Consultation Minutes Between Canada Post Corporation And The Canadian Union of Postal Workers
Date of Meeting – October 15, 2008

YDC Unfinished Business
1) West Hill RPO Carding Issue
Management: Verified with RMO and confirmed that the RPO boundaries in PDSL was the most updated one and we should go by what PDSL indicates as for call-for locations.
2) Concern on facility security
Union: In light of the recent shooting incident at Lawrence & Midland, there is lack of lock down procedures at YDC facility and other station facilities. Should establish lock down procedures and improve facility security.
Management: Will raise the issue to Corporate Security.
3) YDC Renovation Update
Union: Has the asbestos report been received by BLJC from the landlord? Management: BLJC hasn’t received the report. We will follow up with BLJC to obtain a copy of the report.
4) Barchart Review
Union: Confirmed that the latest barchart result has been received. Based on brief preliminary review the expected barchart relief reduction is likely to be 2 less than calculation. Will complete a more detailed review and meet again for final result.
Union: Requested that term list identifying backfill assignments to be sent to Union Local on a monthly basis.
Management: Will comply.
5) Christmas Plan Update
Management: 1 Yonge and WPDH MSC restructure has been postponed to February 2009. As a result we are not able to use 1 Yonge as an off-site location to operate second wave loading and delivery. Management proposed canvassing regular tour holders for delivery-only tours during Christmas. The idea was that we will take out the PM clearance duties and use the available time as delivery time to assign more deliveries to the regular tours. In this way the regular drivers can deliver more parcels in their regular delivery area which will maintain higher delivery rate. At the same time large portion of the excess volume will be absorbed by regular tours in the loop which will help the tours to stay in their regular delivery area instead of being throwing out of their normal delivery range due to volume density. The PM clearance portion we will re-organize and make PM clearance only tours and assign temp drivers to those tours. This means the temp drivers will have a chance to do the same tour everyday which will help them to familiarize with the duties and the area. The benefit of this plan is to reduce effort and loading time on second wave, relieve the pressure on the docks in the morning, and reduce the number of rental window vans for second wave deliveries.
Union: Union is concerned that a lot of the regular MSC’s will sign up for delivery only tours which will reversely throw the delivery range of tours out of regular range. It will also potentially create too many PM clearance tours and increase cost. Union also raised the concern of how to canvass: by seniority or by loop by seniority? Union would like to see some analysis on the impact before committing to an agreement. Union has committed to review management’s proposal and provide a counter proposal.
New Business
Injury Report Errors
Union: Mike Duquette has sent out an analysis to all East C&D directors and managers regarding the high number of errors in the injury reports received by Union Local. This includes the time taken to complete the injury reports and the completeness of the injury reports. Some reports received by Union are missing signature or even Form 7. Sometimes Union receives multiple copies of the same injury. Union asked Management to review the stats and improve the compliance rate as soon as possible.
Management: We realize the quality and timeliness of our injury reports are lacking. We will review the statistics with superintendents and supervisors and monitor our internal process to ensure on-time submission of the IA logs (injury reports). Management suggested that we review the result a month from now to ensure progress has been made.
Mark’s Work Warehouse On-site Display
Management: As part of winter preparation, we have arranged Mark’s Work Warehouse mobile trucks to come on site to display their latest selection of safety footwear and anti-slip footwear. There will be discount for employee purchases. Communications and posters will be ready for distribution by next week.
Union: Will always support such initiative to improve workplace safety.
The next monthly consultation will be at 9 am on November 19, 2008 at 280 Progress.
