Parcel Model Update:  Bid Information

Summary

A tour bid will commence on approximately October 4, for all indeterminate Mail Service Couriers (MSCs) within the West Collection and Delivery Post Office (Toronto Local) working light vehicle tours, Monday to Friday (this includes Delivery MSCs).  This does not include those employees working the Shuttle, Weekend and Tractor trailer Unit assignments.

o        There is an opportunity for the promotion of 26 part-time employees to full-time.  We will be canvassing the senior part-time employees to fill these assignments based on seniority.  Eligible employees will receive a letter of offer.  Employees responding “yes” to this letter will be full- time upon the implementation date of the Parcel Project.

o        This bid will be set up as per the normal practice of monthly bidding.  All positions will be new and up for bid as a result of the implementation of the Parcel Model.

o        On implementation of the Parcel Model, remaining MSC assignments at stations will cease to exist.

o        There will be no default conversion to Letter Carrier.  An employee wishing to become a Letter Carrier must use the transfer process.

o        MSCs who elect not to bid will be assigned a position at 1 Yonge Transportation or the West Parcel Delivery Hub.

 

Details

o        Full-time MSCs will normally be scheduled to work between eight and ten hours on Mondays and seven and a half to eight hours Tuesdays to Fridays.  Most will start between 10:00 a.m. and 11:00 a.m. and finish between 6:00 p.m. or 7:00 p.m.  Some positions out of 1 Yonge will start at 9:00 a.m.  The finishing time will be fixed; the start times will change.  Monday start times will generally be up to two hours earlier than Tuesday through Friday start times.  In the event that extra hours are offered during the period Tuesday through Friday, those hours will typically be prior to scheduled shift start times.  This structure will be reviewed six months after the implementation of the Parcel Model.

o        The full-time MSC duties will be primarily responsible for parcels and SLBs or parcels and commercial pick ups, but some tours may contain a mix of parcels, SLBs, RPOs and commercial pick ups, and the proportions may vary.  

o        There will be three kinds of part-time MSCs, known as flex part-time, part-time and weekend part-time.

o        Flex part-time MSCs will be scheduled for a minimum of 20 hours per week and will deliver parcels as part of a parcel loop.  The flex part-time employees will be, as required, to work up to eight hours a day to absorb fluctuations in parcel volumes.  These extra hours are mandatory – not optional.  Flex part-time MSCs can expect to work extra hours on Mondays and high volume periods.  Flex part-time employees will be offered the opportunity in the future (2006 at the earliest) to become acting full-time relief employees for twelve weeks during the summer.  These assignments will cover the additional summer annual leave we expect to be able to offer Parcel hub MSCs.

o        Part-time MSCs who are not Flex part-time will perform other duties, such as SLBs and pick ups, and may, if necessary, deliver parcels.  These traditional part- time MSCs can accept or reject additional hours.   After implementation, this group will be scheduled to work a minimum of 20 hours per week.

o        Weekend part- time will be scheduled to work Saturday and Sunday.  Their minimum scheduled hours will increase to 16 hours on the weekend.

If I am offered a promotion to full-time as a result of this process, does that void any transfers currently in the system?

 No. If you accept a promotion to full-time, you should review the transfers you have on    file and decide if you want to keep them on file or not.  

If I accept a promotion to full-time, can I change my mind later?

No. When you accept a promotion to full-time by signing the form, you will be full-time upon the implementation date of the Parcel Project. Your decision cannot be reversed.  Your right to demote at a later stage, under article 13:09, remains intact. 

 

How many choices do I have to make on the bid form?

For full-time and part-time employees to ensure that they are awarded a position,  they must make at least the same number of choices as their placement number on the seniority list. In other words, if you are tenth on the list, you must make at least ten choices. If you are fiftieth on the list, you must make at least 50 choices, and so on.  These selections MUST be listed in your order of preference so that you will be assigned the best choice that is available, at the time, based on seniority.

 

Part -time employees who are being promoted will be assigned to a position upon the implementation date of the Parcel Project and will bid as per the normal practice of monthly bidding, post implementation.
