MGT:              We have encountered some resource problems with respect to our ability to implement the Hub restructures this year. Therefore, we made the decision to hold off the restructure until 2007. We can however, do some repair work on some of the current route structure issues.

 

                        As a result, the purpose of this meeting will be to discuss some outstanding issues and the key priorities on what areas need the repair work.

We are committed to working together to resolve the route structure issues as well as any other concerns the Union may have.

 

UNION:          We agree then there is not much point in having a discussion around the hub structure problems. We can discuss the outstanding issues we have, which are as follows;

 

1)     Loop design

2)     RPO drive times

3)     Placement of Flex’s

4)     Ride alongs

 These are the same outstanding issues we brought forward in January. Lets begin with, 

-         MSC’s not able to complete tour on time

-         Off load tests, inside duties to be timed

 MGT:              A meeting was going to be setup with Scarborough Local to resolve the tour time issue.

                        MSC’s will keep doing the segregation.

UNION:          So we understand, it is the Corporations decision to have the MSC’s segregate the mail in their vehicles?

MGT:              Yes, it’s a Regional decision.

UNION:          Do you know what routes have continuous problems. Recycling problems?

MGT:              We have a good idea. If we review the data we can pinpoint which route.

UNION:          Can we have the time committed data regarding the failure rate?

MGT:              We can obtain the information. Our service has been great over the last several months.

UNION:          Is the union being advised that the 9am clearance times are to be removed?

MGT:              We have advised on not removing the 9am clearance time.

                        If we make any changes to that, the union will be advised.

UNION.          In some depots the clearance time was removed and you failed to advise the customers. We were assured the SLB’s would be changed.

MGT:              If there are any oversights on what we agreed to do, we will review and correct. We will provide to the union what the 9am volume data is. We have gains in the SLB times, which may result in additional removal of clearance times.

UNION:          The 9am clearance on a Monday is considerably different than Tues-Fri. Can you provide us with a list of the upcoming stations that are affected from the removal of the clearance times?

MGT:              We can provide.

UNION:          The training will commence when?

MGT:              At the end of April 2006. We will have extra supervisors for the ride alongs. They will go through the training process.

UNION:          How is this going to work with the RMO’s? If the supervisors and observers get trained to do the ride-alongs accordingly, we should not have any problems however, we encountered problems with the communication between the RMO’s and union observers in the past.

MGT:              The main objective of the parties is to apply/advise on best practices or the proper work method. RMO’s will provide training to ensure information is collected properly and consistently.

                        We should determine a date, proposing May 11th or May 12th, to meet and determine a priority list for the ‘patches’ work and how the observers, supervisors will conduct the ride-alongs.

UNION:          Yes, we can meet 11:00am on May 11, 2006 at Gateway.

UNION:          Is there any impact on LC restructures that are planned? Specifically the changes to YDC?

MGT:              No impact and no additional RMO resources.

UNION:          Stations P, G, J are having a Plan A restructure there’s an MOA agreeing to FT positions.

MGT:              There is a 2008 restructure schedule which they are on. But we have no information regarding creating FT positions.

UNION:          We have had discussions in a previous meeting regarding the conversion of PT to FT positions. This is recorded in previous minutes.

MGT:              This should be a subject of discussion in another meeting.

UNION:          Requesting PDSL data for each hub from May 2005 to date.

MGT:              To whom do we send the data?

UNION:          You can send to D. Duckworth’s home address.

UNION:          Now that we have some time before the 2007 hub restructuring exercise, the ‘patch’ work and restructuring bids can be worked out with the Locals.

MGT:              Agreed. We are sure that our resources will be active to resolve the outstanding issues. We are confident we will make further gains.

UNION:          Can you get us the Loop design average?

MGT:              Yes, for your information the average is down at YDC. We will need to review further to obtain the average.
