Purpose of Consultation: Restructure YDC 2008

 

Attendees

Agenda:   Review Rates from Sampling

 

RMO provided Union a hardcopy of the results of all the rates from the sampling exercise.

 

Obtain & Dispose Keys Rates

 

Both parties reviewed the result of the rates under this category. The average daily rate to obtain keys/walk to vehicle is 5.96 minutes. The average daily rate to dispose keys/walk to dispatch is 3.70 minutes.

 

Union: Where is time to cash out included?

Management: It’s captured in offload time.

 

Union: Where is the time to put mail at Recycle area included?

Mgmt: It’s captured in walk to dispatch time. RMO will verify and confirm.

 

Load/Verify/Unload Call For Rates

 

Both parties reviewed the result of the rates under this category.

 

Union: Does PDSL have the capability to take into consideration the number of items manifested to calculate call for rate per item?

Mgmt: RMO will verify and confirm if PDSL will have the capability.

 

Carding/Safe Drop Rates

 

Both parties reviewed the result of the rates under this category. No concerns raised.

 

Unload Times

 

Both parties reviewed the results of the rates under this category.

 

Union: Does the offload time include RPO mail separation?

Mgmt: Sampling captured offload time including separation of RPO mail if the drivers were doing the separation during sampling. RPO’s are supposed to prepare the mail with proper separation. Management has communicated to all the MSC’s to identify to supervisors the RPO’s that are not separating mail properly and local management will take it up to RBM’s and C&D directors to enforce compliance.

 

Union: There is no offload rates for SLB clearance only tours. What if in the new structure there is a tour with SLB only in the PM portion?

Mgmt: At this time we don’t foresee having SLB clearance only tours based on the parameter of the restructure which is trying to reduce drive time and maximize stops per on-road hour.

 

Union: Was there any CPU only tours in the sampling? If so where are the rates? Some of these tours are heavy and should be represented.

Mgmt: There are four tours sampled that are CPU only in the PM portion. The offload rates were captured in category #3 – SLB & RPO & CPU.

 

Union: The rates from the sampling were lower than what is being used currently. The tours picked for sampling was targeted for delivery, not PM portion.

Mgmt: It was agreed by both parties before the sampling exercise that we will sample the offload time during the sampling and we will use the offload rates from this sampling exercise. That’s what was done.

 

Union: If we are using these rates and later find tour issues with certain tours it must be dealt with separately to address the issues.

Mgmt: Agreed. If issues with a particular tour are raised, local management, RMO and Union will review it case by case and address the issue.

 

Delivery Rates - BUS

 

Union: Union requested to exclude the data point for April 18 date since the data captured on that date was questionable.

Mgmt: Agreed to exclude that data point.

 

Delivery Rates - RB

 

Union: Requested to exclude Day 3 and 4 of sampling, which is April 16th and 17th, since the rates were extremely high for those two days than the rest of the sampling days.

Mgmt: Agreed to exclude those two data points.

 

Delivery Rates - RSD

 

No issues.

 

Delivery Rates - RC

 

Union: Requested to remove all the data points by tour ED131 since the stops per hour is higher than other sampling tours in this category.

Mgmt: Disagree. The pool of the sampling tours represents the average tours for this category at YDC. It’s normal that we have tours with higher rates and that with lower rates. We can’t just remove the higher ones and not the lower ones. The sampling results from the 7 sampling tours are fairly representative. It’s also noted that the delivery rate from the sampling is lower than what we currently have.

 

 

 

 

Delivery Rates - RHR

 

Union: Delivering to concierge is drop off and go, which is not representative of a route that has walkthrough apartments. Requested to have separate rate for concierge routes.

Mgmt: We will not have a separate concierge route rate. The POC’s with concierge are spread out throughout the YDC delivery area, not only in RHR category but also in RC etc. We can’t build a tour with the high percentage of concierge PoC’s required by MSCWSS since we won’t get the required efficiency. There was one day with one of the sampling tours the stops per hour was extremely high due to large number of items per one stop. We agree to remove that data point from the rate calculation. The rate from the sampling after removing that data point will be lower than what we currently have for RHR category.

 

General Items

 

Union: Concern was raised regarding MSC’s getting parcels assigned by PDSL that’s out of their normal delivery area.

Mgmt: PDSL now has the capability to handle the different delivery rates based on the delivery area assigned to the tour at load leveling on a daily basis. This will be implemented with the new structure at restructure implementation.

 

Mgmt: Confirmed that the first day of restructure is the first day of sampling, which was April 14th, 2008.

 

Mgmt: RMO will send out the rates to Union by Wednesday July 2nd.. . Will provide the 109, 110 and 112 Reports, these were the result of sampling.

 

Both parties agreed that we will start structuring the tours next Wednesday. Union has assigned Garth Symes to be the observer working with RMO while Glen Fillier is on annual. Will re-sequence loop P, and union observer was requested to be present.
