RSMC Restructuring |
Report to Delivery Support, Rurual & Suburban Officer |
Both parties to escalate issues in dispute. |
M. Duquette/L. Waine |
Mandate-Validate-drive routes, capture all poc via geo route
application. Keep routes below 8 hrs. No more than one route per
owner. |
Rename all routes. |
Station must ensure all annual inspections are complete. No
discrepancies or disputes. Then validation process begins to ensure
nothing is outstanding. All growth ready for delivery should be on
delivery. |
Union asked about their partcipation in this process. |
Mgt advised union does not partcipate in ongoing process. They are
invited to partcipate. The union will have an observer paid the union.
Anything verified by the Transition Committee is verified by the
local. Timeframe is 3 to 6 months. Union stated only 15 days to
verify. Issue is dollar difference. Union stated advantage to
partcipating in the beginning. There is no bidding process for
restructured routes. Union objects. If the route is adjusted more than
50% route owner retains route and if less than 50% it is Delivery
Support decision to assign route holder to a route. |
Union asked how far in advance growth is taken into consideration. RSO
takes into account as much growth that is going on delivery during
restructure process. |
RSO are re-aligning route to approximately 7 hours. |
Union asked about RPO clearance. The value is accounted for. Union
asked is RSMC routes are built with partial RPO clearance and delivery.
