Bar ChartsThe Corporation provided a package of the documents for review by the Union with respect to the Relief Complements based on bar chart data. This included a summary page showing additions/deletions by depot. Overall the area shows a need of additional relief. The Union raised the issue that several changes have taken place , such as the MSC to MLC conversion, and will have an effect on the data. The Corporation indicted that August 31, 2004 was the cut of date for trend sheets, and any changes resulting from the MSC to MLC would be an 075 issue not the bar chart added/ deleted data. If the tombstone data under the one (1) in twelve (12) / one (1) in eighteen (18) needs adjusting that will be done. The Corporation indicated that they would like for the Union to take the data away and review, would then like to discuss the process to address those facilities deleting positions to ensure that communication is in place for those affected employees. Given that the changes are not required until January 01, 05 time is available to both parties to have a transparent change. The Union raised their concern over the timing of the presentation of the data, two (2) days before the deadline in the C/A. The Union further stated that this information has been requested several time prior at similar meetings. The Union requires not only the trend sheets but the monthly reports as well as the notes, this is needed to determine what has been listed in the “other not in calculation” category. In reviewing the reports received noted that “ other absences not in calc “ and ‘total not in calc” did not match. Is there a software issue ? Provided a sample document where it in fact did match so cannot understand why the stn sheets do not. The Union presented a chart showing which facilities had sent to them the bar chart data. The Corporation reviewed the chart and indicated that any missing data will be provided to the Union by Friday Oct 15, 04. The Corporation recognized that reinforcement of certain priorities is required. Will also look into the “other not in calc” concern and respond. The Union also requested the tombstone data from those stns that have undergone the MSC to MLC conversion effective Sept 27, 04. Also do not have the 075’s for these stn’s to see the impact to the relief. The Corporation will contact Delivery Support to provide the documents. The parties agreed to make bar charts part of the monthly agenda. The parties also agreed that a separate meeting will be arranged, following the Unions review Union to contact with proposed dates. Flexible Meal Period The Union raised a concern with respect to employee’s returning to the facility after completing delivery, and who have chosen to utilize the flex meal option, for the purpose of preparing mail/admail for the next day. The Corporation responded that no mail destined as next day’s delivery should be sorted in such an instance, agree that constitutes an early start, however feel that admail is an available product for which carriers manage the work load. Feel that preparation of this product is not work designed as next day and therefore is allowed. The parties entered in much discussion around this topic as a result the Union is seeking a written position of the Corporation. The Corporation indicated that this collective agreement was intended to reduce conflicts over this type of issue, while recognizing the individuals right to job security. Parcel Model Impact on FacilitiesThe Union advised that it had concerns over the parcels that are and would be in the future showing up at the stations and the impact on the structured values of motorized routes. An example provided was Unionville were there is some additional eighty (80) commercial pickups. The Corporation responded to that example indicating that an additional tour has been added in Unionville, however monitoring will be needed. The Union also advised that it is taking longer to complete calls due to the difference in the way Maritime and Canada Post handle work loads. The Corporation is unable to respond at this time to that concern, however have found some verification issues, such as callers who have parcels delivered who should be taking them as a caller. The Union also raised a concern that five (5) tons ( Maritime Ontario) were being used to pick-up calls that light vehicles should be clearing, therefore should be MSC duties. The Corporation advised that that issue is outside of Delivery and should be addressed with the Transportation group and Delivery Support. New Schedule at Scarborough ‘F’The Corporation provided a package with respect to changes to the group 1 and the LCA’s of group 2. The rationalization being to have the employees available at the same time as the mail. In the package the Union was provided the arrival times and products at each time for Scarborough F. The Union asked whether the Health and Safety rep had seen the package, to which the Corporation responded that he had in fact seen it. The discussion between the parties focused on the co-operation of the plants and delivery to better serve the internal customers and external customers. By having the mail at the letter carriers case there is less confusion and congestion at the critical time of the employees day. The Corporation advised that this is a regional strategy that will involve eight (8) stn’s this year. The Union raised several issues such as carriers departing too early for business calls, the affect of the schedule could result in transfers and a “rotating door” issue leading to training concerns. The Corporation advised that this was not a departure issue as such, it may result in that to some extent but is not the main goal. As for transfers do not see that this schedule is a big variation form the current. The Union indicated that the new schedule for group 1 must be put up for bid in the section. The Corporation understands this and will follow the process under art. 13. Extension of hours for P.T. MLC’sThe Union raised the issue of PT MLC’s being called in to work under 17.04 before overtime is used. The language indicates that PT must be on duty, or can be called back to work. In these case’s the employees have not worked and therefore are not being called back. The Corporation will reinforce that part-timers must be on site when canvassing is taking place. Grievance ActivityThe Corporation raised a concern over the increase in the number of grievances being filed that appear to be bypassing a complaint stage, asked what can the parties do to together to reduce these. In reviewing the grievances filed it appears that we have reactions to employee/employer interaction. We understand those contractual concerns were the interpretation is an issue, however these are not a high number of the grievances filed. The Union indicated that a procedure was in place however managements responses were taking to long. Some issues were over 2 months old and still had no response by management.
The parties agreed to revisit the process whereby the Union would present fact sheets at the weekly hearings, management reps will then respond by the following week with the Corporations facts. Retail Issues West Beaver Creek Schedule ChangeThe Union advised that notice was received with respect to a schedule change at the West Beaver Creek Retail Operation. The Union advised that the new schedule was required to be bid on by the employees in the section and the results provided to the Union. No other concerns with proposal. Temp ListThe Union indicated that they have never received a copy of the Retail Temporary Employee list. The Corporation advised that currently there is only one name on the list, which was given to the Union. This employee has been trained and is in fact working. The Union advised that any changes to the list, either additions or deletions, a copy at that time must be sent to the Union. The Corporation indicated that they plan to add at least two more names, copies will be provided to the Union. Meeting adjourned Distribution : ( By Email) All Present Information Books P. Maple ToursThe parties agreed to conduct a tour of the Maple facility on Friday Oct 22,04 at 10:00. The Union indicated that they would like to attend the monthly Health and Safety meetings as guests. The Corporation agreed to include them, however would like the Union to contact D. Baldock in the event they are planning a visit to Maple on other occasions. The Corporation also advised that new real estate is being sought for Maple.
Changes to RoutesThe Union asked if a process could be established for them to be involved in any changes to the routes, currently only being advised after the changes take place. The Corporation responded that the only changes occur following the annual inspections or in areas where new growth is taking place, as you are also aware we cannot discuss the payments on routes with the Union. The Union understands the privacy issue regarding payments however an example is the combining of rtes such as what occurred in Ajax , and in places like Richmond Hill with the growth. Again the Corporation indicated that any changes to rtes that exceed the five (5) percent as outlined in the collective agreement must go to the Transition Committee prior to taking place.
