Re : Parcel Delivery Model
1) Postal Clerk Staffing
- Proposal presented for Postal Clerk to support operation of New Parcel Sort Machine presented prior to meeting (attached). The purpose of this meeting is to share information and develop a list of concerns. Then meet further to work on solutions for the concerns.
- Union requested to speak to all Postal Clerks currently about the importance of keying all items, including suite, apartment, or unit numbers. This data capture is very important because it assists in structuring exercise of Mail Service Courier routes. Management presented a sign off sheet for #1 Shift indicating each clerk was provided instructions on this matter. Union is welcomed to discuss this matter with the clerks. Both parties agreed it was an important message.
- Although there are several unknown facts, management attempted to explain how they see the parcel sort machine operate in future.

At this time there is no final decision whether we will be operating on weekends. It is not the preferred choice however it must be considered as it does mirror the Winnipeg Model which operates on weekend. Several discussions about how to avoid weekends delivery by flat lining mail during week. The plan will be decided by the outcome of the MSC structuring. Saturday plan based on MSC’s clearing SLB/RPO’s on Saturday and delivery parcels on Sunday.
** Induct/Originating
It was explained that the proposal is to take all parcels (Xpresxspost, Expedited, Courier, Regular) and run them through parcel sort machine for forward sortation. The shipping labels bar code can be read by YDC parcel sort machine to sort forward. The only concern is with regular parcels from RPO’s without ross. Currently we are keying appropriately 33% of regular parcel receipts for loose load trailers. Unsure but believe we will be sorting to Montreal, Ottawa, YDC, 1 Yonge, West Transportation, BMF, WLPP.
The parties then discussed and listed concerns only.

Management expressed that they believed that because this is part of the new Parcel Delivery Model that union should be invited to work with as a team to develop possible solutions to the concerns.
Parties agreed to meet Friday March 26, 2004, 0800 hours. Would invited front line employees to develop possible solutions.
