CONSULTATION BETWEEN CANADA POST CORPORATION AND CUPW SCARBOROUGH LOCAL June 25, 2008

Unionville Rover Start Time
Union stated there was an agreement made at consultation in 2005 for a 1 pm start time for all rover positions given that the classification was the same.
Both parties acknowledged they were unsuccessful in locating the consultation minutes. The union indicated that they could provide hand written notes taken during the consultation by Learie Charles. It was also stated by the union that J. Paulin agreed to the change in start time. The union also referenced bid results and subsequent positing of vacant rover positions that reflected a 1 pm start time to support their position.
Management stated that rover start times fall under the MLC Agreement and that the start time is dictated by the scheduled pick ups regardless of having the same classification.
It was agreed that D. Thurston will further investigate this matter and a determination as to the next course of action will be made.
Unionville LC Departure Time Survey
The union stated that based on the survey, all walks are starting too early.
Management stated that the assessment should have been 25 days with average departure time established based on route classification. Management advised that an effort had been made in the past to establish a later start time for selected routes of the same classification.
The union proposed they discuss the matter further with employees of Unionville.
D. Thurston committed to reviewing the inside times for the routes with some recommendations forthcoming.
