RMO ISSUES

 

D. Thurston provided a package to the union last month. T. Parkes on vacation, union to review and respond.    

 

HRSDC-COMMITTEES

 

This issue to be removed from the minutes, grievance submitted. Zone 5 had submitted to the union the email addresses of superintendents and scheduled meeting dates. Zone 6 minutes received from 280 Progress, Depot 11 sporadically. Zone 7 will provide email addresses and scheduled meeting dates. Copies of all minutes have been provided to date.

 

The union stated that several meetings have had only one CUPW representative, two are required. The union receives some minutes in hard copy, some via soft copy. Rich Hill have complied, Ajax, Pickering and WBC are sporadic. Management responded that Ajax is consistent; B. Grieg in attendance, Pickering missed a couple only.

 

SENIORITY LIST-CURRENT MONTHLY POSTINGS

 

M. Duquette stated that he has not received any information from J. Best, names of concerned provided in December, in Will D3 there is one name with a discrepancy, APOC date still included. L. Waine to forward and discuss with J. Best.   

 

PROACTIVE ARTICLE 54 ACCOMMODATRION

 

A. Ackerman has provided a revised generic letter, to be sent to the union and L. Waine.   

 

UNIONVILLE RLC

 

This issue has been grieved. Management had provided a list of current trained RLC. Management’s position has been consistent.        Closed.

 

DON MILLS-ELEVATOR

 

Work continues, expected to be completed early November. Ongoing repairs continue with the “chiller”, repairs are constant. In the spring, in time for air-conditioning season a roof top mounting will occur. The union expressed their view that they could not understand why a new system could not be obtained, if any movement occurs, move to another facility. Management stated that refreshments continue to be available when necessary. 

 

WBC PARKING

 

Management stated that additional parking has still not been obtained, parking continues to be available on the street, and the ten spaces obtained previously are not fully utilized. The union disagreed, the spaces are not available, and they are being utilized. Once snow begins to fall there will not be availability of parking on the street. This issue has remained outstanding far too long. In respect to the re-lined handicap parking, if not to specifications the union will contact the city.  

 

PRINTERS/SCANNERS

 

West Hill has received their scanners, and three quarters of their printers. The expectation was receipt when DIA received. Once receive DIA, new scanners will be provided. The DIA has been postponed until January, 2009.

 

STAFFING OF TEMPS

 

Management stated that staffing movements are required to be known by Tuesdays, the Staffing officer canvasses on Wednesdays, if call back not received during this day required to continue down the list to obtain volunteers. On the Thursday C. Samonite must be advised to complete all required transactions into SAP.

 

The union stated that if an employee does not respond until the Thursday, in fact a bypass has occurred, if only one call has been made, this is not sufficient; an employee who responds prior to the commencement of the assignment should be permitted to obtain and perform the assignment. A grievance has been submitted, this may occur infrequently, however the rule has not been promulgated to employees in full, it may be if they were aware a return call may occur to obtain assignment.

 

Management state that this has been the past practice, however, will review and respond.   

 

DEPOT 11 CEILING/ROOF

 

Management stated that repairs continue to the roof. The union stated that these repairs are causing a vibration noise distracting to employees working. Attempts to have the work started after employees have left the facility have been rejected citing that work would have to continue or an extended period. Management to follow-up and advise.

 

H&S CONTACTING EMPLOYEES IF FACILITY SHUT DOWN/POLICE LOCK-DOWN

 

The union stated that a recent police lock-down resulted in police comments of amazement that access to 280 Progress appeared unrestricted. Security is an issue. The world is changing, a process needs to be enacted, this issue is being addressed nationally, and a review of all facilities is required/necessary.

 

Management stated that this issue should be addressed with H&S for a response. Presently there is not a plan in place if this occurs.

 

DRVIE THROUGH WICKET-280 PROGRESS

 

Management stated that a letter of proposal is to be sent this week to G. Deveau and the local.

 

NOTICE OF INTERVIEW-ERGO ASSESSMENT

 

Management stated last month that a notice of interview would be issued when an ergo assessment occurs. The union suggested that this be communicated, including the OAC for East. The union requested that this be included in the minutes, and is so reflected, so as employees are aware that they have the right to refuse should a notice not be issued and one is desired by an employee.  

 

UNIONVILLE FLOOR PLAN/LJOSH REPORT

 

Management stated that a floor plan is to be shared with the LJOSH committee next week, then employees. New equipment is being sought. The expectation for additional equipment is before December or will wait until after the Christmas period. The union stated that the LJOSH needs to be involved first, management stating that this would occur. The union is concerned with the congestion at Unionville. Management stated that new binnies have been ordered, some equipment is unavailable, the old racks to be removed.

 

FLEET CARD HOLDERS FOR DNC

 

Management stated that they are in the process of receiving, will be placed in vehicles. The union requested that this be checked to ensure all received.

This has been cancelled.

 

NEW BUSINESS

 

IOD REPORTS

 

M. Duquette had provided a detailed report of injuries from the prior year, March 2007 to September, 2008, outlining late receipt of reports, more than ten days from the reporting date, not the injury. This report detailed non signage, union not present or involved, or missing accompanying reports/documents. The failure rate has increased to fifty percent, reporting getting worse, not better. Contact with the HRSDC has stated that this issue should be addressed in LJOSH committees. The union stated that in most instances the problems are arising in the stations.

 

Management stated that this is timely; recently J. Hill has been tasked by the GM with a log-report and explanations required if longer than three days. This issue is a focal point with the GM.

 

The union stated that reporting time frames may be improved, however a trade-off can not be accepted, a SAIR and a form 7 are required in a timely manner. In some instances the IA log may be completed however, incorrectly. There are instances where the reports are sent back three to four times for accurate/full completion.

 

Management stated that compliance has not occurred as required, this has been addressed in a Town Hall meeting with the director, is being addressed presently by the mangers. The union stated that if this is not addressed, future injuries cannot be addressed and rectified, future injuries will occur.

 

M. Duquette addressed particular facilities the number of employees by facility changes the numbers, in particular, WBC, previously there were 51 injuries, now seven, and this is unexplainable and certainly questioned. Management stated that infrequently employees can not be contacted for completion of forms, however this can not account for the large percentage of numbers, a shop steward will not sign if the information is obtained solely via the telephone.

 

Management stated that additional training is to occur with management staff, commencing November 24, training will commence, a renewed focus has been instructed from the GM and allowance to improve sought. The union consented to this, however, if sufficient improvement has not occurred, grievances will be filed. It was agreed to go forward management would focus on future reporting, not review of prior failures, with the exception of WBC, the outstanding information is required given the believed lack of accurate reporting. An invitation to LJOSH members will be extended when training conducted.

 

Confirmation occurred that D. Davies is the contact for the HRSDC, discussion on education required with employees that claims cannot be adjudicated until the election form is completed by the employee, the union receives two to three calls per month inquiring about the form, management staff to address with employees, the union to address in a bulletin as well.    

 

DELAYED REPORTING WITH MONTHLY POSTING-ARTICLE 13:18

 

The union stated that this needs to be addressed; there is too high a frequency of delayed reporting due to not posting bid posters. Management has addressed with APOC to increase requirement and issues involved with non posting. Management needs to improve, utilize glass cases; this has been addressed with management staff in Town Hall meetings. Discipline will be imposed if improvement not realized.

 

WEST HILL GD WORK

 

The union stated that an issue is occurring whereby GD work is being offered by an extension of hours to LCA’s, they are not required to sign the article 17:04 sheet, if work is required to be performed, then follow the 17:04 procedures. This is occurring daily, GD mail is being delivered by the LCA.

 

Management to review, there was an issue recently with a customer, however cannot explain at present. The union stated that either the walk holder should be offered the work or put up for 17:04 coverage.

 

DEPOT 11 PARKING

 

The union inquired why staff are not permitted to utilize the additional 20 to 25 spaces available restricted by curbing presently. J. Hill committed to review.

 

CONTROL/PERFORMANCE CENTRE NUMBER IDENTIFICATION

 

The union stated that @ Depot 11 the number is prefixed with a 416 when it is a 905 prefix. This will be reviewed and corrected.

 

DEPOT 11 CONCERNS

 

The union requested a key pad be installed at the entrance door by the subway; it is being utilized by non authorized persons as a short cut. J. Hill committed to authorizing a key pad be installed.

 

The union stated that the volume count of random POC is not being conducted properly, counts are missing daily, employees without verification are providing the volume counts, and this will impact of integrity of information. Management to address.

 

The union requested that identification of work assignments/responsibilities by shift for LCA occurs, issues are arising.  Management to address.

 

RMO-075 VALUES

 

The union stated that HH values @ Scar F have decreased by 50 minutes. Will wheeling of routes where values increased result in back pay? There are now 15 walks over 480 minutes, no updates to the 452 have been completed. In one instance a step van was replaced with a window van, D. Thurston had committed to replacing. The union stated that this may impact the time values, verification is required. The union suggested that union representatives should be involved in the wheeling and can comment and increase accuracy on Consumers Choice locations.

 

Management to address when D. Thurston returns.

 

BEST PRACTICES-17:04

 

The union stated that this is posted in select locations; management stated they would post in all locations.

 

NON DELIVERABLE UAD’S AND LETTER MAIL

 

The union stated that instructions of placement of undeliverable UADs and letter mail into slots at Scar F are occurring. J. Wineck, the lead on project to review.

 

DEPOT SAFE

 

The union stated their disappointment in the response to Depot Safe letter to J. Hill responded to by L. Waine. The response provided remains, providing of attendance in mini meetings would not be provided to the union. However, it was agreed by H&S that a better job of communicating could have occurred.

 

MINI MEETING-DEPOT 11

 

E. Sigouin was concerned that she is not present when mini meetings occur on Thursdays as she is in grievance hearings @ 280 Progress, major issues cannot not be addressed with employees if issues/concerns arise. Management stated that this normally occurs on Thursdays in view of volumes/workloads.

 

RETAIL SURVEY

 

The union requested a copy of the results of the recent retail survey conducted in Stouffville, MIP and Markham. Management will inquire if results obtained and forward if possible.

 

RETAIL OT LIST DON MILLS

 

The union stated that they were in receipt of the OT list and no numbers were indicated for opportunities. Names are missing, or added, discrepancies appear to exist. Management to review and address.

 

RETAIL MERGING WITH SALES

 

Management inquired whether the union has been apprised that Retail will be included in the Sales organization, there will be three directors, transition is scheduled by December, and Keri Gilles is the Director for Toronto/Huron. There will be no impact on CUPW staff, changes to occur in SAP, will keep the union posted.

 

REGIONAL 54 MEETINGS

 

Regional representatives will be involved from this point forward, G. Deveau to attend, scheduled for November 12, 2008.
