Management
Management received recommendations from the Threat Risk Assessment at an estimated cost of 200,000 thousand dollars. The security of the mail the people and the mail are paramount. A business case is still on the table. Card access to the facility is under discussion. One of the recommendations that were brought forth was the compliance of the locks on the dock doors. To date we have been observing the practice and it has been good. We will have to keep an eye on the high dock because one of the doors was left open due to heat. The air conditioning has since been turned on.

Are you talking about key pads?
Management
No, keypads are not being considered at this point. The reason is simple, the pass word circulates very quickly and it has been known to be written on the lock pad for public viewing. The card access is in the business case.

Are the employees compliant with the dock doors?
Management
With the exception of the one day when the air conditioning had not been activated, I would say yes, there has been compliance.

Will the union have access to the facility without any issues? YDC doesn’t have a security guard at the front, much like Gateway.
Management
Security has the ability to allow access to different facilities in their system. The Manager would have to approve the locations that the Union would require access to.

Did Corporate Security recommend any thing else?
Management
The report was very detailed. It assessed time in and out by the employees as well as building structural matters. 200, 00o thousand has been put into the business case.

UMO is the security issue. Has the evacuation plan been assessed?
Management
No, I don’t believe so. An emergency response process has begun in Halifax and will make it’s way to us in approximately 4 weeks time. The understanding is that a couple of facilities will be introduced to the process at a time, YDC being one of them.

It’s as simple as placing a diagram on the wall showing where the fire exits and such are located. Even if the business case for 200, 000 thousand is not approved this needs to be put in place. The members need to know who the fire warden/ marshal is. It should be understood who is responsible for checking the lunch rooms and washrooms. It’s as simple as updating the floor plan.

We are not forcing the employees to work beyond the 4 hours.

Provide the details. Employees are given the option to cover other tours.

Right now the volumes are down. You may not be forcing people now. The issue is in the fall when volumes are up. We could start talking about snow removable.
Revised MSC Training Program
Management
The next available dates for Human Rights training is in June.

Has the current training program been re-worked? Appendix DD at 4 hours, is that a separate module? The HH is mandated.
Management
We have seen the draft. There has been no change to the process of picking up keys and PDSL and such. The Health and Safety has been added to the original process. The language of the agreement is the same.

Health and Safety revision to the training is more cosmetic. The process didn’t change. We don’t have to worry about people getting their proper values.

Yes, it’s very cosmetic. The core work for the MSC has not changed. We want to create an awareness, We would advise if there was a change.

The PO4’s are sparse in the Appendix HH training
Management
The PO4’s and the MSC are to be trained, right across the board. Orientation is provided to new employees. They job shadow for 1 week.

Could you provide a list with the names of the MSC trainers and what training they have? We did offer a refresher course, but didn’t get a response.
Management
We can provide a list. There were 15 employees trained in the beginning based on performance and Health and Safety. We will alternates tours to ensure that the employee is provide a full scope of the processes. If it is brought to the attention of the Union that the employees are not receiving proper training and short comings are identified, please bring it to our attention and it’ll be addresses.
Manulife PPD Process
We understand that Manulife is working to update the PPD employees and restrictions. The issue is that the Union is not aware of it. Management could be denying movement based on old documented restrictions.
Management
Manulife uses the Job Search Tool to assess restrictions and to find suitable jobs for employees with restrictions.
CUPW Union
The Union still needs to be aware of the restrictions and possible accommodations. The problem arouse originally in C&D. The system is flawed when it comes to proper placement. Each case has to be looked at individually. A height restriction will vary from one individual to the next.

A list will be provided by the OAC. Review will be completed with the Union’s involvement.
New Business

We understand that the MSC are receiving small bottles of hand sanitizer.
Management
Yes, we received notice from National to provide the hand sanitizer to the MSC.

What about the PO4’s in the facility?
Management
The PO4’s have access to the washrooms during their entire shift. What we can do is look into mounting the larger bottle of sanitizer on the walls throughout the faciltity.
Group 1 Staffing

Is there anything new? What has changed since we last met?
Management
A package (see Attached) is provided for the Union to review. The package is an adjusted proposal of staffing.

This is showing a reduction in PT hours on Saturday. Your Ft staff will end up working by themselves.
Management
It is now a Monday to Friday schedule. There is no FT on Saturdays.
CUPW Union
You can do it because it is convenient while the volumes are low. Come November, what are you going to do when your PT employees go home after 4 hours?
Management
It’s a risk we have to take.

You have to re bid for Ft and PT.
Management
There are available positions on #3shift. When we have to assign how are we going to manage?
CUPW Union
Only the positions that change go up for bid. You had some vacancies and included them in the bid. How long are you going to go without staffing?
Management
We can fill the vacancies on #3 shift and then do the bid.

A reporting letter would have to go out to the employee. Staff the positions on #3 shift.
Management
#2 Shift will have to be assigned to own. The vacancies can be posted by May 25th to June 12, 2009. The effective date will be June 28, 2009.05.21

The people that are currently away, have they bid on the last agreement? Be sure to notify those who were away. Assign to own on #2 Shift.
It is agreed that 4 vacancies will be staffed and included in the selection of assignments; however, results will not be posted until the same is reviewed with the CUPW Scarborough Local.

The Health and Safety is awaiting a response from the Manager of the YDC Facility. We want to know if the entire facility is going to be designated safety shoe area.
