MINUTES OF MONTHLY CONSULTATION

 

BETWEEN

AMENDMENT

 

 

RLC-HH-SORTATION NOT A SPLIT

 

Management stated that the split of sortation has been removed from most Headers, Depot 11 to be completed by June 13, 2008.  

 

HRSDC-COMMITTEES

 

The union stated that they were not receiving minutes/inspections as required. M. Duquette had set up an email address to assist. Facilities not received from include, Don Mills, Unionville, Will D 2, Will D, Scar D 11, Ajax, Pickering, WBC, Stouffville and Maple.

 

 In one instance D. Sinnott changed the inspection after prepared by the parties, this is improper. The union also stated that the nationally agreed/prepared inspection checklist is not being utilized consistently. G. Tomaszewski will identify locations where the proper form is not being utilized

 

Management will review and advise.

 

The union stated that the monthly tours are to be completed in their entirety, the LJOSH inspections can be partial, this includes Unionville and Ajax.

 

Management to reinforce with stations.   

 

SENIORITY LIST-CURRENT MONTHLY POSTINGS

 

M. Duquette and J. Best continue to work on lists, the regional union is now involved, the union designate is D. Stutt. To remain on minutes for now.

 

The union stated that the current monthly posting may be impacted; a rehab assignment was posted and obtained, walk 17, Unionville.

 

Changes with the group 1 and 2 monthly posting should assist to identify routes prior to posting. It was agreed that the parties need to determine a process for identification prior to posting.

 

Employees need to be reminded to identify their proper seniority date, errors have occurred, these have been reviewed by C. Samonite.

 

LC ON-STREET TRAINERS

 

The training department continues to prepare a list of trainers, and is seeking to arrange for additional trainers.

 

FATIQUE MATS

 

All have been received at Depot 4, there are12 on order for Depot 11.

 

PROACTIVE ARTICLE 54 ACCOMMODATRION

 

The parties are agreed that processes can be improved, including identification of those involved. The union stated that the Corporation has sent employees home when they have exhausted their sick leave credits. A ROE is to be sent prior to 30 days; employees are being advised late of opportunities.

 

Management stated they would review and solicit a response to the question of an ROE, and when one is sent.   

 

DEPOT 11-TRAINING

 

Management continues attempts to obtain a new DRS machine.

 

The union stated that additional training is required involving RLC, the most junior trained has 8 years seniority, there are junior employees. Management is attempting to arrange additional training.

 

 

WEST HILL SCANNERS

 

Management stated that 100 scanners are on order for the GTA, J. Parent has requested 7 for West Hill, plus the 4 returned previously.

 

The union inquired when the new scanners will be available for employees. Management stated that they were unaware of any being brought to the GTA.

 

The union stated that additional scanners for dock operations @ 280 Progress are required, specifically on the dock area. This applies to 280 Progress as well rather than employees having to go into Retail counter. 

 

RECOVERY OF MONIES-MOA

 

The union stated that a recent MOA involving Martha Lawton contained language to forgive recovery of owed monies, however, received a pay statement reflecting $4,000.00 paid, received $1,000.00.

 

L. Charles will scan and send information, when received L. Waine to follow up with Payroll.

 

ROTATION OF DUTIES

 

The union complained that the proper rotation of duties is not occurring, Unionville receives 70 to 80 monos of mail on Mondays, employees not afforded proper rotation, one employee not allowed to RTW.

 

Management stated that if the union identifies particulars, investigation will occur.

 

UNIONVILLE-START & DEPARTURE TIMES, PT PM START TIMES

 

A separate consultation will be arranged to discuss.

 

SUSPENSIONS-WITH OR WITHOUT PAY

 

Management stated that Benefits has confirmed that employees on suspension continue to have access to benefits, however, not pensionable service. Managers and superintendents to be reminded of this.

 

SORT GRID FOR L/C

 

To be carried over until next month.

 

OVERTIME-NOVEMBER 11, 2008

 

The union has advised that it is their position that a combined LC list is to be utilized; it does not automatically go to the LCA.

 

NEW HIRES-TRAINERS OUTLINING OBTAINING RECEIPT FOR MONIES COLLECTED

 

To be carried over until next month.

 

SAFE DROP CARDS

 

The union inquired whether these are available and utilized in all stations. Management to review in their respective areas.

 

SECURITY-DOCKS-280 PROGRESS

 

The union stated that there are instances whereby customers are on the dock in open toed shoes, and using corporate equipment without safety footwear.

 

Management stated that mini meetings and information book notices are occurring, security a concern with all.

 

APP DD TRAINING

 

To be carried over until next month.

 

MAIL HAZARD REPORT

 

A separate email is to be sent by the managers with the reference number.

 

TRAINING-STOUFFVILLE

 

G. Tomaszewski to address after going to Stouffville.

 

DEPOT 11-TRAINING SCHOOL

 

The union complained that issues remain, including, washrooms not completed, below code, west side stairs are unsafe, signage is required, no air conditioning in the basement. The union states that these issues remain from lack of funds to complete the project.

 

Management will review, signage has been ordered. Management has stated that parking barriers are in the process of being moved which will allow for increased parking.

 

MMHE KEY, KEYS IN GENERAL

 

The union stated that a shortage of keys exists, for a time period there was no replacement key, the key is left at the LCA desk, should be at the dock, an audit is required of keys, one area has insufficient keys.

 

Management to review.

 

NO SMOKING BYLAW

 

It is acknowledged that increased awareness and compliance has occurred. There will be demarcation lines painted @ 280 Progress Avenue. Signage is in the process of being made.

 

NEW BUSINESS

 

CHANGING BIDS IN RESTRUCTURE PROCESS

 

The union raised the issue whereby an employee who makes his/her selection is not permitted to later change their selection. Management agrees.

 

A62 RELAY PREP VALUE

 

This issue is being addressed nationally; it does not impact A62 sort value.

 

DON MILLS-UPDATE ON PARKING-CONSTRUCTION

 

The south side will have 75 parking spaces available; there will be parking at the rear of building as well. Cadillac Fairview is building additional parking facilities.

 

VACATION-ZONE 5-GROUP 1

 

Due to carryover of vacation being identified an additional block is being added in June, July, and August effective June 16, 2008. There may be a need for additional time which will be reviewed.

 

An employee being reflected on vacation was discussed; management’s information was that this was discussed with a full time officer of the union which the employee was aware of.

 

GRIEVANCE HEARINGS-ZONE 5

 

The union stated that by denying one employee to attend hearings at 280 Progress all grievance hearings for the zone have not been heard. The union states that 25 grievances were sustained; however no action to pay has occurred. The union’s position is that 280 Progress is the centralized location for hearings. The union states that first level hearings fail to have sufficient information available to hear the grievances.

 

Management stated that there exists no reason for all other grievances to be heard, this may impact any potential arbitration hearings. There have been several instances where the grievances are lacking clarity or specifics in order to prepare for hearings. This issue requires resolution quickly. L. Waine to discuss with senior management representatives.    

 

MISSING BAR CHART INFORMATION

 

The union had submitted a separate document outlining facilities who have not supplied bar chart information, which will be appended to these minutes. This information is to be prepared monthly.

 

Management will review.

 

UNIONVILLE

 

An issue with GD mail being sorted was raised, this issue being resolved.

 

DEPOT 11

 

The union raised an issue with RTS addressed admail, L/C being requested to separate third class and provide to their supervisor. There are no time values associated with these duties; these are duties of group 1 employees.

 

Management stated that this is related to admail performance, will review.

 

Management stated that addressed admail is to be delivered to the POC regardless of addressee name.

 

The union raised concern with HH color coded delivery, employees were to be consulted, and clearer instructions need to be provided employees relating to the one third delivery areas. There are instances where the L/Cs suggestions are not being utilized.

 

Management stated that L/C views/suggestions are to be considered, however, finalization of the system is not yet complete.

 

The union raised an issue whereby two RLC who have been late recently are still allowed to select assignments over the phone. Management will address with the supervisor(s).

 

The union stated that there is a requirement for additional training on MMHE equipment, in one instance operation of other equipment should have enforced safety footwear requirements.

 

Issues of LCA not being aware or receiving training that other L/C receive, examples involving admail, are not included. Mini-meetings occur in the aisles; normally the LCA is not in an aisle.

 

Management to review and address.

 

UNIONVILLE RLC

 

The union stated that additional training for employees is required for DRS, MHE, rover assignments is required. This is applicable in other facilities.

 

The managers will review and respond in next meeting.

 

The union requested a response when a temporary employee requests to move from one list to another and fails the L/C training, when are they eligible to request re-training.

 

Management will review, a definitive answer is not known at this time.

 

The union questioned if the employer will pay G. Tomaszewski for time spent at H&S meetings at YDC. Management has reviewed and will pay for attendance at meeting, however, this involves travel time to and from and time at meeting. The expectation is to resume duties within classification at end of this period.

 

POSTING OF INVITATION FOR ACTING ASSIGNMENTS, INCUDING MSC

 

Management to review and advise.

 

PROVIDING WATER-TIMES OF EXTREME WEATHER

 

The union requested that employees be provided water bottles during periods of extreme weather.

 

Management will review.

 

DATA COLLECTION-SCAR DEPOT 4

 

Management stated that the Corporation would commence data collection relating to the originating product in SLBs located in the Scarborough Depot 4 delivery area. This exercise will be performed by C&D Support, volume counter who will be authorized to open SLBs and count the contents by product type, and which may include picture taking. This exercise while be performed on the street at specific box locations and at the dock when mails returned. It is expected that this exercise will continue from June 16, 2008 to October, 2008.

 

The union stated that they believed a union observer should be present and that they would review.  

  

Next meeting July 9, 2008.
