MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL SEPTEMBER 10, 2008

RMO ISSUES
D. Thurston provided a package to the union. They will review and respond.
HRSDC-COMMITTEES
The union provided a summary sheet of facilities that have or have not forwarded minutes. Examples of missing information include Maple, Ajax and other facilities in the zones. J. Hill has sent out reminders of necessity of providing the information. Some of the managers indicate that information has been sent.
The union requested the email addresses of the superintendents and identification of when the meetings are scheduled. Management agreed to provide. Resolved
Discussion ensued in relation to the proper forum and process. Issues relating to missing minutes/items addressed should first be raised with the unit superintendent, if unresolved, the manager, if the union is not satisfied, this forum.
SENIORITY LIST-CURRENT MONTHLY POSTINGS
J. Best has advised that she did not hear from M. Duquette, was under the belief that the region was handling any issues, and since they had not advised of any issues, no action had occurred. The personal files have been requested and a response will be provided shortly.
LC ON-STREET TRAINERS
The union stated that they received a new list of those participating in May, 2008, 11 in the school, require 15.
Management responded that these were additional names added to the existing list.

FATIQUE MATS
Management stated that mats have been received @ Depot 11; the mats are being received on an on-going basis.
PROACTIVE ARTICLE 54 ACCOMMODATRION
The union stated B. Ravasi from the WSIB has expressed concerns to the union that employees are not providing their FAF’s within a timely basis which can impact on benefits. The union also stated that the standard letter of offer for modified duties should be after the employee has seen their doctor.
Management agreed that there is an issue with employees returning their FAF on a timely basis and this can impact on benefits and offers of accommodation. The letter is intended for the employee to advise their physician of the Corporation’s modified duty program. The union disagreed that the 48 hour receipt is not a WSIB requirement, only the Corporation’s.
Management stated that they were willing to reinforce with employees through mini-meetings and information book notice. The union stated they would be issuing a bulletin as well.
The union stated that the letter of modified duties should be revamped to advise employees of the requirement to provide the FAF on a timelier basis.
Management will review the letter.
WEST HILL SCANNERS
Management stated that new scanners have been received and will be distributed. Scanners for WBC have been approved, they will receive as well.

UNIONVILLE RLC
Management has previously responded to this issue, not all RLC will be trained. Some additional training was arranged, however, two employees booked off. The issue is in the arbitration procedure, the union believes that an employee has the right to refuse an assignment; management stated that an employee does not have the right to refuse in this instance. There are sufficient numbers of RLC trained. Closed

DON MILLS-ELEVATOR
A letter of project notification was not communicated to the responsible management representative. Work is scheduled to commence next week the cylinder to be replaced. It is expected that this may take up to three weeks. There is a proposal to install a “chiller” on the roof to assist with cooling.

WBC PARKING
Lines have been re-painted resulting in three additional spots, there are 18 available. Real Estate is attempting to gain additional parking. The existing wheel chair/handicapped spaces have been repainted resulting in one additional spot.
MONTHLY BID-AJAX Bid has been extended to Monday, September 14, 2008, a glass case will be ordered.

H&S CONTACTING EMPLOYEES/EVAC PLAN
As a result of the recent propane explosion the committee should look at reviewing contact numbers if facility closed and EVAC plans.

NEW BUSINESS
NOTICE OF INTERVIEW-ERGO ASSESSMENT The union inquired whether management would extend a notice of interview where an ergo assessment is performed.
Management has reviewed and will allow/issue a notice of interview for future cases.
UNIONVILLE FLOOR PLAN
As a result of congestion in Unionville the engineering department has been requested to review, including evaluation and ordering new equipment. The lay-out will be reviewed with employees.
CONTROL/PERFORMANCE CENTRE NUMBER FOR AFTER HOURS ACCESS
The union requested that the number be added to the header board, management stated that the number is reflected on the header boards.
The union stated that they believed that the hours of supervisors should be altered to ensure that they are scheduled to at least the end of any CUPW employee’s scheduled hours. Management stated that supervisory staff normally is scheduled as such; however, the focus is in the earlier hours.

Management is in the process of receiving.
