Consultation Minutes Between Canada Post Corporation And The Canadian Union of Postal Workers
Date of Meeting – March 17, 2008
Purpose of Consultation: Restructure YDC
Attendees

Agenda: Timeline Review for Restructure of 2008.
I was agreed that tours would be selected for sampling. Once we get tours picked, observers would be picked, best practice training would be scheduled. The PDT training will be on Mar 31, and April 1, for the RMO’s and on April 2, for the union observers. The training will be on the new pocket PDT’s.
The union wanted to know why they are being trained separately. CPC clarified that the training for the RMO’s is more detailed, and the training for the union is a summary, because they are not using the PDT’s.
The Union advised that April 13 to the 18 is the Union National Convention. They asked if we are going to have daily reviews, can we move this. CPC cannot adjust the schedule; the staffing has already been arranged. In terms of the daily review, the Union said that we need the most experienced people doing this, is it 10 days sampling. The Union asked if it can be done one week prior and then one week after. CPC said that it can’t be done that way because the RMO’s have WPDH and 1Yonge sampling occurring back to back as well. CPC asked if the Union could assess the work when they return from Convention or assign one of the observers not attending the Convention to assess the work during that week. The Union said no to this, because the issues that arise daily need to be addressed daily. The major people are involved in assessing this work; there is nobody with the knowledge needed that won’t be at the convention. The Union will consult with National regarding the schedule conflict with the National Convention. CPC advised that National has the schedule.
CPC advised that April 2, 3, and 4 is going to be the dry run. From the week of April 6 to the week of April 13th the sampling on delivery rates will be done. There will be a dry run for pick up rates from April 20th following any more sampling for that week as necessary
The Union objects to doing pick up and delivery on the same day. CPC advised that there was a dry run done at WPDH on the feasibility of sampling pick up and delivery at the same time. The result showed no issue. CPC suggested sampling exercise starts by doing pick up and delivery on the same day and if running into issues both parties will review.
After the sampling we will be discussing the rates. Agreement on rates and volume base will occur the week of May 4th. Leary Charles and Doug Daniels can meet, to agree on the rates, as was done for the last restructure. This means the planned first day of restructure is May 4. The actual structuring activities will be conducted at YDC. It was the Corporation’s plan to complete the structure the week of August 10 which will start the 15 days of verification period by the Union.
The Union asked how many sections we are structuring simultaneously and CPC verified that it would be only one. CPC stated that it will be approx 1 week per loop. The implementation will be Sept 15.
The Union was concerned that there were delays last year with Rates, and asked if we anticipate the same issues? CPC responded that if there are problems then we will address them as they come up. If we don’t have to re-sequence and redo the loops then we can meet these deadlines. There will be one person doing the restructure and one Observer. If we start doing two loops then we will have two Observers.
Sampling
The Union want the sampling done as true to what they will be doing as possible. CPC said that we will be going by the total points of call, not what load leveling actually assigns that he delivers to. The Union would like them to be staying in the area that they are supposed to be delivering to during sampling. CPC said that as long as it’s within the sequence numbers it should be OK.
The Union asked about L3R, they see no reason why L3R shouldn’t be in the system. CPC said that currently there is no change to the area that YDC covers however they would follow up on that.
The Union asked if we are going to only choose FT tours, or can we choose flex or part time tours? If there are stable tours, would there be a restriction on those tours? CPC responded no, as long as they are within the same area. There may be an issue with the volumes, and CPC does not think it’s consistent.
The Union asked if there is going to be a Spare RMO for sampling, and CPC verified that there will.
The Union pointed out that there are some flex tours that jump from one area to another, and CPC stated that those are not the kind of routes we want to sample.
The Union stated that even though a dry run has been done they are still apposed to doing both sides on the same day. For purposes of sampling, they would like to have one done at a time, doing both delivery and pick up is a problem. CPC advised that we’ll look at the data and decide. CPC feels that we have enough time to do both, but will take this request under consideration.
RSD
17 Observers, with back up for anyone who might be sick
Only one RB route, but it is locked because it’s RSD on Monday. But it is the only one, only one bus route.
RHR:
418 is Union Preference, 233, 417, and 235 for backup. CPC agreed.
RC:
Tours: 421, 412, 411, 131, 122, 123, 217, 236 and for backup: 337, 134, 222, 231, 311, 228 CPC agreed.
RSD:
Tours: 304, 9, 108, and 400 Backup: 225, 102, 101, and 414. CPC agreed.
The Union would like some information on the points of call to see if these are the best choices. CPC will provide.
CPC would like the list of Observers ASAP. Vehicles will be needed for the sampling. CPC will need to coordinate the training, once the lists of observers are provided. It was suggested that if the 16 tours everyday are not following best practices, it would help if there were relief that could step in so that we don’t have to start over. CPC advised that the dates can change due to issues that arise in the sampling or restructure process.
