Parcel Model Project

Station Restructures, Scarb D, Scarb F, West Hill, Will B

 

The Locals, Regions and National have been meeting with the employer most of this week trying to resolve on going problems. One of the major problems in the Local is the Plan “C” Restructures in the stations converting MSC’s to MLC’s and the impact on LC walk holders.

The Locals, Regions and National have been quite clear since the fall “NO PLAN “C” RESTRUCTURES”, and we wanted paid observers. The parties broke off talks for six weeks starting in December 2003, until the employer conceded the Union was right, and we got paid observers. The Union continued to raise the issue of the Plan “C” Restructures, the impact on existing Carriers, MSC’s, the bidding impact and restriction of bidding opportunities. The employer has again agreed with the Union to stop all Plan “C” Restructures, with an exception. The Plan “C” Restructures for West Hill, Scarborough F, Scarborough D and Willowdale B will be implemented as the changes have already been entered into the PCSS, which generates 3rd Party mailing options, Plant Sortation Plans, and mail sent to the actual walks. The Union is in absolute and total disagreement with the employer on these station restructures, these restructures should not be implemented. Nonetheless, the employer is proceeding with these implementations.

If you are an MSC in the West Hill, Scarborough F, Scarborough D and Willowdale B, you should read Point One (1) of the attached document carefully, as it applies to you. If you opt to go Letter Carrier you will not be participating in the MSC Parcel Model bid, as out lined in Points Two (2) to Five (5)

If you are an MSC in any other Station or the YDC you should read Points Two (2) to Five (5) of the attached document carefully, as it applies to you.

If you are a LC in West Hill, Scarborough F, Scarborough D and Willowdale B, and your route has been altered, you will not be displaced as clauses 47.16 or 47.17 will apply and you can maintain your assignment, or select an new vacant assignment in the Unit.

Consultations on the actual restructures will take place on February 23, 2004, and the results of those consultations will be posted in the CPC order books shortly thereafter. You should not believe rumours on the floor from your supervisors; they do not know what is going on and are not part of the consultations at the Local, Region and National Levels.
