CONSULTATION BETWEEN CANADA POST CORPORATION AND CUPW SCARBOROUGH LOCAL

This consultation is further to consultation held on June 25, 2008

 

UNIONVILLE ROVER START TIME

 

Dave advised that he retrieved the original Plan A report and SAP report that goes to Carol Belcher.  It reflects the part time rovers with varied start times.  The union was provided with copies of documents.  Dave stated he consulted with Ottawa and clarified that rovers are structured by the end of day and they should not have a route designate.

 

The union asked if it was based on inside time.  Mgt advised only sort and prep.

 

The union stated there was nothing in the MMC Agreement or the LCRMS excluding same start times.  Mgt stated not for LC walks, they are like MSC.

 

The union stated that the 075 reflects them all as RSD Min 4.

 

It was acknowledged by Mgt that there was sufficient evidence brought forward to support that there had been some previous discussions and agreement to change the rover start times.

 

The union stated that if the rovers start time is changed to 1 pm there would have to be some structured work assigned.  Mgt agreed however stated it would not be precedent setting and the upcoming restructure could have different outcomes.

 

It was discussed that the most agreeable proposal was to do a Plan C to remove over assessment and add it to the rover tours which would also resolve other systemic issues.

Dave Thurston will consult with Delivery Support and advise.

 

Mgt asked if the union would forgo liability back to October 2005 if a Plan C could be pursued to resolve.  The union advised they will consider this.

 

It was agreed that the vacant rover positions would continue to be held out from the bidding process until further notice.

 

 

 

UNIONVILLE DEPARTURE TIME SURVEY

 

It was agreed by both parties that if a plan C restructure is pursued, the start time issue could resolve itself therefore it was agreed that there would be no further discussion on this matter until the final resolution regarding the rover start time is determined.  

 

Dave Thurston will provide a new list of inside time values for each walk as they exist currently.

 

 

WILLOWDALE DEPOT 2 ARTICLE 50’S

 

The 075’s were printed however anomalies with specific routes were identified.  Further verification is required by Delivery Support. 

 

The union supported this further verification and the parties will reconvene when Delivery Support has concluded verification process.
