Rocky welcomes the group.

CUPW and Management will meet in Oakville to take part in a practice exercise in looping using three different Looping Models.

 

CUPW asserts that at this moment CPC has made many assumptions, concerning pickups and SLBs. CPC assures them that this data was indeed included.

 

CUPW wishes to define 1) loop boundaries by FSA which could be irrelevant

                                 2) Unclear about the pickup portion re article 39.06

 

CPC’s intention is for 1 flex position per loop. Loops are not necessarily FSA based and do not wish to leave fragments. As such CPC and CUPW are in agreement.

CUPW believes that all program pickups should be known before exercise of looping. CPC reports 2000 points plus must be entered into MAPINFO, and again states that there is a formula for defining FLEX P/T with the intent of at least one per loop.

CUPW – YDC transfer list of Jan 31 2004, please clarify the staffing, are we getting people off the street?

CPC – suggests “BMF” keyers, CUPW – No, violates the collective agreement.

 

CPC PDD (Parcel delivery dock – West-Trans) must be cleared for the construction of the PAXIS sorter. Bulk, final  and USA will be moved  to make space, YDC to get “raw / prime” mail Feb 23.

 

 

CPC - YDC keyers are 80% trained. There are 6 keyers for the midnight shift. This may not be enough to enable sampling. We will look at BMF keying for us.

 

10:20 AM break – 10:45 return

 

CPC – we may not have enough keyers ready.

CUPW – Identify temps that should be trained advance P/T to fill. We will then look at the possibility of these measures to assist.

1)       Canvass YDC staff to fill positions.

2)       Canvass Scarb. Local

3)       Then BMF volunteers plus mileage from BMF.

 

CPC – safety committee will meet next week, for the purpose of reviewing the new placement of the PDD finals. The blue prints of the proposed changes are hanging in the EXPEDITion room.

 

CUPW – No reads are to be re-keyed. They are not. Jackpot fills then is moved to a staging lane where they sit for 24 hours. Then they are re-inducted.

CPC – Not the correct process, will review.

 

CPC – CODs and Customs will be introduced Monday (Feb 9) at 1 Yonge St. YDC money will be collected from the drivers (from COD’s and customs) by a supervisor for a short period and taken to 280 Progress Ave. This work shall be done by a clerk as soon as possible. PDD dock still to be determined. Training on going as well as a collection process.

 

Rocky, Tuesday Feb 10 will meet the MSCs of PDD (West Trans) for a town hall meeting.

CUPW is welcome to participate. Times are as follows, 7:30, 8:30, 1:30 and 2:00.

Wednesday Feb 11, will meet MSCs of YDC for the same type of meeting at 6:00, 7:00, 8:30, 2:00 and 4:00.

 

CUPW – It is advised that no minor or major MSC to MLC be done at this time, would also like real numbers in each location then will advise CPC.

Also Zone Manager of Ajax has advised us of the intent to relocate.

CPC – Will investigate.

 

CUPW – The parcels returning to RSMCs may trigger a contract change, should their route change by more than 5%, has CPC examined this?

CPC – Don’t know. Will investigate.

 

 

 

 

 

 

 

11:35 Carl addresses committee.

Has a slide show showing various data collected and how it translates once broken down. Many factors affect the outcome of these values such as time of day, lighting conditions, traffic patterns etc. The data was also broken down into point of call categories. It was asked whether the data could be shown in minutes per point of call. Carl replied it could, but he had not brought this data at this time. He also revealed that the Pocket PC would be getting updated software to make collection of data faster, and that this will be available in mid March.

 

During a sampling exercise we where told of some arguments arising between the consultants and RMOs and CUPW observers.

 

CPC – We both CPC and CUPW must address the resistance of the sampling exercises and work together for quality of data.

 

CUPW – CPC seems to have a mixed message on security of vehicles, please share the correct procedure ASAP.

 

CPC – We have a draft document and will provide guidance when document approved, however, there is a process which should be followed, and one of the steps is to NEVER leave the keys in the vehicle, when the operator in not in the vehicle. Lance will resolve this.

 

Rocky – As long as drivers are using “Best Practices” parking tickets will be paid.

 

CPC – CUPW we are discussing the sampling prospects of 2 routes in YDC, we hope to begin soon. While sampling is conducted, we must both agree about the practice of “safe drop”. Also both sides must be present at the end of each sampling day for the review of the data captured.

CUPW what are loop boundaries, and define delivery profiles such as volume data, SLBs RPOs and drive times. Remember that these are the pieces needed to create a good restructure.

Rocky – CUPW please make sure your people are trained, find qualified people who adds value to the observer role.

Staffing we will look at, a volume capture form will be created for the pickups. Weekends will have duties, which will

be addressed.

CPC – Our volume data seems good, it will need verification. Is it possible for MSCs to help? Keying stations provide

An excellent source of data. The LS system needs to be addressed, in that if two MSCs cover the same route during a sampling exercise

Then the data must be captured. A transportation manager brought forth the Quebec trails of the on board computer

(Black Box) could this help in capturing data?

 

CUPW – we are suspect on it’s use.

 

CPC – This was not meant as anything but discussion.
