MINUTES OF MONTHLY CONSULTATION BETWEEN GTA DELIVERY OPERATIONS EAST AREA AND CUPW SCARBOROUGH LOCAL JULY 9, 2009

RMO Business
1. Unionville-Union advised ghosting is fixed. Farms is still an issue. This will impact the routes. National minutes says issue is resolved but it is not. Subsequent to this meeting J. Coe confirmed with depot management and RMO’s at Unionville that matter is resolved. Closed.
2. A 62 Values-Daryl emailed Bo who did not know anything about it. EE have been owed money, Zone 7 and Scar F. Improper value given. Union previously provided list. Union will provide the list to management again. Delivery Support must identify value per route in order to process payment. J. Wineck sent follow up email to Delivery Support. OUTSTANDING/ZONE 7.
3. PT Walk 28 Will B-3.78 hours.
Farms (National Ticket)-See number 1 above.
Willowdale Depot 2 is on track with route updates.

C&D Unfinished Business
1. Depot 11 Keypad-PN meeting took place. Management advised sending for requote and then proceed. OUTSTANDING/ZONE 6.
2. Depot 11 Washrooms-Management advised no issue with water pressure coming in. There is a bigger pipe going to toilets. Pressure is standard pressure. No further action will be taken in this matter.except to post signage reminding employees to complete flush. Closed.
3. Failure to staff true vacancies-Zone 5 and 6 complete. Zone 7 remains outstanding. RLC position held for PPD then subsequently staffed. Union requesting coverage details during that period. This issue is in grievance process and will be addressed through that process. Closed.
Union informed that as of December the H & S reps will get elected and elections in stations will take place every two years.
5. Appendix HH Training-Union advised that clerks/Retail need training as it is not part of their retail training. Supervisors are aware that training is mandatory. HR is finishing up with employees back to 2003. Arrange module for LC and all employees that do not go through LC training school.
Scarborough Depot 11 bar charts up to date. Management to advise depot to complete and vet daily. Closed.
Union will forward powerpoint presentation for Management to review.
8. 280 Parking Plan, Values, RSMC’s, PV’s-Julie and Keray did a timing from furthest route to last row of the parking lot. 2 minutes, 10 seconds. One minute to collect and one minute to drop off vehicle. 2 minutes will be given to the 10 routes effected. Closed.
Issue regarding loading value- Malvern loading value needs to be re-evaluated due to relocation to 280 Progress Ave. Management to undertake pre Article 50’s. OUTSTANDING/ZONE 6.
9. Signing Mini Meeting Attendance Records-Union raised concern for privacy issues. This pertains to H & S talks only and copy of attendance record is maintained with copy of minutes. Union advised that Labour Code 19.6 refers to this as education. Union advised that safety talk documentation should be part of JOSH meetings. Josh members should table key priorities on agenda for JOSH meetings. Closed.
10. Crime Scene Process – Notice to LC & MSC’s (Dep 11 & YDC)- National CPC developing process for application. Management will share with union when completed and disseminated. Closed.
11. Group 1 Staffing-Union advised Minutes require clarification-Local vs Post Office. Lance will clarify.
12. Pickering - Unmanned Docks- Customer Access and mailings Signage posted docks are locked daily at 3:30. Enquiries are directed to Retail Counter. Closed.
13. Ajax – not posting U/M/M minutes. Resolved.
14. Contacts-Management will keep union informed. Closed.
15. New Key process Dep 11-Employees required to return keys/all corporate items to depot prior to proceeding on leave. If employee incurs additional time to do so, 15.08 process is applicable. Closed.
18. Scanning of Relay Tags / Bags / Street Furniture-Management advised introduction of PDT was tech change however this does not constitute tech change. Carry item over. Union states no discussion at National or Local level. J. Coe will follow up with Delivery Support. Conclusion is there is no such initiative known at this time to scan bag tags. Closed.
19. DIA Process-System does not generate compliance reports anymore. Supervisors must deal with scanning issues on an individual basis. Closed.
20. Ajax PT LCA going FT LCA-Altered the time because of flyers coming in. Greg Peirce confirmed EE had only worked scheduled or extended hours. Daryl will follow up. There is a July 08 grievance for one year back. OUTSTANDING/ZONE 7.
21. Sale of Depot 11-In process of searching for a new site. Management will advise of any new progress. Closed.
22. Staffing Letters-Letters were standardized nationally. Do not include seniority and ranking. Julie Parent will escalate to HO. OUTSTANDING.
C&D New Business
1) 24 hour notice for WSIB meetings-Richmond Hill in violation. No notice issued but proceeded with meeting. Management will follow up. Closed.
2) IKEA mailing-Union provided with copy of amended MOA for Ikea. Union requested that EE meetings be held regarding such mailings to communicate strategies for prep and delivery so as not to overweight or overburden. Management agreed. Closed.
3. Other Issues – round table
4. B3’s not getting paid. Learie will provide a list of outstanding B3 payments.
6. Scar Depot 11-RLC Selection too many EE on annual and have to use Sick RLC. Pick is on Tuesday. What is their pick on Wednesday when absence stretches past Monday. D. Gayle will follow up with depot to ensure staffing process is applied. K. Davison to follow up with D. Gayle with more detail to resolve at Depot 11 level. Closed.
7. Union advised transfers submitted on same day. Junior ee offered before senior person. L. Charles to provide more detail for Chit to follow up.
10.PDT training-Supervisor arranges for PDT training. D. Gayle co-ordinating follow up for Depot 11. Closed.
11. Minutes for UMM not being posted in Scar 11. Resolved.
12. Retirement seminars-Union enquired about the scheduling of seminars. Management advised when EE receives notification they are offered a variety of dates and locations including 280 Progress Avenue, SLPP and WLPP. Closed. __________________________________________________
RETAIL Unfinished Business
1. PT on Wickets-Matter has been resolved. Union advised PT box clerks cannot go on wickets so why train them. Closed.
2. Signing for self training as understanding-Retail audits revealed that process required clarification to all employees as an opportunity to a fresh start to procedural compliance. Closed.
3. Relief O/T – minutes do not reflect Union’s Position. The C.A. stipulates that EE covering an absence under 10 days, they assume the number of opportunities, if over 10 days they get placed on the list. Article 15.16. Closed.
RETAIL New Business
Other Issues – round table
1. Additional annual leave to burn. Utilize PPD employees. Sue will advise Delivery Operations is she requires any coverage. Closed.
2. Staffing issues from MIP and Unionville to Markham to do box sort on OT.. LC used June 16, 17, 18 after completion of route. Cross functioning. FT PO4 on OT at Markham. Management will investigate.
3. Markham-No scanner available. Sue attempting to obtain.
4. 280 Progress-Is there still a plan on moving the Caller Clerk into Delivery Function. Yes, Sue and Julie will be meeting. Also, PT on dock.
