MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL AUGUST 13, 2008

RMO ISSUES
Dave Thurston reviewed concern with Willowdale – 2 Value on part time route to be discussed further . Also discussed concern with Scar F It was agreed to meet with Dave Thurston , Ken Davidson , George Tomaszewski and Julie Parent regarding some outstanding Scar F issues for 07:00 August 14th , 2008
Discussion re : Unionville and the issue of the part time Rovers .. Dave Thurston confirmed his intent is to Implement the closest to 1 pm start time in Sept and Oct , 2008
The union asked about A62 Time Value . Dave Thurston replied that it has not bee settled yet . Had to do with relay values and how the values were assigned to the route .
Sort Grid was brought up for discussion . Question . Is there any difference in the sort values on an a 62 case .. ? Dave Thurston explained there is , and it was based on an A 32 value. He took the LCRMS #’s for the grid and applied the city volume index . Dave Thurston will flip sort grids to Mike Duquette
HRSDC-COMMITTEES
The union stated that they were still awaiting a decision from the national union in reference to the co-chair, same facility. Again the union stated that they were not receiving minutes/inspections as required. A sheet identifying facilities missing was presented. See copy below showing 4 of the months as presented at the meeting . In some locations there is only one person attending the meeting which is not a meeting . This happened in Will D and Richmond Hill It is the union’s position that there must be two CUPW members present. Management said the minutes will reflect the LJOSH email which is ljosh@scarboroughcupw.org George will send updated list of LJOSH names and copy Jim Wineck and Julie Parent as well as Joanne Coe.
SENIORITY LIST-CURRENT MONTHLY POSTINGS
M. Duquette still waiting to get a response from Julie Best Julie and or Jim will follow up as ten names still to be resolved . Why is there a delay ?
LC ON-STREET TRAINERS
J. Coe provided list to M. Duquette several months ago. The union raised the issues it is dated 2005 Management to provide updated list from training Julie will follow up from Doug Lagree.
FATIQUE MATS
Zone 5 has received most of their mats Union raised concern that some are taking the new mats and putting on top of old ones , referred to as “ stacking” Union requesting that it be checked as it is creating a trip hazard . Management will follow up with Depots to ensure issue is being addressed
Union said Depot 11 is still waiting for more mats as ½ the building is only done They received 10 new ones this week and more are on order . Julie to follow up with Mark Deabreu Superintendent on status and ensure enough on order .
It was suggested by the union as well that “ Over Shoes “ of the same material exist in London and perhaps could be used by the floor people instead of a mat at the LCA desk
Management will follow up through health and safety and check on how to order .
PROACTIVE ARTICLE 54 ACCOMMODATION
Brought up again from July meeting . The union requested that employees also receive an application for Sun Life when it is known that an employee will be off long term disability . Management will address with Benefits.
WEST HILL SCANNERS
Management stated that 7 new scanners were due to arrive next week . Julie spoke with Jim Dunnett and confirmed he had them for the GTA . The union stated that additional scanners for dock operations @ 280 Progress are required, specifically on the dock area. . Union also brought up that there was an issue in Will – 3 as well and the supervisor scanned all the items and held back all 80 people Vicky Morgan to Investigate and respond
RECOVERY OF MONIES-MOA
Discussion arose concerning an employee who received a T4 for monies forgiven in a MOA. Management stated that the tax implications were still required even though overpayment forgiven.
Mike Duquette referred to an example as follows to further clarify .
Employee is working in April , then dismissed in July of the same year . The T4 slip is given in January and reflects tax on the over payment of annual leave . Then there is a grievance resolution and the employee is forgiven for any over payment of annual and another T4 slip goes out the following year on the same overpayment .

ROTATION OF DUTIES
The union requested the Unionville Duties Rotation . Management responded for Zone 5 that it was posted in Unionville and she would check about DonMills and Willowdale 3 . The Union requested all 3 postings . There was discussion on Ajax Pickering and Jim thought there was a request 3 months ago . Jim will to send Ajax Pickering , Richmond Hill .
SORT GRID
The union stated that the process needs to be clarified in Scar F / Malvern and reiterated for the whole area . Requesting that Communication be resent and clarified in every depot Management to review and respond .
APPENDIX DD TRAINING Trained about 45 employees last two weeks and once a month any body after 2003 Going well
MMHE KEY, KEYS IN GENERAL
Union requested that the key should be in a box on the dock and concerned that the circle check was not being done in Depot 11 . Employees need to be aware of the safety issues surrounding MMHE Julie to follow up with Depot 11
DON MILLS-UPDATE ON PARKING-CONSTRUCTION
The union stated that access is difficult. Management stated that consultation continues workers are parking in the front . There are ongoing mini – meetings instructing employees not to park in the Fire Route
MISSING BAR CHART INFORMATION
Mike Duquette is receiving most of the Bar Charts . Would like a soft copy from Pickering West Hill still outstanding . Keray Taylor to follow up Union requested that Richmond Hill be looked at to review the ¼ day disability
UNIONVILLE RLC
The union presented a list of 15 people that have an MMHE badge . Asking why D. Modest . is still frequently assigned to # 3 shift LCA duties. Discussion surrounding training of relief in other depots as well Requesting list of RLC’s and what they are trained for in all depots .

POSTING OF INVITATION FOR ACTING ASSIGNMENTS, INCUDING MSC
The union was requested to provide the name for review as they were referring to an MSC that was over looked for an acting letter carrier assignment Learie Charles to provide name to Julie Parent for investigation.
DATA COLLECTION-SCAR DEPOT 4
The union inquired how this was progressing; and concerned about the facing of the mail The facing of mail position used to be at 280 Progress and where did it go ?.
Management replied they were not aware but would investigate . as for the study National was notified .
The union also was concerned about the process in notifying them of new RPO’s as 12 had been recently opened.
Management replied No change in the notification process as it is done at the national level
SCENT POLICY-WILL D3
All employees at the depot have been spoken to and the employee wearing the scent at the time has cooperated in resolving the issue
DEPOT 11 EVACUATION PLAN

Replacement parts ordered however still delayed . Most likely not going to put in new elevator as there will be new ownership Recognize that the risk is there is the other elevator breaks down

MONTHLY BIDS
Union raised that the bids were not posted in Unionville . They were not put in the glass cabinet Request delay for a week to allow for opportunity to re bid .
Management replied they were posted but taken down . They were not put in the glass cabinet. Will reiterate again to all depots

STAFFING OF TEMPS
Would like to set up a reasonable time period for employees to respond . Ken will meet with Scott and Julie to review possibilities
CEILING ROOF AT DEPOT 11
Due to be fixed in September Requesting that the central part of the roof be looked at as it has a leak as well

HEALTH AND SAFETY - EXPLOSION SCARE
Union wants a re emphasis on the 2nd half of the Evacuation plan due to the recent scare at the Propane site in Downsview . The issue was once the employees were allowed to come back into the area as Downsview Post Office was affected by this incident , how were they notified . Does everyone have phone numbers ? Also a good opportunity to review the Bio Hazard Plan and reemphasize with Supervisors , Superintendents and C.U.P.W. employees through mini – meetings
DEPOT 11 - CASE DIVIDERS
Union raised that the case dividers are still not in the turnaround cases at Depot 11
Julie to follow up with Depot 11 Superintendent
280 PROGRESS DOCKS
Management brought up proposal to implement new loading system to try and alleviate conflict issues between the depots and drivers at 280 Progress Agreed that any input is welcome and it will be reviewed at the local LJOSH committee meeting .
OLD A32 CASE IN AJAX
One of the RSMC ‘s requested a new a32 case and it was suggested using a metal one but it was declined at the local LJOSH in AJAX .
Looking for a new A32 CASE
Management will investigate and respond .
