MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL RSMC FEBRUARY 11, 2009

OVER ASSESSED ROUTES
In Gormley the union states that in fact RR1 is assessed, over the past twelve months the route takes eleven and a half hours to complete. Further, the route cannot be split as it is one FSA. The union has provided a summary sheet for the route holder to complete on a daily basis. This is different then management’s earlier reply that the route is assessed @ 6.79 hours, and an ergonomic assistant who performs daily duties @ 3.5 hours. Management to follow up on this assertion.
MAPLE
There is a new manager, Ms. Barb Pricop. L. Waine has communicated with her; she will search for previous minutes and send. L. Waine to follow up to provide these outstanding minutes. The union was requested to forward copies of the two outstanding grievances so as a first level hearing can be arranged.
IDENTIFICATION OF ON-CALL RELIEF & HELPERS
Manager’s still in process of compiling, request to expedite.
RACKS-WBC
It has been determined that a supplier still is not available to provide C-31s. The Corporation continues to seek a supplier.
TRAINING BOOKLETS
The union inquired whether new hires would continue to receive and be paid for the at home training program. The union stated that the booklets and DVD are no longer available, however, continues to be included on SAP.
Management has confirmed that the RSMC Safe Operations Self-Directed training is a continuing program and now forms part of the on-boarding package provided by HPM.
NEW BUSINESS
On a recent Friday a snowstorm occurred and management advised employees of no delivery on this day, some employees sorted their mail, however employees were advised to report and deliver on the Saturday. It is the union’s position that this constitutes overtime and is to be paid accordingly.
Management to follow up.
JULY, 2009 ON CALL RELIEF-MUC
The union requested management to cascade hiring opportunities to existing replacements and helpers so as they may apply for the hiring of on call relief in the MUC effective July, 2009. Some do not have home computers and may not be aware of this employment opportunity.
Management will follow up; currently all staffing opportunities are restricted to on line applications.
CMB SITES
In response to the inquiry of who is responsible for placement of CMB, management stated that this is the function of Delivery Services for new growth areas. The union stated that in some locations they are placed in the middle of streets rather than on corners making clearance a problem during periods of inclement weather. This could reduce instances of slips and falls. Management stated that placement on corners is not always acceptable to city officials/regulations. Management to forward to Delivery Services.
BI WEEKLY PAY
The union expressed their concern of paying RSMC in two week arrears when the bi-weekly pay commences. This will pose a financial burden on employees by only receiving two weeks pay in lieu of the normal month pay. Some may be unable to meet their employment obligations due to financial hardship. Management stated that this is an issue for the national level. It was requested that national representatives be influenced as a large number of RSMC are employed in the GTA. It was indicated that national consultation was scheduled to discuss this issue. Employees will be expected to report and perform their scheduled duties.
