RE: Christmas Planning
Phoebe opened up the discussion by saying that 1 Yonge will be merged with WPDH on October 27th 2008. We plan to use 1 Yonge as off-site location for extra tour processing, loading and delivery.
Temp MSC Requirement and Assignment
Union: Would like clarification about the problem with MSC TEMPS last year; further discussion about the second wave.
Union: YDC should offer overtime to Full Time and Part Time before calling in TERMS.
Management: That’s always our past practice. Overtime were canvassed daily with sign-up sheets available one day or two days in advance so that we can add delivery minutes in PDSL based on sign-up tours. The temps were called in to cover extra tours after PDSL load-levelld based on additional delivery minutes added in. It was difficult to give a weekly assignment to the call-in temps since the volume fluctuate among loops based on days and also based on MSC sign-up status. So the call-in temps will cover different routes on a daily basis, which means these call-in terms are not covering an assignment.
Union: Do you offer RDO OT to temp employees?
Management: We only offer RDO to Full Time and part-time employees for weekend deliveries.
Union: On a day when YDC needed 60 MSC and there were 70 or 80 MSC who signed up, if additional MSC will be needed for that day YDC should call the other MSC on the list who signed up who were not included in the original requirement.
Management: Agreed. That’s our past practices as well. Temps called in on weekends after we exhaust regular drivers were advised that they were called in as a regular work day, not on overtime. Should they select to accept the work on the weekend, they will be asked to pick (or assigned if they didn’t pick) a day off that week. We will not offer temps 6th day of work in a week unless we exhaust all the available temps who have worked 5 days for that week.
Union: Will advise the temps not to accept weekend work if they usually get calls 5 days a week Monday to Friday.
All agreed that for weekend operations, offer the number of indeterminate MSC’s by equal opportunity up to the number required. If there is an absence then YDC will call the next person who signed up and if exhausted then YDC will go to the TEMPS, at regular rate. If indeterminate MSC’s don’t sign-up, no by-pass.
Union: If all indeterminate MSC’s have been exhausted; YDC can go to another station, letter carrier station, for tour coverage. You can also offer P04, after exhausting all the indeterminate and TERMS MSC’s.
Management: Agreed.
Management: Once we finished Christmas operations, letters will be sent out to the ones that were hired for the Christmas operations.
Union: Is there equal opportunity list for TEMPS?
Management: Christmas TEMPS are called by random number. They are called in order of ranks or random number. They will be utilized by rank or random number and by seniority, if applicable, each and everyday of operations. No equal opportunities for temps. They are called by seniority on a daily basis.
All agreed to the above statement.
Other Operational Plan
Management: This year we will have more manual IDB’s since we might not get as many loaner PDT’s as last year.
Union: TEMPS that are going out, please ensure they know how to use IDB’s.
Union: In regards to driving to 600 Commissioner (where the rental vehicles will be parked for deliveries out of 1 Yonge location), tours need to be adjusted to reflect the driving time.
Union: Who will give out keys to the drivers at 600 Commissioner?
Management: We are working out with an employee at 600 Commissioner for picking up keys.
Union: What about keying of parcels that are delivered out of 1 Yonge location?
Management: This will be done at 1 Yonge.
Union: Keying of parcels will be handled by Toronto local; delivery will be handled by YDC. If there is an incident for CUPW at 1 Yonge, an arrangement should be arranged in regards to union representation of interview.
Management: Agreed.
Management: If there are step vans available from LC station, YDC would want to negotiate with the LC station to trade our rental window vans with their step vans.
Union: Remember that employees from LC station also have restrictions. Before taking step vans, verify first.
Management: Lance Waine will mention this John Hill.
Management: 400 Midwest has been secured from the 20th of October 2008 till the end of January 2009 for 32 parking spaces.
Union: Will snow be removed as quickly as possible?
Management: BLJC will be spoken to about snow removal.
Union: Christmas Day, December 25th, falls on a Thursday this year and New Year’s Day, January 1st, also falls on a Thursday; pre-plan for these days in order to maximize the TEMPS.
Management: We will plan and put up notice in November; who’s getting lieu day, number of MSC’s, then call TEMPS.
