CONSULTATION BETWEEN CUPW SCARBOROUGH LOCAL AND CPC UNIONVILLE PLAN A RESTRUCTURE

Restructure Implementation date is January 11, 2010.
Delivery support distributed the following documents: 075, 074, 111 Report, Suggested Start Time Grid, Rehabilitation Grid.
Delivery Support provided an overview of the restructure results. Current state for Unionville was 48 full time routes, 2 part time routes and 8 rovers. Future state is 48 full time routes, one part time route and 8 rovers. Original number of part time positions was 10 reduced to nine positions. The restructure produced a savings of 1300 minutes, over assessment was 306 minutes and the LC delivery that was being done by the rovers has been put back to LC routes. There was updates of 28 poc added since the flip. Drive times have increased by 186 minutes. The program has default rates which address stations specifics and traffic patterns. Rover load, upload and dispose times have been properly allotted and now account for an average of approximately 27 minutes. There was an increase of 437 minutes for LC load, unload and dispose time values. There was a decrease of 1106 minutes due to day routing. All street distance that was missing was captured. Geo Route generates discrepancy reports.
Total number of RLC positions is 17. It will increase to 19 in January 2010 due to bar chart data.
There have been no formal objections filed to date, all matters were addressed during restructuring process. Union advised they waive the 15 day review timeframe. Union advised they reserve the right to review status of RSMC POC that should be LC POC.
The routes with relays stops are Walks 12, 13, 14, 47 and 48.
Start Times: The start times suggested were agreed upon as the actual start times that will be implemented. All the 04:30 starts are meal before departure. Start times of routes will be re-assessed as required post restructure.
The Union noted that the rover positions do not have same start time. The LCMRS does not allow for this. Union advised if CPC is applying MSC rules then apply MSC values. Management advised the start times are dictated by the structured time sensitive SLB clearances and customer pick ups. Union referred to 075 which reflect all tours are RSDMIN and they should all be the same start time.
Delivery Support advised the rover tours will be reviewed next week in an effort to balance values between tours. It was agreed that if there were any changes implementation would be following the restructure.
Management proposed a Sick/Other RLC for afternoon shift. Union advised that RLC would have bidding rights on day shift assignments. Management will consult with Labour Relations and advise of final position.
All RLC positions will start at 6 am. They will assume the start time of their assignment however when they are unassigned they are required to report for duty at 6 am.
Bidding Process:
Walk Map and reference material will be ready by Wednesday, December 16, 2009. Bidding will begin on Thursday, December 17, 2009.
For full time employees only those that worked at Unionville prior to the commencement of the volume count are eligible to bid. Any full time employee that reported to Unionville after the commencement of the volume count will be considered unassigned and will be eligible to bid on resultant vacant assignments in the Post Office bid.
For part time employees- Given the reduction of number of positions all part time employees are eligible to bid regardless of their reporting date to Unionville. Rehab Grid:
Currently there are 6 rehab positions and there must be 6 rehab positions designated following the bidding process.
The rehab grid identifies potential rehab positions: Walk 2, 3, 6, 10, 16, 17, DRS and LCA. Employees with permanent partial disabilities can self accommodate on any assignment that their seniority afford them providing the assignment is suitable to their restrictions.
The parties reviewed the list of PPD employees. It was agreed that J. Kelly will assume the DRS position and a full time LCA position will be reserved for B. Gallaway in the event self accommodation is unsuccessful. All other PPD employees will exercise their seniority to bid on a suitable assignment reserving equal number of rehab positions for those PPD employees who cannot self accommodate exercising their seniority rights.
There are 30 routes designated to receive an A 62 case. The cases will be delivered to YDC and will be prepared on site prior to implementation. All route owners, RLC and then remaining employees will receive A 62 case training.
The walks identified to receive an A 62 case are Walks 7, 8, 9, 10, 11, 19, 20, 21, 22, 23, 24, 25, 26, 27, 28, 29, 30, 31, 35, 36, 37, 38, 39, 40, 41, 42, 43, 44, 45 and 46.
Management will follow up with the Learning Institute regarding A 62 training. Management will notify Driver Training to schedule those who require VOP upgrade following the bidding process. Management will notify Joe Maher to schedule MMHE training for those who require it.
Delivery Support advised that rover tours share vehicles with mobile LC and recommend that two additional vehicles be radio despatched in the event that shared vehicles are delayed and radio despatched vehicles are not available for rover to start their tour. Management will follow up.
