MINUTES OF MONTHLY CONSULTATION BETWEEN GTA-DELIVERY-TORONTO EAST AND CUPW-SCARBOROUGH LOCAL FEBRUARY 13, 2008

AIR TESTING DON MILLS, AJAX, 280, SCAR DEPOT 11
The union stated the only outstanding item was relating to Scar Depot 11 mold test results to be provided for review. Zone 6 Manager will obtain and provide.
SORTATION SPLITS FOR EQUAL OPPORTUNITY Status of splits forZone 6, Zone 7 and Zone 9 Thornhill Delivery Centre to be verified and revised as required. Zone 5 status provided to the union.
WSIB-PRODUCTION BONUSES The union does not agree with CPC response. D. Roosevelt will seek further clarification from WSIB. Grievance may be forthcoming.
MALVERN APPENDIX AA PROJECT It was agreed that no vacancies will be posted as a result of returning to original structure including employees that bid into Malvern who will have to return to their original position that they came from.
JOINT WSIB TRAINING FOR CPC AND CUPW The union provided the name of the WSIB representative. CPC will forward to Health & Safety. In the meantime, commitment was made by CPC to extend invitation to shop stewards and H & S reps of stations when refresher training is being provided to APOC as a joint training initiative.
HRSDC-LJOSH COMMITTEES The union stated that monthly inspections are not being done and copies are not consistently provided to the Scarborough Local. CPC will issue reminder to all stations. The union raised issue that the Scarborough Local is not always notified in reference to upcoming Project Notification Meetings. CPC will comply. CPC acknowledged receipt of union’s list of employee representatives for station committees. CPC stated that the Umbrella Committee no longer exists, station committees will proceed and the position of the Corporation is that the employee representatives of these station committees must be from the workplace. This is supported by HRSDC. CPC stated that Scarborough Local representatives are welcome to attend a workplace committee meeting as a guest however it will not be at the employer’s expense.
APPENDIX DD TRAINING The union stated that classes are scheduled for February 25, 2008
SCARBOROUGH F CASE STRIPS The union stated that employees are modifying their case strips. The union stated that CPC was not fixing the errors and the equal opportunity splits. Zone 6 Manager will respond.
ROTATION OF DUTY SCHEDULES Richmond Hill schedule is outstanding. G. Tomaszewski was to work with R. Hill to complete. Zone 6 is required to provide Scarborough Local copies of schedules. CPC will provide. Zone 5 has been provided.
NEW SENIORITY LISTS CPC did receive some information as to current status. M. Duquette and Jule Best are exchanging information and will continue working to resolve.
ARTICLE 54 ACCOMMODATIONS & USE OF TEMPS L. Waine will respond
SCARBOROUGH F DEPARTURE TIMES The union stated that average departure time has not yet been established. Also, status/scheduling of Article 50’s is unknown and would like an update. Zone 6 Manager will respond.
TEMP SENIORITY LISTS Scarborough Local is now receiving them.
DON MILLS HAND CARTS CPC stated that strategy originally to be deployed involving employee has changed. Pre-Article 50 has been conducted and waiting on Delivery Support to commit to the Article 50 to resolve route issues.
NEW BUSINESS
PV SELECTION-THORNHILL DELIVERY CENTRE The union stated that PV canvassing was conducted improperly. They stated that employees were informed that if they do not opt out by a specific deadline date then their route would be PV. Investigation required. The union also stated that PV payment requires verification of insurance. Zone 9 Manager to verify and respond.
MINUTES OF CONSULTATIONS, ARTICLE 8.11 The union reminded CPC of its obligation to distribute consultation minutes within 10 days and will be monitoring. CPC will comply.
OTHER ISSUES-ROUND TABLE
SCAR DEPOT 11-C RESTRUCTURE The union stated implementation is scheduled for March 17, 2008. There will be a reduction of part time routes. Not all part time positions were posted for bidding, only three were posted. Investigation required. CPC will investigate and respond. Chit Samonte stated that some part time positions are converting to full time. Staffing of positions will proceed and part time positions will be posted for staffing.
AJAX The union stated that the Group 1 staffing profile reflects two positions as 20 hour schedules yet there was no discussion in consultation regarding this reduced schedule. The union asked for clarification. J. Wineck stated they would remain 24 hour schedules.
The union stated that the LCA offloading needs clearly defined area with no obstruction. CPC recommended use of caution cones during offload timeframes.
PICKERING The union stated that Management promised additional BCS racks. CPC will investigate.
SNOW REMOVAL The union stated employees have difficulty accesses relay boxes and CMB’s. CPC stated that snow contracts are in place. The union enquired about type of tires used for corporate vehicle in winter. CPC will respond. The union stated that a strategy should be communicated and employed. CPC stated that the contracts are in place but given the ongoing recent snowfalls snow clearance has been an ongoing challenge.
LC TRAINING SCHOOL The union stated they were notified of a project notification meeting. The meeting was then cancelled and rescheduled but they were not notified. The meeting proceeded with the participation of a shop steward. CPC will notify Scarborough Local of all notification meetings and related rescheduling.
LC ON STREET TRAINING The union raised concern with the quality of on street training. The union requested a list of the LC trainers. J. Coe will obtain from Training and provide.
EQUAL OPPORTUNITY/FORCE BACKS The union raised concern regarding the number of portions assigned to employees required to do force backs. The H & S of the employees must be a consideration. Mgt will review and re-enforce with their stations.
UNIFORM POLICY The union enquired as to what the uniform policy is relating to Group 2 employees on modified duties. CPC stated that all uniformed employees must were their uniform even if they are on modified duties.
FAMILY DAY The union enquired if the RPO’s are closed on Monday, February 18, 2008. J. Wineck stated that the RPO contracts stipulate the required service on holidays. The union asked if there was a set deadline for the return of RPO items to the depot. CPC stated that it may vary slightly from one depot to another however the usual time is between 12:30 and 1 pm. The union proposed that this information be posted on headerboards. CPC does not agree and stated that the information should be posted at the Registration window or counter.
