CUPW Union expressed concerns with the West Hill RPO carding. The Union states that Guildwood Plaza @ 364 Old Kingston Road is receiving parcels that should be carded @ 254 Morningside.
The Corporation stated that the PDSL is in the RPO boundary, however agreed to follow up with the RMO.
The Union raised a concern about the security @ YDC Facility. This matter was raised due to an incident that occurred when the Police shut down the area of business due to an act of crime in the vicinity. The Union further requests that the corporation have a policy in place that will provide the drivers with direction should something of the same nature occur again.
The Corporation stated that the members were informed over the radio. It was stated that the Operations team would seek out advice from Corporate Security.
The Union request that Corporate Security attend the next scheduled Union/ Management meeting.
YDC Renovation:
The Corporation stated that a report was submitted to the LJOSH.
The Union discussed concerns about the swipe clock on the dock. It was further stated that LJOSH has complained because they feel that there has been near misses in the area. The Unions position is that the clock should be 30 ft from the entrance of the despatch office.
The Corporation position is that there are safety approved painted lines in the area where it is designated as a NO MMHE drive zone. It will be discussed at with the LJOSH once again. It was also agreed that the area would be monitored by management.
The Union inquired about the Bar Charts.
The Corporation advised that the Bar Charts had been sent to Mike Duquette for his review.
Term Lists
The Union requests that a term lists for PO 4’s and MSC’s from YDC who are working SLP/RPO out of the West or outside of Scarbarough be provided.
Management advises that this is not happening. There are no special assignments being handed out.
Equal Ops List
The Union is of the position that the Equal Ops lists are not updated and posted with the proper number of opportunities. The union stated that the Group 1 and 2 lists need to be maintained. It was further stated that the union is of the belief that if a Shop Stward request the list weekly, it should be provided.
Management responds is that the list are posted and updated as required. The RDO is up to date and the blanket OT does not require a posted list.
Christmas Planning
The Union advised that they would review the provide proposal and get back to Management. It was stated that the areas ae based on sequence numbers. There was a concern that the Union felt as thoughtt he system was not authorized or negotiated with higher ups.
Management advised that the plans were not implemented; it was the intent to discuss today.
It was requested by the Union that a notice be sent out well in advance for review. We have concerns with people that have to use Public Transportation. Management has to consider these factors when altering schedules.
Management agreed that Group 2 start times would be changed once bus routes were confirmed. 7, 8, and 9 would be the start times for the AM drivers…work for reduced schedules. The AM drivers would be offered extended hours. The PM drivers will do the SLB runs and should be back by 4:30. Extended hours would be offered to deliver parcels.
The Union asks if Management intends to reduce the PDSL. We have concerns that Management is trying to get 8 hours work on a reduced schedule.
Management has adjusted the quota accordingly. The workday has been reduced. Commercial pick-ups will be done. It’s the same plan as last year that was in place for Christmas and New Years.
The Union stated that anything over 6 hours is overtime, we want the plans to review. It is discussed that in previous consultation the plan was to move to Midwest. The question was raised as to who would make these maoves? The Union is of the position that nothing was outlined in regards to washroom facilities and other shortcomings. The PO 4’s shuttling the vans to the docks and walking back. The Union asks, what adjustments have been made to the Po 4 work day. The Union suggest that this is an MSC function and feels as though full disclosure was not present. The distance is over 500.
Management explains that offsite parking is rented every year. 400 Midwest is the closest. Every route was adjusted down 30 minutes. The RMO have not indicated any issues with the distance.
Management and the Union could not agree on the practise in place.
Article 54
The Union raised concerns with the rescheduling of meetings. It was mentioned that the union would like for the C& D group to be involved. We have concerns with the rehab positions and the accommodation process. It was asked that National Gerry Deveaux be involved in the agreement process.
Management comments that the latest list provided to the union include all the updated restrictions.
The Union expressed concern stating that some of the matters could have been resolved prior to filing a grievance. Article 8/11 of the Collective Agreement states that all minutes be sent to National Office. Minutes of the Article 54 were not sent to the National Director.
Managements provided the following information:
4 employees were offered accommodation out of YDC to SCLPP. 1 employee came back to full duties, 1 claimed a re occurrence, and 2 remain working at SCLPP.
New Business The Union discussed that the PSAC strike has raised some concerns. It was further stated that a number of objections have been made in documents with arrangements that have been made. The question was asked, how are you offering weekend overtime? We are of the understanding that 3 hours paid has been input into SAP. The drivers were working from 8 until well after noon. The Union suggests paying the employee 8 hour at double time.
Management position is that they called out and explained that the drivers were not going out past 10:30 and they were to go home.
The Union states that the supervisor told the drivers to park and offload. Pictures were taken to document. We want to know what the supervisors told the drivers to do?
Management explains that the PO4’s were told that they would be paid for 3 hours, offload and go home.
The Union expresses concerns about the way some Supervisors are conducting business.
Management requests a statement to follow up with.
Accident Investigations
It was agreed that the Health and Safety Shop Steward needs to be involvement in investigations.
The Union spoke about the Flex Drivers and the tours. They are of the position that it should be offered as equal ops.
Management reviews the manifest and provides scheduled hours, some except.
The Union would like to know when the YDC bids for PO4 ‘s will be held?
Management informed the Union that there was a National decision to put it on hold until January.
The Union wants to be clear that Article 24.01 states that an employee is to be paid for the day when an injury occurs.
The implementation of the restructure: tour 251 has had an FSA added to it. The employee bid on the tour and then the FSA was added. We would ask if you are giving the employee more time on this tour. The Union is requesting Tour updates as they occur. There is obviously a collection of data.
Management expressed that this information comes from RMO.
The Union asks of the Bar Charts/Relief position has been filled.
Management advised that the position has been filled.
