CONSULTATION BETWEEN CUPW SCARBOROUGH LOCAL AND CPC APRIL 24, 2009

This consultation was in reference to the revisions made to the 8 rover tours at Unionville.
Prior to discussing the rover tours the union identified there was an issue with the Delivery Support system in that the program was giving back values for R and M receptacles. In addition, business names were missing.
This was identified during the blocking process where the RMO was pulling up data relating to specific walks and the data was not matching the new case strips. The 038’s were put aside for re-entry. The union observer compared the 038’s from three weeks ago to the ones the RMO was generating and the anomalies were identified.
The 038’s from April 8, 2009 are correct and pre-date the 4.04 version upgrade.
Dave Thurston became aware of this issue on April 23, 2009 and advised that Ottawa is aware of the glitch and is working to resolve it.
This glitch however, adversely affects variable values, lowers the percentage of calls, will affect the householder numbers and will have a negative impact on the volume count.
The volume count cannot proceed unless the glitch is fixed and all parties are satisfied we can move forward. At this point, the volume count has been pushed back a week to May 4, 2009 pending the resolution of this issue.
ROVER TOURS
The rover tours have been structured at 5.5 hours with a 1 pm start time.
The over assessment from routes was removed to build in structured delivery on the tours.
Over assessment came from the following routes:
Walk 13 – 33.34 minutes Walk 16 – 36 minutes Walk 18 - 44 minutes Walk 19 – 95.15 minutes Walk 21 – 56.31 minutes Walk 22 – 25 minutes Walk 27 – 73.35 minutes Walk 28 – 36.22 minutes Walk 29 – 73.85 minutes Walk 31 – 43.78 minutes Walk 33 – 62.39 minutes Walk 36 – 22.80 minutes Walk 37 – 80 minutes
The walks identified above day route for the rovers and are responsible for all sortation, processing of redirection, hold and return mail and tie out of points of call for delivery by the rovers. These walks are also responsible for the NOON committed PCI products and delivery of oversize A/O’s and parcels.
The rover tours are responsible for sort and preparation of householders, non committed PCI products, undersize A/O’s and delivery of mail for point of call assigned to rovers.
Dave Thurston will finalize tours and implementation will be May 18, 2009 regardless of volume count status.
J. Coe will review reports to determine hours previously worked by rovers.
