Notes

Responsibility

Due Date

Meeting begins

CPC – Review of agenda. Scarborough are your numbers ok? Toronto?

CUPW – We brought up issues with Dan Jeffries. The RPO’s; the 104, was changing the time stamp for that LDU.

(reviewing the data form the sampling work sheet) We need clarification on how and why does the 104 change. Only with RPO’s does the time value not match up.

CPC – We will review this.

CUPW – The manual states that 1 full 10 day sampling rate, how is this going to be gathered.

Drive times as well, for the downtown core.

CPC – We can use both radio call data, as well as from the keying stations. As for the drive times, we will review this as well.

CUPW – PDT training is lacking, 10 minutes is not enough.

CPC – We had our trainers on site, all day?

CUPW – You can’t expect a 10 minute training session to be all that is required, this is clearly not enough.

The drivers of some sampling were going at such a pace that our observers could not keep up, we believe that better instruction to the RMO would have been required. The program pickups and their rates?

CPC – We can review the data together, we will share our files.

CUPW – Plan A’s and C’s. is important.

CPC – We believe that this is not related.

CUPW – MLC conversions, such as station K, staffing does not know what is going on. We also understand that an RMO is going into the station Monday to carry out this conversion.

CPC – Who said this? We will review.

CUPW – We sat down with Dave, and told him there were errors, he had said that he would address this. Are you carrying out plan C’s?

CPC – We had looked at some, but understand that Toronto proper we are not doing anything with out consultation.

We will also, talk with the staffing, please give details to Wai. It appears that the Aug 16 implementation is not going to happen, The RMO’s have not done any route structuring. We don’t know for sure when the new date will be available.

CUPW – So the Monday restructure is still on though?

CPC – Yes, we will still go forward, as this will help both of us to see, how much resources are needed. Also if you have ideas on how to address the staffing strategies.

CUPW – We’ll have to inform our members, until you can tell us a ball park number, how can anybody know what they should do. So what we would like is a proposal on the maximized number of full time positions.

CPC – As for the observers, the system does not allow for the splitting of route building, so one observer should be able to properly perform their function. So we purpose 4 teams, and one observer for each.

CUPW – We have 4 observers, with 3 almost ready, so this exercise will happen at YDC.

CPC – The real estate plan, as we have said in the past, when we have it, you’ll get it.

CUPW – The security of the vehicles. It was placed in the order book, which is what we believe to be a new policy. We have witnessed discrepancies in disciplinary actions.

CPC – We have been sending out talk sheets. The supervisor should and can simply read this during a mini meeting.

CUPW – Because of this “change” we believe that this may change time values.

CPC – We will review this, but the message is don’t leave the keys in the truck, we have one truck stolen every day.

CUPW – Again at 1 Yonge what is being done about the building it self? We have also seen plans of YDC’s parking lot, any details?

CPC – We are just looking at different plans, nothing is set.  We are going to do a test of the YDC machine tomorrow. It is just a “stress” test, to look at both capacity and if the run outs divert properly.

CUPW – We have a notice about a new  “time value”, for SLB’s. This pilot happened 4 years ago?

CPC – This is something National is looking at, there are no values yet.

CUPW – Can you provide us with a sample Tour sheets from Winnipeg.

CPC – Yes.

CUPW – We would also like to be sure that it is known that, it may be possible that in order to maximize full time positions that SLB pickups maybe added from different loops and or different HUBs.

Start Times for Parcel Model MSC Tours

Although current data appears to indicate that the Model requires more than two (2) start times throughout the week, the parties agree to implement the following:

·         One start time per route for Mondays; separate but consistent start time for Tuesdays to Fridays

·         Six months following implementation in a location, the parties will conduct an overall profile review to determine whether adjustments to start times are needed, including the number of start times. The parties’ intention is to keep the number of start times to a minimum.

·         This does not preclude the parties from adjusting individual routes in the interim, as necessary.
