice and will start to restructure NEW tours at the YDC to be implemented June 20, 2005. Scarborough Depot 4 is currently motorized and the Parcels go to the station at 280 Progress to be delivered. CPC has decided to move the Parcel work back to the YDC and take it away from the Letter Carriers. This is part of their overall “Private Vehicle” plan, hoping to get the Letter Carriers to sign up for PV payment. This will result in more bidding in the future for new tours, and increased internal impact.

We expect to receive a new Group staffing proposal in the next few weeks. The restructure changes will impact and alter the loading profile. Some trucks will be loaded earlier, some later.

Once CPC obtains forty (40) weeks of usable data under the Collective Agreement, they expect to conduct another complete major restructure, which again will result in bidding, likely in 2006.

Once more information is available we will provide new information.
