MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL RSMC JUNE 10, 2009

GORMLEY OVER ASSESSED RTE
In the prior consultation management responded that the route was not over-assessed, the union states that a survey was conducted, it is over assessed, are sending to the Transition Committee.
MAPLE
The union stated that they are not receiving minutes, J. Coe has sent format to B. Pricop for use and completion. L. Waine has requested Ms. Pricop to ensure they are sent to the union.
National employer representatives have sent a letter to CUPW and CPAA in reference to a MOA signed nationally between CPAA and CUPW relating to LJOSH members in facilities and is awaiting a response.
IDENTIFICATION OF ON-CALL RELIEF & HELPERS
Zone 6 has been received by the union, Zone 5, updated.
The managers will be meeting to discuss usage of relief as of July 1, 2009.
The union is concerned that once all long term absences have been filled that the relief complement will be exhausted. Managers will review and discuss with the union via conference call.
The parties recognize that replacements will have to be advised that as of July 1, 2009 they will no longer be permitted to cover more than one route and vouchers will be required for routes.
RACKS-WBC
C22 racks are to be utilized for usage as stationary only; they are not for use for movement.
R. Saunders to determine if other equipment is available for use.
BI WEEKLY PAY
Some employees have not received pay in the past three to four weeks, they are to receive pay this week though.
MAPLE REPORTING STRUCTURE
Bob Angus remains the Postmaster of Maple and continues to be responsible for day to day operations, including those of RSMC. Stanley Eng is the Local Area Superintendent who is responsible for a number of offices overseeing operations. .
STOUFFVILLE / RICH HILL RPO CLEARNCES
S. Valla has advised discussion with G. Pratt has been offered, however due to unavailability of a mutually suitable date discussion has not occurred. The union is invited to contact S. Valla should they wish to discuss issue. Until such time the status quo will continue.
MODIFIED DUTIES
The union stated that in St. Catherine’s modified work assignments are being offered for sortation of letter mail, why this type of work can not be made available in East Delivery.
Management to review and confirm. However, it is not anticipated that there will be suitable duties available as presently there is a shortage of available work for Urban employees.
MAPLE START TIME
The union stated that RSMCs are being advised that they are required to start by 06:00 hours, if an official start time is being enforced, employees should be working an eight (8) hour day.
Employees are required to conduct their duties in accordance with their Schedule A assignments.
SS4 MAPLE
The union stated that this route has not been staffed in three years, employee in a LMR, should be staffed.
Management stated that staffing action of the route is expected in the near future.
NEW BUSINESS
MAPLE
The union stated that as of July 1, 2009 management is required to cover all absences. They are advised that Maple, Concord, King City, Aurora and Bolton will have shared relief. The union believes that employees will be adversely impacted when sent to cover absences in a different local and not utilized necessarily first within their own local as well as different reporting structures.
Management stated that both the union representatives and management in Maple intend to utilize relief assigned to Maple for coverage of Maple duties. If there are no duties available in Maple these relief can and will be utilized elsewhere to provide work for them.
MALVERN- COVERAGE OF RTE SS8
The union stated that a PO4 was utilized to cover the route holder of SS8 as a result of their injury or illness.
Management has investigated this and did not assign any urban employee to this route. This is not to say that coverage may have been arranged by the RSMC.
RELIEF SELECTION JULY 1, 2009
Management responded that relief will be permitted to select assignments utilizing their seniority, if tied, the lowest ranked number assigned employees with the same seniority.
MAPLE HH
The union stated that employees are being permitted to take HH home to collate, what if they are injured, are they covered, are they considered as working.
Management confirms that this is not the practice and is not authorized.
Next meeting July 9, 2009.
