MINUTES OF MONTHLY CONSULTATION
BETWEEN

AIR TESTING DEPOT 11
Management to provide mold and asbestos test, E. Sigouin was shown a copy, but not provided. J. Parent has requested and will send.
HH-SORTATION NOT A SPLIT
Ajax and Pickering are fine, Rich Hill, shop steward to review. S. Chapman and T. Parkes involved in structure exercise, there should not be an issue.
The union stated that zones 6 and 9 are outstanding. Management stated that zone 6 will review and advise.
Management stated that as of April 19, 2008 over a five week period changes will be effected with respect to HH procedures.
The union stated that the color system is an issue, combined residential and apartment buildings reflect uneven distribution, review and consultation is required.
Management is reviewing.
MALVERN-APP AA
Management stated that employees who were not there at commencement of project have been temporarily assigned, posting has occurred, supplied to union.
The union raised the issue of time values; management has seen the document, most routes over assessed, should be resolved. Growth had been added during project, however when implemented, it was not, requiring adjustment.
WSIB JOINT TRAINING
It was agreed that when refresher training occurs with supervisors by zone the union H&S and union representatives will be invited. A spring session is contemplated.
HRSDC-COMMITTEES
The union stated that they are not receiving monthly reports, assuming that meetings are occurring. Meetings are occurring, our obligation and responsibility is to conduct these meetings. May 5, 2008 is the deadline for the Corporation to have the H&S structure completed with training scheduled and underway. Discussions on meetings that have occurred were addressed. The union noted that disagreement remains on the position of co-chair, their position being that that individual doesn’t have to be from the location. The union requested copies of the minutes, these minutes should be sent to the region and national level
J. Coe will amend and update template for distribution and stations will be advised to distribute to all levels. The union requested that BLJC be included on list. It will be the individual manager’s responsibility to ensure reports are sent.
SCARBOROUGH F-CASE STRIPS
The union requested copies of the updates, this has not occurred, tie-outs are an issue, as well as headers are wrong. Seventeen routes were changed in relation to start times without consultation.
J. Parent to review and address, respond. The parties agreed that this would be reviewed with G. Tomaszewski and T. Parkes.
Article 50 requests have been submitted, use of the proper form now raised as an issue.
ROTATION DUTIES-RICH HILL
Management provided a copy of the schedule at meeting for the union’s review. The union conceded that as a result of employees with restrictions and the number of employees on modified duties it is virtually impossible to do, however can only do the best possible. Management stated that a threshold needs to be identified.
SENIORITY LIST M. Duquette and J. Best continue to work on lists, the regional union is now involved, the union designate is D. Stutt.
ARTILCE 54-ACCOMMODATION-USE OF TEMPORARY EMPLOYEES
The union requested that in the application of article 39:07 or 17:06, in cases where an indeterminate employee was off on leave without pay/credits and not accommodated that they be considered prior to the offering of assignments to temporary employees “on the bench”.
Management has reviewed this request with national and is prepared to discuss with the union. Several issues remain to be addressed, an employee’s restrictions, ability to perform the assignment, consultation and need to cover absence at the outset. It may be feasible to offer the assignment to a temporary employee to ensure immediate coverage and discuss with the union the person to be identified and offered the assignment. M. Duquette and L. Waine to discuss.
DON MILLS-HAND-CARTS-ARTICLE 50
C&D Support denied several article 50 requests, explanations have been requested. T. Parkes will review.
RICH HILL RE-BID
Re-bid has been finalized, results to be sent to M. Duquette for review, results by March 30, 2008 is posting for next round. A delay occurred due to several absent employees.
WBC-PV SELECTION PROCESS
The union stated that unless employees advised management that they were declining the PV assignment, they would be considered as PV holders. This is not the process. Management stated that of all PV route holders only four requested to opt out, no issues have been raised, require names to investigate. The union was unaware of any particular name.
The union stated that it was their position that the employer was responsible to ensure that proper insurance is obtained by the employee. Management responded that it is an employee’s responsibility to maintain their insurance.
AJAX-LCA OFFLOADING AREA
Area has been defined now.
PICKERING BCS RACKS
Presently there.
SNOW REMOVAL
The union expressed concerns, including; -boxes snowed in-1 instance a firefighter too busy to keep snow removed -supervisors attempting to clear snow from boxes -city plows snow where clearance has occurred -heavy snowfall winter no excuse -mails may be in boxes undetected -may be beneficial to at least turn boxes to allow usage -Depot 11 emergency exit and handicap parking area plowed in
Management stated that a great deal of focus has been given to this issue, including assistance from as far away as London, ON, this winter does not compare to other winters, every effort to address issue is being taken
LC ON-STREET TRAINERS
The union requested a copy of the list of trainers, J. Mahar was to have provided, a list may have to be complied, will follow up.
The union stated that new employees need to be exposed to different types of routes during training. Management stated that more certified trainers are required, training on different walk types required.
EO COMPULSORY OVERTIME
The union stated that employees should be advised and reinforce that LC delivery is to cease @ 2000 hours. On February 18, 2008 this occurred in Malvern.
Management stated that they would reinforce that delivery is to cease @ 2000 hours, whether voluntary or compulsory.
UNIFORM POLICY
The union inquired whether employees on modified duties are expected to wear their uniform entitlement. The answer is yes. The union stated that therefore clothing with insignia and not uniform should not be worn. Employees are expected to wear the uniform provided.
C&D NEW BUSINESS
PROJECT NOTIFICATIONS
The union stated that project notification meetings should be arranged identifying mutually agreed to dates, this is no different than consultation meetings.
Management stated that a recent LJOSH meeting held at a station was arranged, two days notice was provided. Management to follow up.
RICH HILL-RLC SELECTION
The union stated that an agreement was reached in 2005 between J. Connery and the union, including consultation that RLC selection would respect employee’s absence within the block.
L. Waine and M. Duquette to discuss.
DELETION OF POSITIONS
The union was concerned with rumors being shared with employees in relation to potential deletion of positions; this recently caused concerns in another facility.
Management stated that a RTO model exists, this is reviewed any time a vacancy arises, however, there should be no discussions with employees. It is possible that this is purely speculation, will follow up.
Management stated that review was still being considered in relation to a vacancy in Markham.
The parties discussed briefly the drive-through position @ 280 Progress and its value. A separate consultation to be arranged.
RTS
Management stated that productivity is poor when placing employees on RTS duties when untrained. Availability of machine at issue, hours may require alteration. A separate consultation is required.
ARTICLE 54 SCHEDULED MEETINGS
It was agreed that these meetings will not be changed just because the monthly union-management meeting may be postponed.
Discussion occurred with respect to placement of employees through article 54 if the assignment/position has already been posted. The union stated that once posted it cannot be retracted for an article 54 placement. Management should withhold the assignment for review by the parties for article 54 placement prior to posting. In a recent matter the senior applicant on the bid is to be the successful candidate as the 54 placement occurred after posting.
SNOW TIRES
Management provided the following information; -RH vehicles are equipped with all season mud and snow, all 4 wheels -window vans are equipped with all season mud and snow, all 4 wheels -step vans are equipped with all season on front wheels, snow tires on rear wheels.
The union thought this applied only in locations north of Highway # 7.
THORNHILL PILOT
Thornhill is being revised as a visual depot enhancing signage, floor plan, demarcation of areas. Presently the T/A is being enhanced; the RTS and DRS areas are complete.
JOINT TESTING-CARTS
Arrival of five or six carts for testing in Scar F has occurred.
DEPOT 11-CLERKS
The union stated that clerks are being required to sort to the top shelf, the legs may require adjusting. Case type is normally discussed and addressed during the structure exercise.

RETAIL LH COVERAGE
The union stated that relief are not training is required for relief pool employees.
