MINUTES OF MONTHLY CONSULTATION

YDC NEW BUSINESS

 

 

The union asked about the coverage of Group 1 absences by temps

Management replied that the Coverage is through 17:06 and then covered by temps

There are also daily absences covered by the temp call in list and any bypass will be resolved.  Will continue to monitor.

 

Dino Marcone temp has been terminated and the union asked Kimti the staffing officer to allow him to resign .   It was refused .  Union requesting revisit of issue to give opportunity for employee to resign .   Phoebe agreed to review and respond .

 

Union asking that scheduling of interviews not always be 11:30 – 12:00  .   Management said we will accommodate as best we can for Group 2 … Would be employees choice of union steward if available .

 

Union raised the issue that the Form 7’s are taking along time to be generated in YDC

Management aware of issues and taking steps to internally resolve .  Requesting meeting to resolve .  Phoebe will stress importance to get them resolved ASAP

 

 

 

C&D  UNFINISHED BUSINESS

 

MEETINGS ALWAYS SCHEDULED 2ND Wednesday of the Month

 

Issue raised re :  Union Management meeting being the 2nd Wed and so are bid results available to know the resulting vacancy .

Already resolved You would still know where the resulting vacancies are even if bid is postponed for any reason.  Management will see the bid result prior to next Art 54 Meeting . Chit already following process  .  This process will allow for proactive accommodations as information is readily available

AIR TESTING DEPOT 11

 

Report has been provided to the  union.

RESOLVED    

 

HH-SORTATION NOT A SPLIT AND UNADDRESSED ADMAIL DELIVERY NEW PROCESS

 

Re : Sortation not a split  .  All of Zone 5 complete . For Zone 7 Ajax and Pickering were completed during structure. Rich Hill was too be completed by last month .  For Zone 6 , Depot 4,  completed during structure exercise. Markham, Malvern Splits finished 10 more routes to be put on header boards each. Depot 11 and Scar C splits completed but not yet entered into header boards. West Hill , Agincourt and Scar D 50% complete .

Julie anticipates all of Zone 6 will be completed by June 1st , 2008 .  The Unaddressed Admail splits are being done at the same time . Zone 9  WBC has been finalized. 

 

Re : Unaddressed Admail  Commencing April 14, 2008 over a five week period the new system will be phased in.  

The Union raised concern about the weight of some of the splits of householders on a specific day and that the relief are not aware of the process .  Scar F is already doing the unaddressed admail process and relief don’t know how to do it when they are assigned to a Scar F Route

 

Management agreed that training would be done properly and that the designated supervisor notes should be followed.  Management will reiterate the importance of one on one conversation with letter carriers from the supervisors and supt to review the splits with them and ensure they work

John Hill noted that where the pilots have done this process there has been a substantial increase in service performance and that is why the company has decided to put it out across the country

 

 

 

HRSDC-COMMITTES

 

The union stated that the issue is who the co chair is and can they sit on multiple committees.  Management responded that the employee participants designate the co chair for the LJOSH under the Labor Code .   Union concerned that this problem is putting Scar Local in jeopardy because things are not being done properly i.e. the monthly inspections.  An email was set up by Mike Duquette and we are still not receiving all the monthly inspections .  Management in various locations has advised that the minutes/inspections have been sent. Will follow up with a final request to ensure the Supts forward the minutes and will forward copies of previous meetings/inspections once received. 

 

SCARBOROUGH F CASE STRIPS-DEPARTURE TIMES

 

Management stated that consultation was scheduled for April 29th then 30th but will reschedule next week to resolve all departure time issues and case strip issues .   

 

SENIORITY LIST

 

Chit advised that of 45 items listed on the list 39 are resolved .  6 of them still need information and Julie Best is still working on them .

 

 

DON MILLS-HAND-CARTS-ARTICLE 50

 

An employee utilizing a handcart due to temporary restrictions has had those restrictions removed, however has advised will continue to utilize a handcart due to concerns re-injury will occur. The issue is the two to three hours overtime encountered daily to effect delivery. The Corporation has advised that this is an undue hardship and can not continue unabated. The employee will be removed from the route and allowed to select from walks that are more fitting to health concerns. The union opposes this action, believes that the c/a does not permit, however until litigated does not want her incumbent route posted. The union reserves its rights under the c/a.    No change to this issue

 

 

LC ON-STREET TRAINERS

 

Joanne sent Mike a list of the current trainers .  Another train the trainer at Toronto K beginning this month ( May)  There were 4 sessions  2 at 600 and 2 at 280 Progress George and Patti from Scar F went as observers  .  Concern of quality of people being used i.e. a night router was sent from Toronto

Request trainers be provided time and coverage during the training week so they can properly train the employee

Management will review and respond 

 

 

JOINT TESTING-CARTS  -  RESOLVED   Testing is did occur .  There was an interview for discipline with one of the employees but issue was not related to employees use of the cart .   

 

DEPOT 11-CLERKS

 

The issue involves an A12 case whereby the top row is being utilized by the sorting clerk and some employees who retrieve mails feel that the reach is too far.  Mark Deabreu has already advised Ellen Seguin and Catherine Beth that he is following up looking for cases two wide to go in the corners.  Is going to Don Mills today.   Julie will provide update.

 

 

 

TRAINING ISSUE DEPOT 11

 

Training  issue at Depot 11 was raised again re 99  Route and that the employee was forced to deliver on his own .  Julie advised that the employee was sent out with someone and has now gone through the training school .   Ellen was adamant that the employee went out on his own .  Julie will reinvestigate with Mark Deabreu and respond .  

 

FATIGUE MATS

 

Fatigue Mats apparently have not made it to Depot 4 .    Depot 11 was told they can only get 4 a month .  Julie to investigate and respond  .

 

WEST HILL SCANNERS

 

Union asked for information on the West Hill Scanners .   It was investigated and West hill has 4 .   No one in West Hill is aware of 4 scanners being sent back and not sure what the issue was .  Ellen Seguin advised that it was Robert Boyd that approached her and suggested asking him .   Julie to review and respond . 

 

NEWSLETTER

 

The union referenced a newsletter originating from WBC that the union believes is dangerously close to union interference as several of the issues involve circumstances and situations that normally would be the subject of union consultation.  Kevin advised it is a one time thing and is resolved .

 

DEPOT 11-DRS MACHINE

 

The union stated that the DRS machine has required an increased amount of maintenance recently, a back-log of mail is occurring. Management reviewed and so far working the issue seemed to be as well that the clerk was pulled off during the night to sort and thus a back log happened .  Julie advised that the RTS person should be doing that job regularly and will review with the Supt .

 

GRIEVANCES-UNIONVILLE

 

The union raised the issue of non-implementation of grievance resolution for several grievances from Unionville. Management has discovered that that a backlog in Labour Relations has contributed to a delay .  RESOLVED 

 

 

RECOVERY OF MONIES-MOA

 

The union stated that a recent MOA contained language to forgive recovery of owed monies, however, monies were deducted.  Joanne replied that the MOA was honored , 1000.00 was paid and no recovery  of over payment was respected .  What she found out from payroll was that the issue was related to taxes .  She asked for a letter of clarification from payroll to the employee.    There was no settlement of a 4000.00 .  Need more information to proceed further .

 

FILLING OF VACANT ASSIGNMENTS

 

There was more discussion on the vacant positions and the remaining positions that are assigned to junior employee .  Chit tries to put junior employees in the remaining vacancies of the station they are trying to get to.  She pointed out that unfortunately she receives a lot of bids just for one or two routes even though the employee doesn’t have a lot of seniority and they will unlikely get the more senior route.

 

ROTATION OF DUTIES

 

Union raised that it is Not happening in all facilities .  Management agreed to carry over until next month .

 

NEW BUSINESS

 

 

SUSPENSION WITH / WITHOUT BENEFITS

 

Union wanted to know if the employee is suspended do they get benefits .

Management advised they will ask Labour Relations to respond.

SORTATION GRID

 

Union and Management agreed to carry over until next meeting .

 

 

 

O/T FOR NOV 11  PRE PLANNING

 

The Union asked if employees are going to get training re the operational issues for the holiday day .  For example Depot 4 delivers that day as they do Easter Monday

Julie advised she will review and respond

 

RECEIPTS FOR MONEY ITMES

 

The Union  advised that the training class is teaching new letter carriers to ask for a receipt when handing in money .  Management advised that the financial transfer report run daily already has that information and all money items are tracked .  Joanne is going to follow up with Joe Maher and Doug Lagree to determine reason for putting it in the training school .  Will review and respond  . 

 

SAFE DROP CARDS

 

Union advised that the training school was using the new safe drop cards are all the depots using them .   Management is in the process of getting them will continue with the old ones until new ones received .

 

DOCKS AT 280 PROGRESS  -  SECURITY ISSUES

 

Union asked if the outside is being monitored in the afternoon.  Julie replied that there is an afternoon dock person and the doors are supposed to be closed unless opened for a customer .  The Retail front counter also accepts incoming mail .    DonMills and West Beaver Creek also mentioned and DonMills has an afternoon mail handler and a Retail Counter and West Beaver Creek just has a Retail Counter so the back is closed in the afternoon.

 

SANITARY NAPKIN DISPENSERS

 

Union raised issue of dispensers and that they should be provided .   Management is not allowed to dispense to employees not even an aspirin .   Management asked if we have an obligation and George is to follow up with written information .

Disposal bins must be provided in each cubicle and is done so in each facility.

 

DD  TRAINING 

 

 

So far the training has been given to 3 classes which is a total of 60 employees  .  Estimate 500 still to train .  Every employee is supposed to get 2 hrs specific health and safety to their job function i.e. 2 hrs outdoor for Letter Carrier , and 2 hrs General .  Training .  George said he was in Kitchener recently and they were giving the training to all employees.     Collective agreement says 2003 – new hires  .

 

John replied  My obligation is the new hires to 2003  

Union says no the director can ask for more employees .  DD  Quote 2.1 employee training .   John Hill will check on the Kitchener Issue and check with Mary Kowal on what has been mandated from National .

 

AIR TESTING   280 PROGRESS AND DONMILLS

 

Now that Depot 11 has been received would like to request Air testing for 280 Progress Ave and Don Mills

Joanne informed the union it has been raised before in the last 6 months or so and is already in the minutes.  

   

 

MAIL  HAZARD REPORT .

 

Union requested to make sure that the Mail Hazard Report is available in all Depots

 

Reference Order #  22-053-091 (  99 – 12 )

 

 

RELIEF SENT TO MARKHAM

 

The Union  raised the issue that a relief letter carrier from F was sent to Markham and finished at 8 pm but there was no where to put the keys and he was told that the supervisors would be there when he was finished

Julie said it seemed strange and that all information was not available .  There is a front counter that is open until 5:45 pm .  Upon further investigation the supervisors did not say to the employee they would be there  , will address the issue that if a mobile is out past 5:45 a process is required to put the keys somewhere .

 

PRIVATE VEHICLE PAYMENT  RELIEF  

 

The Union raised that private vehicle is being paid to some relief .  in F . Management reiterated that nobody is to pay the PV for relief they are not entitled . Julie to follow up with station F

 

 

RELIEF USAGE AT 280 PROGRESS 

 

The Union  asked why a relief would be used to cover a 1/3rd delivery in Station D and a 1/3 delivery in West Hill . as it wouldn’t be done if they were in separate buildings

Management responded that that wasn’t necessarily true and if a relief employee is over there is a chance they will be given assignments in two separate Depots .  Management also said that common sense would apply and that two separate deliveries should be within reason .  One example that also may occur is a sortation in 280 Progress and a delivery elsewhere which would be in another building possibly 

  

 

TRAINING ISSUE STOUFFVILLE

 

The union raised that this is a BT in stouffville and it is being used by employees there without the proper training .  to breakdown Monos .  Also raised issue concerning Locks and behind in getting them changed .   Management said they will review and respond .

 

 Upon further investigation from Darryl Sereda supervisor at Stouffville .

“ There are 4 employees who use the MHE and none have been trained on motorized MHE , the equipment in Stouffville is not Motorized  . It is a stacker that is used to stack empty monos but has no motor .  “        Safety shoes should be worn when using it .

“ There are lots of locks in stock and the RSMC’s are being paid to do any required changes .   Routes are up to date .  and being sent to Shafin for payment .  “

 

 

PROPERTY AT DEPOT 11

 

Union asked if we own the property where the donut shop used to be beside the depot .

Julie replied that Mark had asked that question with BJLC the day before and only the portion with 3 blockers is ours .  This area is probably able to accommodate 15 – 20 cars and Management is looking at getting the blockers removed to accommodate more parking spots .

 

TRAINING SCHOOL AT DEPOT 11

 

The union raised the point there is a security issue as new employees are coming in through the subway side entrance to the building and they don’t know where the training is .  Management agreed that signage would be a good idea and will have appropriate signs out front to direct employees to the basement of Depot 11 .  Also the training department will be contacted and advised to add into their reporting letters that the employees report to the west side of the building and go directly to the basement for the training school.    The union also noted to check the tread work in the stair well as it is not in good shape .  Julie to review and respond to the stair issue .

 

 

MMHE  KEYS AT DEPOT 11

 

 

The Union said there is only one key for the MMHE  key at Depot 11 .  It is supposed to be put in a separate area but is always left in the MMHE .   Julie will review and respond .   Superintendent has now got replacement keys and the employees have been instructed to not leave the key in the MMHE . 

 

NO SMOKING LAW 

 

The union raised concern that the 9 Meter Rule is going to Kick in and that it MUST BE ENFORCED

Management agreed that it will be re enforced for all buildings and all employees that smoke from the building .

 

 

 

RETAIL  SURVEY

 

Union asked why someone was going around asking about how the mail is dispatched and received at the Depot .    Management assumed it is part of the 20 / 20 project as they are looking at whether its more efficient for customers to containerize or drop off mail with bags . 

 

 

KEYS   DEPOT 11

 

Union raised a concern that there are not enough keys at the depot as  one example was that they announce on the PA  does anyone have a 534  key

Management replied that there is a definite concern of key control if that is the case and will review and respond
