MINUTES OF MONTHLY CONSULTATION

 

BETWEEN

YDC NEW BUSINESS

 

The union stated that full time officers and many union representatives will be absent next week at the national convention. Accordingly in instances of major misconduct or potential discharge interviews, the union wishes to be notified at the union office and will waive time limits if an officer is not available. In instances where the local union representative is available and feels can proceed no postponement will be required. M. Duquette will be available; he can be reached to discuss any issues. Grievance hearings will be cancelled for the week. 

 

AIR TESTING DEPOT 11

 

J. Parent is obtaining report and will forward to the union.   

 

HH-SORTATION NOT A SPLIT

 

Ajax and Pickering were completed during structure. Rich Hill to be completed by the end of the week.  Agincourt, Depot 4, West Hill were completed during structure exercise. Markham, Malvern and Depot 11 are expected to be completed in next two months. WBC has been finalized. Commencing April 14, 2008 over a five week period the new system will be phased in. The new system will include delivery splits including HH delivery, three or five day.  

 

HRSDC-COMMITTEES

 

The union stated that the national parties are meeting May 5, 2008, topics to include identification of chair and co-chair. Training still remains an issue. The union stated that they were not receiving minutes/inspections as required. Management in various locations has advised that the minutes/inspections have been sent. Discussion occurred into the union creating an email address specifically for the transfer of minutes. The union advises that they will create. Management will forward copies of previous meetings/inspections once received. 

 

SCARBOROUGH F CASE STRIPS-DEPARTURE TIMES

 

Two routes were counted last week, and are continuing. The union stated that start times were changed without consultation and believes that C&D Support were not notified nor have changes been input. Management stated that review would occur, a new verification will be commenced to establish departure times.   

 

SENIORITY LIST

 

M. Duquette and J. Best continue to work on lists, the regional union is now involved, the union designate is D. Stutt. To remain on minutes for now.

 

ARTILCE 54-ACCOMMODATION-USE OF TEMPORARY EMPLOYEES

 

L. Waine and M. Duquette to meet and discuss separately.

 

DON MILLS-HAND-CARTS-ARTICLE 50

 

An employee utilizing a handcart due to temporary restrictions has had those restrictions removed, however has advised will continue to utilize a handcart due to concerns re-injury will occur. The issue is the two to three hours overtime encountered daily to effect delivery. The Corporation has advised that this is an undue hardship and can not continue unabated. The employee will be removed from the route and allowed to select from walks that are more fitting to health concerns. The union opposes this action, believes that the c/a does not permit, however until litigated does not want her incumbent route posted. The union reserves its rights under the c/a. 

 

RICH HILL RE-BID

 

The union stated that in the re-bid, J. Kay-Zorowski who had only completed and submitted five selections and was not successful in obtaining his first selection was assigned a route. His next four selections, relief assignments were not considered. If his seniority would have permitted him to obtain a relief assignment, correction and re-bid from that point on is required. If his seniority would not have permitted him to obtain, then no further action is required.

 

 

LC ON-STREET TRAINERS

 

The training department continues to prepare a list of trainers, and is seeking to arrange for additional trainers.

 

ARTICLE 54 SCHEDULED MEETINGS

 

The union started that increased focus is required to review vacancies prior to posting for consideration of placement of restricted employees. In instances where postal units post bids late, and extensions are required, the window of review by the parties is compromised. Management to review with S. Dawson to avoid posting of vacancies where potential accommodations may present themselves. Additionally will review with postal units to reduce/avoid late postings. 

 

 

JOINT TESTING-CARTS

 

Testing is occurring.

 

DEPOT 11-CLERKS

 

J. Parent and E. Sigouin will review April 11, 2008. The issue involves an A12 case whereby the top row is being utilized by the sorting clerk and some employees who retrieve mails feel that the reach is too far.

 

RETAIL LH COVERAGE

 

The union and management agreed that the back-up Lead Hand is responsible for coverage of the Lead Hand during periods of absence.    

 

NEW BUSINESS

 

The union stated that the employer needs to be more proactive in reviewing assignments as well as vacancies in searching for accommodation of employees. A recent instance involves Depot 4, a part time position that if duties rotated would have permitted accommodation of an employee who sought to bid on this assignment. Management to review union’s concerns.

 

VACATION BIDDING-ZONE 5

 

The union inquired whether any additional weeks of vacation could be added, several employees who did not make sufficient selections have been assigned periods of vacation. It was suggested that the supervisors could have advised employees that failure to make sufficient selections results in assignment. Management suggested the supplement of six weeks in July and August, which the union was pleased with.

 

NEWSLETTER

 

The union referenced a newsletter originating from WBC that the union believes is dangerously close to union interference as several of the issues involve circumstances and situations that normally would be the subject of union consultation. The union seeks the withdrawal of this newsletter. Management stated they would review and advise.

 

DEPOT 11-TRAINING

 

The union raised the issue of an employee delivering mail who has not received training. Management stated they would review, in fact the employee in question was not delivering mails on own.

 

FATIGUE MATS

 

Fatigue mats have been received and will be distributed.

 

DEPOT 11-DRS MACHINE

 

The union stated that the DRS machine has required an increased amount of maintenance recently, a back-log of mail is occurring. Management will review.

 

WEST HILL-SCANNERS

 

The union stated that insufficient scanners are available due to non-replacement, L/C are required to line up to utilize. Management to review.

 

GRIEVANCES-UNIONVILLE

 

The union raised the issue of non-implementation of grievance resolution for several grievances from Unionville. Management has discovered that that a backlog in Labour Relations has contributed to a delay in processing which is being addressed.

 

RECOVERY OF MONIES-MOA

 

The union stated that a recent MOA contained language to forgive recovery of owed monies, however, monies were deducted. Management to review.

 

FILLING OF VACANT ASSIGNMENTS

 

Management expressed concerns with employees not securing assignments in the monthly bid postings resulting in instability and knowledge building on assignments affecting service. It was agreed that informing newly promoted or transferred employees of bid postings may assist in lessening these types of situations.

 

Employees on WHP who move from assignment to assignment contributes to instability affecting service and lengthening progression and reintegration efforts.
