CPC - the long-term plan is to
integrate the MSC operation with the parcel process
CUPW - How many mono’s were
received
CPC – approximately 4100 packages a night, this is combined product
CUPW – has there been any consideration of taking Hamilton’s product out of
Kitchener for processing
CPC – we realize that in the past this is work we have been able to do, and are
considering all options at this time
CPC – the presentation on the parcel delivery model portion touched on three key
points 1. The model 2. The work rules and 3. Managing variation
CUPW – pointed out that the summer staff load requires one year of data capture
prior to implementation, so CPC wouldn’t be able to implement this until 2007.
The method of keying will now use unit numbers and store names to show that a
delivery may be more than 1 stop (ex. High-rise building). This software is
currently in development, and may be available on July 31.
CUPW – will the initial relays be going to MSC’s or MLC’s?
CPC – we’re not sure at this time, each facility will be reviewed on it’s own
merits.
CUPW – a process will be required for missorts etc.
CPC – we agree
CUPW – how long will the sampling take, will it be 3 or 4 weeks
CPC – we will have to look into it further. We would like to determine how data
would be captured. A standard has been included in the package and understand
that combining the mono and conveyor rate derived it
CUPW – concerned with how the rate (PPH) was established and have been awaiting
a response nationally as we haven’t been given a rate before.
CPC – we will follow up and share this information with the local
CUPW – we feel that there would be a better benefit to key the products
initially as there are many issues with the bar-coded items
CPC – we’re looking at 3 keying stations for inbound parcels. With one to be
designated to premium products. Additionally we are requesting an additional
unit for training purposes and as a back up
CUPW – how many PO4’s will be doing this work?
CPC – we expect to train 12 to be trained and the work will be done on the
number one shift, with the positions tied to the dock
CUPW – will the positions be new
CPC – we believe we can absorb it now. The project is for one year to collect
data as it relates to keying
CUPW – request CPC to look at creating assignments for this purpose
CPC – we will review and respond. We have an issue getting a 90-day waiver for
creating new sections. We propose that this work be added to the current work
now and assign the residual duties as required. Once we have the information
collected, a local committee is established to review the findings; we will be
able to better determine the outcome.
CUPW – stated that this appears to be a recipe for errors and mistakes
CPC – how do you see us introducing this new assignment?
CUPW – with current unassigned body’s you can create a new assignment or new
section. In a year you dissolve the assignments and create new sections and
positions with new qualifications, this would then facilitate a bid.
CPC – but that still would leave us with the issue of the time limits under 6.05
CUPW – if you can get a waiver, then you can implement for may 1. How long do
you see the training to take?
CPC – approximately 40 to 60 hours, we expect the equipment within 2 weeks.
CUPW – GTA is getting 80 hours of training, so we want the same
CPC – if we establish the assignments, the posting will state that they are for
a temporary 12-month period and will be dissolved at the end of that period. In
the event there isn’t a waiver, we are stating that we go back to original
position. We will go to the JOSH once we’ve determined what the floor plan may
look like, and how many units we’re getting as well as floor space requirements.
CUPW – we have a meeting scheduled Monday that would be a good opportunity to
discuss this then.
CPC – we agree
CUPW – who will install the units?
CPC – unknown at this time, we will review and respond. Chuck and his two
superintendents will be on the team for this initiative for the May 1st
implementation.
