MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL JULY 9, 2008

RLC-HH-SORTATION NOT A SPLIT
Depot 11 has been completed. Closed.
HRSDC-COMMITTEES
The union stated that they were still awaiting a decision from the national union in reference to the co-chair, same facility. The union stated that they were not receiving minutes/inspections as required. A sheet identifying facilities missing was presented. The union stated that Maple continues to be sporadic. In some locations there is not the use of the standard form, an example being WBC. It is the union’s position that there must be two CUPW members present. Management requested a list of CUPW members. Management stated that the starter kits were provided to all, believe if an improper form was used, both parties should have been aware of the proper format. Additionally these situations should be raised at the local meetings to address. Management stated that training will commence each two week period within a four week block. Facilities with a high frequency rate will be prioritized first. The union believed that training would have assisted to prevent the use of improper forms.
SENIORITY LIST-CURRENT MONTHLY POSTINGS
M. Duquette and J. Best continue to work on lists. Forty-two names were raised by M. Duquette, seven remain outstanding. R. Kumar is resolved. The union is to inquire with M. Duquette as to where process stands, L. Waine to inquire with J. Best. Discussion on holding bids with Will D 3 to remain until issue addressed. There has been no impact on other bids.
LC ON-STREET TRAINERS
J. Coe provided list to M. Duquette several months ago. The union raised one name as providing training who is not on the list, nor does J. Mahar agree with his training status. The union requests a copy of the list. In one instance an employee absent for a year, however, his name remains on the list. Management responded that their absence does not impact on the list as an identifiable trainer. The union is to provide specifics which will be addressed. The training department continues to prepare a list of trainers, and is seeking to arrange for additional trainers.
FATIQUE MATS
Management stated that mats have been ordered as funds allow, to be received @ Depot 11 soon.
PROACTIVE ARTICLE 54 ACCOMMODATRION
Management stated that if supervisors reflect an entry into SAP that the employee is temporarily SOS a ROE will be issued. The union requested that employees also receive an application for Sun Life at this time. Management will address with Benefits.
DEPOT 11-TRAINING
The union stated that all RLC should receive training for all duties including DRS, MMHE; there is a general lack of training. The union requested that the most senior employees receive training so as they can refuse assignments as their right under the collective agreement. Management stated that they would not train all RLC; it is believed that there are sufficiently trained employees. The union raised an issue of a previously sustained grievance; however, this was not on point of the above.
WEST HILL SCANNERS
Management stated that new scanners were expected next week in West Hill. The union questioned whether one was ordered for the dock/UADS. Management stated that in the afternoon there should not be a lack of scanners as many will have been returned. 100 scanners are on order for the GTA, J. Parent has requested 7 for West Hill, plus the 4 returned previously.
The union inquired when the new scanners will be available for employees. Management stated that they were unaware of any being brought to the GTA.
The union stated that additional scanners for dock operations @ 280 Progress are required, specifically on the dock area. This applies to 280 Progress as well rather than employees having to go into Retail counter.
RECOVERY OF MONIES-MOA
Discussion arose of an employee who received a T4 for monies forgiven in a MOA. Management stated that the tax implications were still required even though overpayment forgiven.
ROTATION OF DUTIES
The union complained that the proper rotation of duties is not occurring, specifically in Will D3, part time staff. The management representatives have not corrected the problem. Management stated that they were aware that a program existed, will address. The union requested a copy of the schedule, including for Unionville. Management stated that in some instances employees with restrictions have impacted on the schedule. Management to review what schedule in place.
SORT GRID
The union stated that employees have been refused overtime in Malvern and Scar F utilizing the national process of sortation values. Some employees have been refused an overtime form requested by them. Overtime has been refused, in some instances employees are required to negotiate what overtime will be paid. The union raised concerns with the grid in reference to volume and coverage of POC involving HH delivery.
Management to review.
NEW HIRES-TRAINERS OUTLINING OBTAINING RECEIPT FOR MONIES COLLECTED
Management to obtain a response.
APP DD
Training is continuing.
DEPOT 11-TRAINING SCHOOL
Management stated that approval of funds has been extended, stairs and entrance to be completed. The ventilation system will be improved, however, not replaced. Investigation into obtaining increased parking on the west side of facility continues.
MMHE KEY, KEYS IN GENERAL
Management stated that a spare key will be obtained.
NO SMOKING BYLAW
The union stated that more can be done to increase compliance, management stated that education and compliance is visible.
A62 RELAY PREP VALUE
The union inquired whether time values have been updated when supervisors are using the grid to assess overtime requests. Management to review and respond.
DON MILLS-UPDATE ON PARKING-CONSTRUCTION
The union stated that access is difficult. Management stated that consultation continues with Cadillac Fairview, parking continues to be available for employees. Fifty spots will be in next phase.
MISSING BAR CHART INFORMATION
In Zone 6 only West Hill is outstanding, zone 5, Unionville continues to update, in zone 7 need to confirm Rich hill, WBC completed.
DEPOT 11
Management stated that addressed admail kill mail not delivered is to be separated and brought to the supervisor. All L/C in all facilities are required to comply with this process. The union stated that another Labour relations officer in April/May of 2007 stated this was not being enforced. L. Waine has confirmed that this was not cascaded, there may have been an issue with Consumers Choice of a specific mailing.
Delivery of HH by color code is in place, a few routes require slight adjustment.
The issue of LCA’s being apprised of updates/mini-meetings has been addressed and are now included.
UNIONVILLE RLC
The union stated that additional training for RLC to perform LCA work is required. One employee, D. Modest is frequently assigned to # 3 shift LCA duties. Management stated that many RLC are trained and capable of performing LCA duties will provide names as requested by the union.
POSTING OF INVITATION FOR ACTING ASSIGNMENTS, INCUDING MSC
Management stated that interested employees have advised management representatives of their interest. The union stated that one temporary employee requested and was denied assignment. The union was requested to provide the name for review.
PROVIDING WATER-TIMES OF EXTREME WEATHER
Management stated that there was no requirement to provide bottled water, however stations are encouraged in times of extreme weather. The union stated that one fountain in Depot 11 is inoperable, management stating that repair will occur. The union inquired what is considered extreme or hot. Management stated that there is no definitive answer, during periods of extreme weather in the past refreshments, popsicles, or water has been provided. This will continue, however is not a requirement nor can it be consistently applied in all facilities at all times.
DATA COLLECTION-SCAR DEPOT 4
The union inquired how this was progressing; management starting that in some instances volumes have been low. The union stated that their national office has advised that the project has not been fully discussed, only discussed partially, and was surprised that this was occurring. Management will inquire from their national office.
The union was concerned with locations/boxes being checked @ 08:00 hours when clearance is scheduled for 14:00 hours. There was concern that there may be affects at some time depending on data collection.
NEW BUSINESS
SCENT POLICY-WILL D3
The union stated that issues continue to arise that have not been adequately addressed with one employee who is extremely allergic to strong scents. Supervisory staff needs to do more. Management will address.
DEPOT 11-WHEEL CHOCKS
This issue has been addressed and resolved.
PROPERTY CLEAN-UP
BLJC is responsible for arranging clean-up on property, requested as required. Monies are not budgeted for this purpose.
GRIEVANCE HEARINGS-ATTENDANCE
This issue was addressed in a separate consultation, where a manageable number of Grievor’s wish to be in attendance the hearings will be held @ 280 Progress; however, if a large number of grievers wish to be in attendance, discussion between the parties will occur.
DEPOT 11 EVACUATION PLAN
Procedures are posted, however the maps have disappeared, replacement to be obtained.
DON MILLS-ELEVATOR
Replacement parts ordered however delay is expected. The parties agreed to share status with employees via mini-meeting.
SCARBOROUGH F-OUTSTANDING ISSUES
The union is requesting a separate meeting with J. Parent.
DATA COLLECTION-DEPOT 4-SLB
The union renewed its request to have a union observer present; they believe that this is the first step to eliminating the 14:30 hour clearance. There may be an impact to YDC tours. Management will respond.
WBC PARKING
Real Estate has been requested to attempt to obtain additional parking spots.
PRINTERS FOR SCANNERS
New scanners have been ordered, to be available for MLC and clerks.
IKEA MAILING
Management stated that there is an IKEA mailing that will commence delivery the week of July 28, a fourteen (14) day delivery span. Consultation at the national level has occurred.
RETAIL UNFINISHED BUSINESS
Management stated that the Postal Transformation Team would be conducting surveys, assessing customer choices of induction of mails, preferred utilization of bags/boxes. Sites include Stouffville, MIP, Markham, and other sites.
STOUFFVILLE-STAFFING
Management responded that employees can work counter duties alone, if a bathroom break is required the till can be locked, lock doors and leave a note advising back in a few minutes. This would be an infrequent occurrence, however if required, then authorized. The union believes that no employee should be working alone on the counter.
The union stated that a buzzer should be installed, and the back door locked. Management stated that after the RSMC have departed the door should be locked.
Next meeting August 13, 2008.
