MINUTES OF MONTHLY CONSULTATION

RMO ISSUES
A meeting occurred with T. Parkes in reference to Willowdale Depot 2, a spread sheet being provided indicating what employees have received pay for and what they are entitled to. Upon return and finalization this will be submitted for payment.
A parcel count was conducted in Unionville during the last two weeks of November, 2008. T. Parkes has reviewed and submitted to D. Thurston. We are awaiting results.
The Rover tours have been driven and reassessment has occurred. The information was provided to T. Parkes, who has verified and is satisfied as proper. Awaiting D. Thurston’s review and submission. T. Parkes is working on a proposal involving new geographical areas. This will not occur until Willowdale is completed. The union stated that the 038s are missing, wish to review. D. Thurston is conducting a review and input of information.
D. Thurston previously provided information with respect to the A62 case values. J. Wineck and J. Parent to follow up.
The union advised that they have received a revised schedule concerning Willowdale Depot 2, volume count to be conducted in September, 2009. There is no new schedule to provide at this time.
SENIORITY LIST-CURRENT MONTHLY POSTINGS
J. Best has provided numerous updates. The issue of vacation selection is resolved. The union stated that all names are resolved, however there may be one or two cases where finalization remains outstanding.
PROACTIVE ARTICLE 54 ACCOMMODATRION
Letters provided previously. Closed.
DON MILLS-ELEVATOR
Work completed. Closed.
WBC PARKING
Information and position previously provided. Closed.
DRIVE THROUGH WICKET-280 PROGRESS
Consultation occurred, to be continued in February, 2009.
UNIONVILLE FLOOR PLAN/LJOSH REPORT
Floor plan has been shared with LJOSH members. Racks have not been received as yet. Signage has been ordered. Binnies have been received. Lighting is within specifications, lighting is positioned diagonally. Individual issues will be addressed as they arise. J. Coe provided G. Tomaszewski floor plan.
FLEET CARD HOLDERS FOR DNC
Received and placed. Closed.
DEPOT 11 PARKING
Additional parking space was made available. However, snow removal temporarily blocked access, to be resolved this week.

The next meeting is scheduled for January 28, 2009 with G. Deveau.
MODIFIED DUTIES REPORT LACKING INFORMATION
This issue arose from Markham postal unit and has been addressed. Closed.
WASHROOMS DEPOT 11
Work completed. New issue with water pressure, addressing with City. During work a bench in the female washroom was removed, another to be placed.
UNIONVILLE, FORM 7
The union has submitted 47 grievances concerning non receipt.
Management stated that since this is in the grievance procedure, will allow this recourse to be followed. New contact information was sent and received. Closed.
UNIONVILLE, BAR CHARTS
The union is still preparing a list of names of those tasked with Bar Chart review. A. Azzarpardi and C. Beth providing training which will commence February 6, 2009, there will be two to three sessions.
DON MILLS OVERTIME LIST
P. Wright has updated list reflecting the number of occasions by employee, canvassing has been conducted properly. It was believed that this was previously sent to the union, however, this is inaccurate. The list will be forwarded to the union.
NEW BUSINESS
The union raised a concern with a temporary employee who responded to a phone message of an assignment leaving two messages. This employee’s responding message was not answered by the zone officer. As circumstances resulted the assignment was not required, however, the issue of a return call remains. The union questioned that if management is soliciting employees on a Thursday, what time frame exists for a return call?
Management to review and advise.
UNION REPRESENTTIVE-ARTICLE 56
The union expressed concern where they have been involved in an investigation, however, are not apprised of all facts/issues arising from this investigation, they believe that they have a right to all information. K. Edmunds has advised that due to privacy issues, full disclosure is not always required.
Management stated that they would defer to privacy guidelines.
CPC HIRING PRACTICES
The union stated that the current ratio of temporary employee hires is five males over the age of forty to one female. This information apparently was cascaded to A. Ilic.
Management stated that this can not be addressed in this forum, will defer to whom letter was addressed to.
FAILURE TO CONDUCT MONTHLY BIDS
The union expressed concerns with the failure to post, the group 1 bid was posted in early January, group 2 last week.
Management has responded to this issue that the recent PSAC strike prevented postings/bids. C. Samonite will be sending out the 2009 posting schedule.
FAILURE TO STAFF TRUE VACANCIES
M. Duquette has sent letters to PCR and managers, review and response will occur to his letters.
DIRECTOR LEVEL FORUM ISSUES/PROCESS
In recent months management has indicated on several occasions that issues brought to this level are to have exhausted recourse at the station level, then manager level prior to being addressed in this forum. However, many issues raised at this level have not followed this recourse or protocol. In many instances representatives at these meetings can not respond in this forum carrying over issues from month to month when they may be able to be addressed and resolved in the earlier levels. Accordingly effective this year this is the protocol to be implemented.
The union has issues with this, believing that it is a method of frustrating consultation and discussion. The union believes that there may be issues that are wider in scope necessitating consultation and discussion at this level, they understand management’s position; however there may be global issues that the earlier steps can not address.
Management responded that in most instances this process will and can be effective. If resolution does not occur, then this forum is in place to address.
The union inquired and stated that if resolution does not occur within 24 hours at the station level, or again 24 hours at the manager level, then the issues should be addressed at the director level.
Management stated they would respond in reference to these time frames.
Discussion arose in relation to officers of the union accessing the place of employment. Management stated that there have been many instances of the union entering the non public areas of postal installations where either contact with the appropriate level of management representatives prior to request of access or at the commencement of the visit identifying themselves stating the purpose of their visit and securing permission is not being followed.
In a recent occurrence not only was permission to enter the non public area of the installation not obtained, a union official was placing bulletins on individual Letter Carrier cases without authorization. When he was advised that this was not permissible, he challenged and refused to comply with this instruction. There is a difference in opinion as to what occurred next, however will be addressed separately. However, this will not be permitted to continue.
Union officials shall be granted permission to enter the non public areas of installations; however, distribution of union materials is restricted to lunchrooms and the union bulletin boards.
The union stated that it is their position that article 3 does not restrict or prohibit distribution of union materials at Letter Carrier cases. The union believes it is their right to freely enter installations and communicate with their members without restriction.
OTHER ISSUES
The union raised concerns and inquired as to how management responds and communicates with employees with issues involving security, this includes keypads to access installations and a recent armed robbery of a Letter Carrier.
Management stated that when specific issues arise issues are discussed with employees; this includes mini-meetings, and communications, bulletins/memos.
The union inquired whether Urban employees would be provided contact cards as were provided to RSMCs. Management replied that this was not necessary, the Header boards contain this information.
The union inquired as to the status of the 4 hour H&S module training; in some locations this has not been completed. Management to review.
The union inquired as to the status of “DD” training with new temporary employees. Orientation is to occur by the supervisor, recently a new employee inquired where the washrooms were located, and this questions whether orientation occurred. Management stated that the trainers normally conduct orientation; there may be instances where supervisory staff assumes that employees may have worked in the individual location previously.
Management will confirm when H&S training will commence.
The union raised an issue with a H&S observation booklet; concerns exist with respect to shop steward involvement. The union provided a copy of the booklet involved.
A review of the contents of this document to address and assist in preventing or decreasing Slips, Trips and Falls identifies that this is in relation to coaching opportunities through observation. The intent is to communicate approaches to monitor and ensure employees are working in a safe manner. Any discussion is intended to provide constructive coaching therefore union representation is not required. Only if repeated incidents occur or there is a lack of improvement would any form of discipline be involved. In those instances then it would be appropriate and union representation at the discretion of the employee.
The union (G. Tomaszewski) to provide management of missing LJOSH minutes. The union requested copies of LJOSH reports sent to HRSDC.
The union requested a copy of the no smoking policy, J. Parent to provide.
The union asked if the Employee Satisfaction results were known yet, management stating that they were not available at this time.
The union questioned whether the results of the Postal Transformation were available. Management stated they would review and advise.
The union stated that double stacking of lettertainers with BCS mails is occurring, including at Scarborough Depot 11. J. Parent to review and advise. The union also stated that there were insufficient carts @ Depot 11, employees are using binnies. J. Parent to review.
The union questioned who is provided these minutes, management stating that they are forwarded to M. Duquette, he distributes as wishes.
The union questioned the deletion of approximately 50 parking spaces at Unionville, will they be replaced. Management stated that they are negotiating additional spaces.
The union requested a copy of the minutes be sent to G. Deveau. L. Waine stated he would forward.
RETAIL
The union inquired whether the revised overtime list for Don Mills has been provided to the union yet.
It was subsequently confirmed that the list was not provided the union as yet; L. Waine has received from P. Wright and will be forwarded forthwith.
The union stated that they have received no response in relation to the deletion of a position in Markham.
It has been confirmed that a date to consult has not been requested as yet. Communication will occur once required information is obtained.
