MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL NOVEMBER 12, 2008

RMO ISSUES
The following update was provided;
Scar Depot 11 part time route #112 changes to full time, Danforth area added
November 17 to December 2, 2008, Unionville parcel count
Scar Depot 4, Depot 11, Malvern, Unionville and Will Depot 3 currently waiting installation of AIM for route updates
Scar F MIT code ready to start Plan B, boxes moved as requested
Scar Depot 11 and Will Depot 3 have been removed from the restructure schedule
It is unlikely that this will change in the near future, pacing and updates to continue where required
A62 values in respect to payments will be addressed with RMO for response.
An area near Bayly Rd. in Ajax is being reviewed by Route Measurement.
Training for Urban parcel count in Unionville is 07:00 to 09:00 November 13, 2008.
SENIORITY LIST-CURRENT MONTHLY POSTINGS
Email from J. Best sent November 10, 2008 to M. Duquette with review and changes to seniority dates. Several other names in review process. Vacation selection held pending review.
PROACTIVE ARTICLE 54 ACCOMMODATRION
Draft letters to be reviewed by managers. Samples provided to union, letter 1, 48 hour, FAF requirement, letter 2, once medical received, action, letter 3, if FAF not received.
The union stated that on the surface, appears reasonable. Union will respond after review.
DON MILLS-ELEVATOR
Work continues, cylinder received, expectation of completion prior to Christmas.
WBC PARKING
Five spaces rented, signs posted, continue not to be used frequently. Corporation will not be obtaining additional spaces at this time. Parking in the Retail area is permissible prior to 08:00 hours. Parking is permitted on street, no more can be done at this time, continue to work with G. Pratt.
STAFFING OF TEMPS
Management stated that contact is attempted to employees home and cell numbers provided by employees on Wednesdays. Two calls are made with messages left where able. If response received by 08:00 hours on the Thursday consideration will occur. This process has been in place for the past two to three years.
DEPOT 11 CEILING/ROOF
Repairs completed.
H&S CONTACTING EMPLOYEES IF FACILITY SHUT DOWN/POLICE LOCK-DOWN
LJOSH to be requested to add to their agenda.
DRVIE THROUGH WICKET-280 PROGRESS
Proposal to be sent to G. Deveau and M. Duquette for review.
UNIONVILLE FLOOR PLAN/LJOSH REPORT
Floor plan has been shared with LJOSH members, three issues, space, lighting and emergency evacuation plan. Equipment has been ordered. Floor plan changes not to occur until January, 2009. Racks have not been received, no supplier identified as yet.

DELAYED REPORTING WITH MONTHLY POSTING-ARTICLE 13:18
A new spread sheet was introduced for internal use; there is no change to application of article 13 in East Delivery.
DEPOT 11 PARKING
Plan provided to union, CPC owns additional area, will be provided for employee use. The union requested that this be closed to use other than for CPC employees, which will occur.
DEPOT 11 CONCERNS
J. Parent to order key pad for entrance door by the subway. Performance Centre number corrected, remove from minutes.
Superintendent has addressed identification of work assignments/responsibilities by shift for LCA’s.
BEST PRACTICES-17:04
J. Coe to distribute for posting in all locations. NON DELIVERABLE UAD’S AND LETTER MAIL
Disposal bin or monotainer to be used, L/C to present to supervisor, enter and initial overages.
REGIONAL 54 MEETINGS
The union stated that all vacancies are to be staffed under article 13. Management stated that this is occurring; one reason for the cancellation of the meeting was to staff positions under article 13. The rehab positions in Scar Depot 11 and Will Depot B will not be posted under article 13. The union stated that according to M. Duquette’s letter the DRS position was to be staffed under article 13.
NEW BUSINESS
The union stated that several issues have arisen @ 280 Progress. Management acknowledged and has placed a supervisor on duty from 02:00 to 10:00 hours. Complaints have been received in relation to employees being spoken to in a demeaning manner. J. Parent has addressed.
MODIFIED DUTIES REPORT LACKING INFORMATION
The union stated that the sheets provided to the union do not reflect the duties being performed, for example, an employee performing DRS reflected as performing XX duties, request duties performing are identified. A grievance has been filed in zone 6. Managers to cascade to supervisors to ensure accuracy are reflected as to duties performed/assigned.
WASHROOMS DEPOT 11
The union stated that the washroom has been redone; however, toilets are an issue. J. Parent has addressed with P. Dempsey in Real Estate.
UNIONVILLE GD
The union stated that supervisory staff was performing. Management stated that this is not so, duties performed by CUPW staff on a rotating basis.
UNIONVILLE, FORM 7
The union stated that they are not receiving form 7’s from Unionville, WSIB can not action claim until received.
Management stated that there is a new report that J. Hill has cascaded and is required to respond to, matter has been addressed in Town Hall meeting. New staff and contact information will be prepared and furnished to the union.
UNIONVILLE, BAR CHARTS
The union stated that they are not being prepared properly, supervisor inputs, does not vet with union representative present. There is a requirement that the supervisor and union representative both sit in front of the computer when entering the information. Management stated that this is a surprise; Unionville was identified as “good” in the last meeting. Management inquired as to the identification of the union representative responsible for bar charts in Unionville. A. Azzopardi has developed a new training package for data entry. The person identified by the union to vet the bar charts is presently working # 1 shift. Management requested a list of names for all locations for those tasked with bar chart review.
RETAIL SURVEY
The results of the retail survey were provided to the union.
DON MILLS OVERTIME LIST
P. Wright is updating to reflect the number of occasions by employee, canvassing has been conducted properly. Will complete and forward to the union for review.
POLICY-WORKING ALONE
The union inquired as to an employee’s responsibility when working alone and requires a washroom break. Management stated that when this occurs the door is to be locked with a sign advising will return momentarily.
The union inquired about security of doors being unlocked in other areas of the building, examples, Stouffville and Don Mills. Management stated that rear doors are to be closed and locked.
Next meeting is December 10, 2008.
