The parties reviewed the attached documents and clarified the meaning and interpretation of the data.
The Corporation stated that 65% ROSS Utilization is considered acceptable and fully staffed for the hour.
The Union inquired whether or not there are any boxes that are owing money that would affect revenue. The Corporation responded that there is none in the area to their knowledge and that outstanding amounts would not affect revenue significantly. The Corporation will look into this matter.
The union asked why the Corporation is deleting a position at Richmond Hill CSC, to which the Corporation replied that there is an excess capacity based on current transaction stats, and that the location can be effectively run with two employees.
Further, the Corporation stated that it is currently open 8-5pm and is proposing opening 9am-5pm as of August 5th. This is because of customer traffic in the morning. The lead hand position will also change as a result to 8:30-4:30pm. The position of the least seniority would be deleted.
The Union stated that positions should be deleted based on operational requirements, not seniority. This could alter the bidding process. Further the union has a problem with operating the station with two employees because two employees won’t always be present and you will likely have to close wickets from time to time. The relief will cover two people (14 weeks a/l).
The Corporation stated that there is a relief pool, and that there are two call in lists.
The Union asked what happens if relief is off and regular employees call in sick? The Corporation replied that right now we’re managing with three employees and there have been no issues. When we go down to two employees it will still be manageable, as we still have the same amount of relief. The current profile will be maintained until August 5th.
The Union stated that they are opposed to running this location with 2 employees and using mandatory OT to cover absences.
The Corporation stated that position 703 will be made the back-up lead hand, and that their work off the counter takes approximately 2 hours per day.
The Union stated that this means for 2-4 hours per day this would leave only one person on the counter, and that they do not agree to this. This is a health and safety concern for our members and a security issue for CPC.
The Corporation stated that these scheduled breaks can work, and that they have already spoken with members regarding these issues. If there is difficulty with break times and counter coverage, we can reassess this change. We have also assessed health and safety risks, but looking at the ROSS data this is a manageable and necessary change. There are other stations that have a similar setup.
The Union replied that there are no post offices set up like this within the Scarborough local, and that they are opposed to this deletion.
Bidding The Union asked whether the only position going up for bid is the 8:30-16:30 position, to which the Corporation agreed.
The Union stated that this position is open to all 4 employees to bid on including relief, which may result in more than one bid if relief bids into position; then the relief position would have to be bid. Relief are attached to a station, not a relief pool. The only position that goes up for bid is the one that changes. Break and lunch changes do not trigger a bid, only start and end times of shifts. The Corporation stated that it will follow the correct procedure with regards to staffing as outlined in the CPC/CUPW collective agreement.
The Union asked when the bid was taking place? The Corporation replied that the bidding will begin Monday.
Scarborough D The Corporation stated that it will be transferring the drive through and afternoon part-time position into operations. This will now come under the umbrella of operations instead of retail.
The Union stated that this will also trigger bidding involving retail and C&D. Will there be changes to duties? The Corporation stated that it would follow the collective agreement. Further, it will be looking into the duties, as currently there are a lot of double duties. Right now we’re just changing the umbrella of the position.
The Union inquired as to whether there is ROD in the section, and would you have to train all of those employees in ROSS? What section would you be attaching these two positions to?
The Corporation stated that one position doesn’t touch ROSS, the other does and CODs will be taken over by us. At this point, we are not sure what sections these positions will be attached to.
The Corporation will review and reply with S Molstad and P. Liu regarding the position number being deleted and accommodating an employee in another position in final sort C&D.
