Rocky – have you received the minutes?

CUPW – NO, nor did we get notice of this meeting.

CPC – We need the addresses again.  We wish to set up a meeting next week.

CUPW – June 2? (the 2nd is Wednesday? Murlin) Must be after 11:00

CPC – Thanks for the agenda.

CUPW – No, this is in addition.

CPC – Anything thing about the minutes? Murlin will be responsible to send out the minutes. Thursday next week 8:00 am before the committee meeting we will meet.

Copies of the last minutes are handed out

CUPW – Collin can’t make till 9:00

CPC – Then we can push the committee, back.

CUPW – Where is the apology?

CPC – It’s in the minutes.

CUPW – No we want something in the order book, not in the minutes.

Members are being challenged on their overtime. Any response? In the past members they filled in a form.

CPC – The observes were paid for hours worked. – closed.

CUPW – What is being done about the interim at Brampton between now and September?

CPC – There is no restructure till September. We believe at the EDC, the volumes are not great, and believe that will be the same as in Brampton. Further more, this change will not happen until the model goes in.

CUPW – The 5 day sampling we witnessed more volume.

CPC – Currently they are below quota. Next Thursday we can ask this again. The third item.

CUPW – We  will not be rubber stamping things, we will take the right amount of time to review ALL the data. We do not have the volume data yet, when we do , we will meet and discuss this.

CPC – When we receive the data, and believe we will have this later today. We will share this with you.

CUPW – We want the data collected at the depot as well. How can you know how to build routes without the volume data? If you don’t have all the data the division of work can not be done accurately? They are structuring now.

CPC – This is a new process.

CUPW – So you are making these new routes, without all the data, making assumptions.

CPC – We are testing new software, and using data, based on best guesses. Checking out the new software. We are populating the software to see how it works.

CUPW – Well then if this is just a practice exercise, then say so. You should not be telling our members that this is a restructure.

CPC – We will agree to inform the RMO’s to use the right terminology. This is not final product restructure.

CUPW – We have also been informed the loops are not going to change. Are you structuring the routes, yes or no.

CUPW – There are other areas where the RMO’s could be doing, capturing data, whatever. Not creating phantom routes.

CUPW – At YDC the routes that you have looked at, revisit the sequencing.

CPC – Item 3 and 4 are closed.

CUPW – Streets and trips are you using the data from this program.

CPC – We will have to look at actual drive times, past values etc.

CUPW – Remove the speeds, the downtown core will be very different from suburbs.

CPC – We agree.

CUPW – Plan “c” is still on the agenda?

CPC – We are not restructuring anything.  We are taking about vacant MLC routes.

CUPW – So this is a name change? There are 12 part time MSC’s being told to report to LC’s Monday.

CPC – We believed that we had an agreement to do so.

CUPW – So you are restructuring, by moving an MSC to LC, we want the data (075’s) to review this. As in Don Mills we would also gain a relief position.

CPC – Send us these notices, we will review. The conversations with Jeff, happened before.

CUPW – The LC’s and the MSC’s routes are and will be posted soon. The agreement we drafted is not being honored.

CPC – We will look at this situation. Don Mills, do you have an observer for this.

CUPW – Yes

CUPW – Please clarify that you are not combining PT floor with MSC to create full time.

CPC – We do not structure this way.

CPC – We are looking at keeping SLB’s separate from the other pickups.

CUPW – Please understand, that it maybe possible; use their knowledge.

CPC – Number 6. “Group 1 staffing”

CUPW – Your “super clerk”?

CPC – We have not determined this yet.

CUPW – Full time positions could have hours such as 2:00 am to 10:00AM.

CPC – Are your members prepared for this?

CUPW – We believe that Full Time is the preferred, not armies of part time.

CPC – We will look at that.

CUPW – The Preferred positions, have you staffed?

CPC – We are training an MSC to be backup.

CUPW – That is cross functioning and is not allowed.

CPC – The time window, what is the Winnipeg model like?

CUPW – It should be better here, consult with your local engineers, with the locals. The preferred clerk in YDC, it is understood that a driver’s license is required.

CPC – If you are a parcel support clerk, it is a requirement. We conceded, that existing clerks at these locations can maintain their status. New transfers are required to have a license.

CUPW – There is potential for transfers in BMF, where one could be forced to take a position where a license is required. I don’t have one. What happens to me?

CPC – Good point, we will review this.

CUPW – The need for a driver’s license will prevent some people from applying for there clerk positions.

CPC – Then maybe we should look at rotation of duties now.

CUPW – We were told that there would be two starting times. There is now a document that says there will be 5 starting times. This impacts our members, what is the truth? Up until now we have been giving false information.

CPC – When we have the solid data, we will present this. Right now it is still too early to know, and we do agree, of the serious impact this could have. The document you are talking about, does not have start times on it. It can be inferred but this is not necessarily the final outcome. Because we don’t have these answers, are the reasons why further town halls have not been done. We do not want to give false information or, not have answers for our employees.

CUPW – In Winnipeg, we were able to “flat line” the routes. We believe this maybe possible to do here in Toronto.

CPC – Agreed, let’s look at this.

CUPW – Staffing of GLT’s at YDC, is going to be an issue because there is not enough people on the transfer list. Our members, have been told that if you go to YDC, and something changes in the future, they can not go back to SCLPP. They want assurances that this is not the case.

CPC – We will review this.
