YDC New Business  

 

 

1)      New Hires:

Receipts for Money Items and Safe Drop Cards

 

Union: Training and practice at C&D are different. In C&D no receipts are collected by LC and Training shows handling of receipts.

 

Mgmt: In Parcel Delivery Hubs the driver gets a print out from PDSL of money items and the status of collection once the drivers upload the PDT information. There is no issue.

 

Union: There is no Safe Drop Cards in a lot of the stations.

 

Mgmt: We have Safe Drop Cards available in storage area accessible to all MSCs. We also remind our drivers to take Safe Drop Cards to use on route.

 

2)      No Smoking By-Law and Protective Footwear

 

Union: Smoking by-law requires painting of the area near the entrances as no-smoking area. This should apply to all doors at YDC, as a NO Smoking area 30 feet from each entrance way.  That would include the Gazebo in the front entrance that is currently being used as a smoking area.

 

Mgmt: This issue was discussed at LJOSH meeting. It is the provincial law which mandates the 90m distance away from the workplace for smoking rule and since we are not regulated by provincial laws or bylaws for that matter when it comes to smoking in the workplace; we dont have to abide by the 90m rule. What the Canada Labour Code II which we are governed by states is (paraphrasing); smoking should not be done within the workplace but employer can designate a smoking area outside of the facility as smoking area where people can smoke no distance specified. Employers like CPC which are regulated by federal safety laws do not have to abide by provincial rules except where there are exemptions like with Reg1101 (first aid) of the Workplace Safety and Insurance Act and Highway Traffic Act which are binding on all (federal and provincial workplaces) etc. Our view is that the gazebo at YDC is a good designated area for smoking in light of the Canada Labour Code II.

 

Union: The entire YDC facility should be safety shoe area.

 

Mgmt: Currently employees working on high docks, MMHE and mono breakdown area are required to wear safety shoes, as well as all MSCs. Not all areas require safety shoes, such as keying stations, SLB culling area, run outs. We presented the line painting floor plan to LJOSH back in May showing the designated walkways.

 

 

3)      Acting Assignment

 

Union: Acting assignment information should be communicated to the Union. Require backfill term lists & weekly assignment be sent to the Local.

 

Mgmt: Will send the information to the Union.

 

Union: Art. 17 indicates that PT LC can apply for acting assignment as FT MSC or PT MSC can apply for acting assignment as FT LC within the post office component (ie Scarborough Local). Union asks that Mgmt to post the rights to the employees. Union indicates they have previous bulletin information that can be shared with Mgmt on this subject.

 

Mgmt: Once we get the information on the previous bulletin we will post the information.

 

4)      Providing Water Times of Extreme Weather

 

Union: Ask that the hub provide water to the drivers at times of extreme weather.

 

Mgmt: We have been given out cold/frozen bottle water to all MSCs in extreme hot days, ie 30 degrees or over.

 

Union is pleased to hear that.

 

Union: Requested that Mgmt to send the list of trucks cleaned for interior cleaning to Union.

 

Mgmt: Will provide the list to Union (Ellen) this week.

 

5)      Annual Leave Relief Monthly Bid Time Allocation

 

Mgmt: The past practice at YDC was that A/L relief drivers get 30 minutes overtime every month for their selection and submission of the monthly bid. There is inconsistency in driver submitting the overtime which created dissatisfaction among employees. In C&D there is no time allotted to annual relief to submit their monthly bid assignment. We realize that in Parcel Delivery Hubs the tours are structured daily with little flexible time. So we plan to implement a structure that will both allocate time to the annual relief drivers to submit their monthly bid and manage our cost. We will take 30 minutes off the A/L relief drivers tour in PDSL one day during their monthly bid assignment window for the driver to make their selection and submission. In this way we allot drivers the time to bid without incurring additional cost.

 

Union: 30 minutes is reasonable.

 

Mgmt: We will implement the new process in the next Monthly bidding. Communication will go out next week.

 

6)      LJOSH CUPW Member/Co-chair Selection

 

Mgmt shared with the Union a letter dated June 17, 2008 from Mary Traversy to Ms. Gayle Bossenberry. CPC will not approve costs related to travel for roaming members to attend committee related to business outside of their original workplace.

 

Union stated that it was still their decision to designate George Tomaszewski as the co-chair of YDC LJOSH.

 

 

The next monthly consultation will be at 9 am on August 20, 2008 at 280 Progress.
