On May 8, 2002 there were consultations between the Union and the Employer on the changing of the hours of work for some Postal Clerks in some locations. Under Article 13 of the Collective Agreement the employer can change the “hours of work” if they Consult with the Union and then bid the positions that are changed. Positions that do not change are not subject to the bid, but those incumbents may bid on the positions that change if they wish.

The locations that will be effected are: 280 Progress Ave. ([Agincourt, Depot 4, West Hill Section], [Scarborough C and Scarborough D Section]), Scarborough F, Scarborough Depot 11, Malvern, Markham, Unionville, Willowdale Depot 2, Willowdale Depot 3, Willowdale Stn. B, Willowdale Stn. D, and Don Mills. These changes affect only the C&D positions in these locations; there are no changes to Retail Positions/hours.

In most cases the employer is altering the 05:30 start time of the PT P04’s to 06:00 to avoid granting/earning of Night Workers Leave (Article 33.18), but there are other changes also including a few FT changes. Some employee’s hours will be reduced from a guaranteed minimum of 24 hours a week to 20 hours a week. 

The employer will commence an Internal Section bid under Article 13.14(a) starting the week of May 13, 2002. The employer will canvass each employee in each “Section” and record his or her bid. The results will be supplied to the Union and the remaining or resulting positions will be posted on the next regular monthly posting, anticipated for the week of May 21-24, 2002. Implementation will be in early June giving employees time to make personal changes if needed.
