Application/procedures overtime and equal opportunity
Meeting was convened to discuss and clarify the application and procedures of overtime and equal opportunity for group 1 and 2 employees in the Scarborough Local/East Delivery post office.
The parties reviewed the documents/presentation provided by M. Duquette. Several changes were addressed, specifically to provide and outline applications for group 1 and 2 employees. M. Duquette to adjust and return.
Guidelines procedures for utilization of an equal opportunity list;
Separate/individual columns are to be used for each day/occasion of use, do not reflect multiple days of usage in one column
Reflect A for accept, D for decline or L for on leave in each box. The collective agreement recognizes these codes only. Use L for on leave, regardless of leave under for privacy concerns
An employee who transfers in or promoted into station is to be deemed and recorded as having the same number of opportunities as the employee having the most number of opportunities
Each offer/ use of the equal opportunity list must reflect the number of opportunities of each employee All names are to be recorded on the equal opportunity list, those who transfer in (with date), and those who transfer out (with date) to ensure accuracy.
Two weeks after implementation the lists will be copied, sent to the Zone manager and L. Waine who will share with M. Duquette for review to ensure accuracy and address any issues
In the application of 17:04, coverage of unmanned routes in the morning, all names appearing on the equal opportunity list must reflect an A for accept, a D for decline for those who did not sign the E/O list or an L for those on leave. This does not apply to the emergency overtime list, reflected later in body of meeting
Article 15:16, Group 2, when an RLC is assigned out of station, they are considered as having the same number of opportunities of the employee who they are covering. Consideration of assignments recognizes their individual/own seniority. The above applies only to absences of less than 10 days.
In the application of 17:04 for Group 2 employees article 17:05 stipulates that the number of volunteers dictates the number of portions (splits). The number of volunteers will dictate the number of portions to be canvassed/offered in order of sequence as portions of 3 hour and 30 minutes (half walk), 2 hour and 20 minutes (third walk) and 1 hour and 45 minutes (quarter walk).
In the application of Emergency overtime for Group 2 employees offers will reflect an A for accept only, with the corresponding number beside the A, and a line through the remainder of names in the column for that occasion/date. The next opportunity/occasion canvassed will commence where the list left off, below the last employee accepted. This will be recorded in the next column. This has the effect of “cycling” through the Emergency list.
Start and stop indications are to be reflected in each column for easier reference when all lists are utilized
Implementation targeted for September 21, 2009.
