MINUTES OF CONSULTATION

GTA-ZONE  6   , RETAIL  280 PROGRESS

AND

CUPW-SCARBOROUGH LOCAL

JANUARY  8 , 2009

RE :  Part 1    Movement of Positions from Retail to  Delivery at 280 Progress Ave

 

         Part  2    Depot 11 structure of Part Time 112 route to Full Time 112     

 

Part One 

 

Julie Parent went over the proposal to move Position # 81551531 Part time and Position # 83006586 Full Time from the Retail Section  to the Delivery Section .  It was clarified that the proposal was to re : tie the positions to Scar C and D Section at 280 Progress

 

Julie reviewed with Peter Wright and Learie Charles the current status of the Retail Positions and Peter said there were 6 Full Time positions of which one is relief and 3 part time .   Learie asked about the vacancies for full time as his records indicated that there was a 7th position in Retail .

 

As a Take away  Peter Wright was going to go back and determine for sure which positions existed .

 

Discussion then took place surrounding the work load of the current positions .  The proposal was that there was no change to the part time and that the duties for that position would not change .   The changes to the full time position would be that they would continue to operate the drive through caller wicket but any Retail related functions like cash account would be moved to the Retail remaining positions .

 

The Union raised issues surrounding the scanning requirements for UADS in the afternoon ,   E- 14 processing on ROSS , Cash from YDC and SCAR 11 to be looked

 

 

 

 

 

 

after by the remaining clerks.  One example was that if YDC sends money over to the clerks   at 280 Progress it would just be banked and that there should be a process for reviewing those deposits , if the responsibility was to go to a new clerk .  They also raised the issue of the existing RTO and work load within the RETAIL section and where would the extra work be expected to be done .

 

Discussion continued to try and resolve the retail issues and Julie Parent and Scott Hardy left temporarily while this occurred .   It was  then decided that in order to move forward the consultation would have to reconvene on the Retail issues so the takes a ways could occur before the next meeting  which was agreed to be Feb 4th 2009 . 

 

These take a ways are Review of Positions numbers , Rotation of Duties and Cash Account issues .

 

 

Part Two

 

Julie and Scott came back and Learie and Angelo stayed for the 2nd part of the consultation  

          

The 071 and paperwork from the RMO was shared and it was discussed concerning the deletion of one part time position at Depot 11 and creation of a new  Full Time Position effective Jan 12th , 2009 .

 

It was agreed that a promote to full time employee from part time employee would occur under 47 21 within the East Post Office

 

Union raised that employee on Route 109 should be the only one eligible to bid on route 109 and Route 112 as 109 was also affected in the update that was provide by Route Measurement .   The changes included in this package for route 109 were less than 50 % .

 

The resultant vacancy would then go on the monthly posting

 

There was no part time employee being displaced out of route 112 as Angel Levesser had bid into West Hill on the last bid .
