CUPW Attendees:  Mike Duquette, Glen Fillier,  Leary Charles, Garth Symes

 

Management Attendees:  Mike Shearon, Phoebe Liu, Simonchita Samonte, William Johnson, Greg Dutkiewicz,  Sandra Dyment, JoJo Torralba, Lance Waine.

 

 

RE:  2008 YDC MSC Restructure

 

Phoebe addressed the team by saying that the 15 day notice given to the union for review was done yesterday and is asking if there are any issues that need to be resolved before the bidding process starts.

 

Restructure Package Review

 

Union: There are some issues that need to be discussed mainly due to P/T tours which can be combined and F/T tours created.  Attached are the tours in question and as union explained since 2 different trucks are dispatched in the same are during the day (one for deliveries and one for p/u and SLB clearances) why not combine them.

 

Management:  The tours will be reviewed with RMOs and will get back to union with the response. Sanadra and JoJo explained that the P/T tours were created partially to meet the Priority World wide p/u cut off time. The goal is to have the drivers back by 19:00 at YDC.

 

Further reviewing of Union suggestion by RMO and Union observers determined that 4 of the 6 PT tours in question can be combined into two full-time tours. Tour packages have been updated to reflect the change as of Sept 24, 2008.

 

Union:  PDM has an issue where 2 P/T flex drivers are assigned to 1 of the loops (EK, L)

 

Management:  PDM reports are built manually. Its a typo, will be corrected and updated PDM file will be forwarded to Union.

 

Union:  Garth submitted a list of issues (sheet attached) in regards to correction that need to be made to several tours.  Most of them were discussed with RMO during the 15-day review period.

 

Management:  Jojo will go over the correction that Garth indicated.  He pointed out that the issue with rounding off the number of stops is done automatically and cannot be overridden manually.  Mike Shearon suggested have anything less than .5 rounded down and anything more than .5 rounded up to nearest number of stops. RMO will contact Joe DeSilva in Ottawa to confirm.

 

Union:  Why is the Q loop moving from 1 Yonge to WPDH instead of to YDC causing the travel time to double? 

 

Management:  The decision was made at National level.  Mike Shearon will follow up with Ottawa to get more info.

 

Union:  Mike D. mentioned that the grievance on this 2008 Restructure is being fast tracked and the tentative hearing date in front of arbitrator is October 29, 2008.  The grievance is due to the way sampling was done at YDC.

 

Bidding

 

Union:  How is the bidding process going to work?

 

Management:  Similar to 2007 Restructure, we will break down the seniority list to groups of 30 people per group by seniority. Each seniority group of 30 people will bid on the tours available when it's their turn by seniority. When it's the date for them to bid, they are to submit their bid sheet with 30 choices of tours ranked by their preference by midnight that day. The result will be reviewed by management and Union and tours will be assigned the tours by seniority by their preference. The next morning the bid result of the previous day will be posted at YDC and the next 30 people on the seniority list will bid for the remaining tours available and submit their 30 choices of tours by preference by end of day. The part time employees will bid on the part time tours simultaneously with the full timers following the same rule. For the employees that are on annual, long term absence, etc. packages will be sent to their homes and date provided for their time to bid.

 

Union:  When will the packages be ready?

 

Management:  We are aiming to get the tour packages and maps ready for posting on Thursday September 25th.

 

Union:  When will the bidding start (date)

 

Management:  Would like to start as soon as Sept. 30, 2008.

 

Union:  There is not enough time for the first batch of 30 employees to review all the tours as there are several changes and they might be interested to change from their current assignment.

 

After discussion Union and Management agreed that October 1st (next Wednesday) will be the first day of bidding.

 

Union: Since there is an increase in tours there should be two rounds of bidding. MSCs who owned a position before April 14th/08 will have the right to first round, and MSCs who didnt have an owned position (unassigned) before that date will bid on the second round.

 

Management: Since 2007 restructure we have not had new MSCs transferred into YDC because we still have the attrition reliefs and non-flex part-time that we need to absorb.

 

Union:  Requested to get the info for all of the unassigned drivers (Attrition Relief and non-flex Part Time) who have been assigned since April 14th, 2008 (first day of restructure).

 

Management:  Chit will send the info to everyone for review.

 

After further discussion, Union and Management have agreed without prejudice and precedence that all MSCs within YDC installation will be included in the first round bidding. So only 1 round of bidding will take place and everyone bids.

 

Union:  Ask the Corporation to ensure that all of the current backfill positions are terminated on Friday before the implementation of the restructure so that the info is available and proper process takes place for tour back fills in the new structure.

 

Management:  Will follow the correct backfill process. We are aiming to complete the bidding by Friday October 10, 2008. That leaves us four days before the implementation to complete the backfill process.

 

Union:  Glen Fillier will represent the union during the bidding process.

 

Management: Chit has provided two different versions of bid sheet for everyone to review.  On one the sequence is provided and on the other is not.  She wants to know which one the union would like to use.

 

Union:  Wants to use the full version with the sequence range.

 

Management: Agreed.

 

Union: Suggest reviewing barchart relief complement for next year before staffing the vacant routes added in the new structure.

 

Management: Agreed. Barchart data entry is complete, vetted with Union representative, currently sent to PCR for version update. Once we receive the complete barchart we will send to Union for review and consultation. Result should be received before restructure implementation.

 

Union: Any schedule change for relief blocks?

 

Management: New structure tour dispatch times are similar to the current structure, so we dont foresee big changes to the current relief schedules. We will provide Union the current and proposed schedules if there are any changes.
