RMO ISSUES
UNIONVILLE
The union expressed concerns in relation to software erasing all data which is repopulating out-dated 038 information.
Management responded that this was discovered last week, national is working on issue currently, and the volume count will be postponed one week. If correction can not occur, then the volume count will not be able to proceed. This issue will encompass any station where counts are being conducted including 452 updates. In the interim palm pilot are being utilized. Believe that correction may have occurred yesterday.
The union will address with T. Parkes, if uncorrected, postpone count.
Management stated that rover tours are being updated, expected to be complete within next few days. On date of implementation the HH program will not be available upon structure. Routes will have to record HH on active mail plan. Rovers are responsible for L/C size PCI, noon committed product.
PICKERING
Management stated that names and dates are required to input corrections for A62 values and beverage allowance. IMI requires names and ID numbers, including dates. It may require alternate action for payment.
Will D2
Input was sent to payroll, referred to IMI, issue remains to be resolved in determining how to process payments.
UNFINISHED BUSINESS
DEPOT 11 CONCERNS
Installation of a keypad has yet to receive approval; costs are of concern, multiple orders. Verification to occur with R. Carroll.
MODIFIED DUTIES REPORT LACKING INFORMATION
Zone 7 has adjusted their report to coincide with the other zones.
The union expressed concerns with accommodation of group 2 employees into Group 1 activities/assignments. The process was for contact with D. Roosevelt, this is not occurring, only discovering when on-site visits occur. Additional details are required, restrictions, changes and hours.
Management stated that some cases involve sensitive issues, a union official may be involved, and the report may not reflect these occurrences. We have improved information cascading, will reissue requirement to management team.
Water pressure continues to be an issue with the women’s washroom, it continues to be addressed. Subsequent to this meeting it is confirmed that the water pressure is at the level required by the City, pipes were changed during construction, pressure is at or better than prior to construction.
UNION REPRESENTIVE-ARTICLE 56
Subsequent to meeting this issue was addressed with HR. If the union is co-chairing the investigation then a copy of the summary is shown and signed off by them. Should the complainant wish to share their report, then this is up to the complainant. However, the union is not provided a copy of the findings.
FAILURE TO STAFF TRUE VACANCIES
The union stated that zone 7 owes 112 hours for utilizing temporary employees in vacancies. Management stated that there was an agreement in an accommodation issue, the union disputes, and inconsistent application of coverage.
Zone 6, vacancy of LCA assignment in West Hill, utilized a temporary employee, L. Socha; owe a total of 364 hours. Union offering resolution of 72 hours, 1.75 hours divided by four employees per occasion. Part time employees during this period could be extended daily, utilize E/O list.
Management will review, continue to seek day book for Agincourt station.
Zone 5, 2 of 3 positions no issue of liability, PT LCA in Unionville may be issue. The union requests copy of day book.
FOUR HOUR H&S MODULE
The union was provided a copy of the training sessions, the union stated that not all employees are captured, and in fact in some instances employees did not attend citing operational requirements. M. Cowell to be contacted in an effort to bolster April classes.
APP DD TRAINING
The union stated that East Delivery attendance was cancelled; the two day train the Trainer course has resulted in little interest. West C&D attended. Management to verify with D. LaGree and will include WBC.
NO SMOKING POLICY
J. Parent to obtain and provide a copy of the policy. The union raised the issue of second hand smoke concerns, Labour Canada can become involved however is felt unnecessary.
SCAR F BAR CHARTS
Concern with non daily completion of bar charts at Scar F continues, G. Tomaszewski only “Vetter”, other union representatives conducting other business, management requesting another alternate to review. The union will provide a name. A course will be arranged by A. Azzopardi after his return May 11, 2009.
WBC OT LISTS
The union stated that they still have an issue, a proposal was sent by the union. L. Waine to review.
SR2 RACKS
The union stated that these are an issue; they are unstable, raised by the national union. Management stated that these are not utilized regularly for duties/work centres. Information will be supplied as to above.
DEPOT 11 VACAION LEAVE SELECTION
This has been completed. Issue of compensatory leave resolved, it is not included in vacation schedule.
OTHER ISSUES
L. Waine to supply changed copies of B3s that had the incorrect ID number reflected.
NEW BUSINESS
The union raised concerns in relation to values in structures, walking distances require revisiting. This involves Malvern and West Hill, Malvern vehicles were in close proximity prior to move to 280 Progress. Management confirmed that our practice is to provide rogress. Management to review with C&D Support. The union contended that this includes PV route holders. During structure exercises this must be accounted in values. D. Thurston to be requested to review.
SIGNING OF MINI MEETING ATTENDANCE RECORDS
Management stated that it is a requirement in H&S regulations and legislative requirements to sign attendance. It is considered as education. The union requested copies to be forwarded.
HAZARDOUS SPILL PROCESS-UNIONVILLE
Management stated that the process and protocol was followed, the local union office was not contacted, if there is a recurrence a call to the local is to occur.
Management stated that LJOSH members were involved, handled very efficiently, this occurred very early in the morning.
CRIME SCENE PROCESS
The union expressed concerns of advising employees in such circumstances, there was an occasion that the employer did not advise a delivering employee. This occurred with an employee from YDC as well. This occurred approximately three weeks ago in the Kennedy/Eglington area. Management to review who had knowledge.
OTHER ISSUES
AJAX VACATION BLOCKS
The union stated that there were insufficient weeks available for carry over of leave, weeks were added, and columns should have been added.
Management to review.
UNIONVILLE
The union stated that it has been raised that MSC is loading/offloading vehicle as the LCA has departed early. Employees believe that this should be considered as a call-back.
Management to review, MSC is permitted in the building.
WBC
The LCA on the PM shift has been altered, management to review.
RICH HILL NOTIFICATION TO EMPLOYEES
When assessments to occur with employees involving Manulife a 24 hour notice will be issued.
ZONE 6
The union expressed concerns that some L/C are starting early and the union representatives are targeted as originating the issue. Management stated that this is incorrect, supervisors are addressing.
The union stated that early starts are occurring at Scar Depot 11, issue has been raised to superintendent, management will address.
SIGNING OF SAIR
A LJOSH member should be signing the SAIR, if unavailable, then a shop steward. An issue where signing a SAIR when another was unavailable was discussed. The above is to occur, process to be followed.
GRIEVANCE STATS PROVUIDED BY UNI0N
The union, M. Duquette provided a summary chart of grievances filed under 2007 c/a to date by station. The parties briefly discussed alternatives to addressing grievances files to address issues and consider a process without first resort to grievance. It was suggested that the top three stations be reviewed, management to obtain grievances files in Unionville that the parties will meet to discuss resolution and a course of action to address their submission.
RETAIL
It has been agreed to a separate meeting to address outstanding issues.
Next meeting will be Wednesday, June 10, 2009.
